Ice/Ice/Ice...unkillable?
Unkillable? Not even close.
Annoying? Hibernoob is always annoying.
Weaknesses:
No slow resist.
No mitigating resists to high burst sets (Energy and Fire).
No -Fly powers. Other HoverBlasters will can take great advanage of that.
No mitigating toggle mez (Choking Cloud, Oppressive Gloom).
No -KB. Prepare to be juggled.
It will do decently in PvP, but its far from unkillable.

Yes it is, and so is Snowstorm. Vitality has two -fly powers.
Although I am curious as to why he doesn't have a travel power of any description.
I think your range defence buffs can be worked on i'm pushing 20% With all the slows your job is to keep at range and avoid ranged damage, i'd trade out your melee defence for a more impressive ranged defence. weave helps but it could be better.

Your a Blaster, unkillable + Blaster= Oxymoron. Nice strong Tough and weave isn't going to do anything for you PVP wise. I don't care what IO set you put in them. Its a semi durable blaster, and even then thats pushing it.

PvP? No such thing. PvE? High def builds w/a self heal and some controls and you're getting there. Looking at the OP, going for S/L def is a bit weird for a blaster, esp an Ice blaster, tho. I'd go for capped Range w/AoE in the high 30s and use your powers to keep things at range (very easy for Ice/Ice). Otherwise, anything pure psi or whatever will shred you. Toxic alone will completely waste this build when not in Hibernate (psst, it doesn't last forever).

I'd aim for a higher ranged defense, since you're ranged this will help the most in PvP. But nope, that's not anywhere near unkillable. You might take an opponent or two with you, though.
Maybe i'm missing something, but it seems the only thing that is well defended against is smashing and lethal..
Everythign else is decent, but not stellar.. So a fire blaster/corr or ice or whatever seems like they'd rip a pretty big hole in ya rather quick.
The regen at 391% is somewhat impressive however that's only 24 hp/s which is under half of what an /regen scrapper gets just by clicking IH without adding any enhancements, the other toggles, or any +hp they may gain..
And having played a bs/regen scrapper who spams parry every other attack and can frequently get 110% defense (only the first 45% counts) to lethal and melee, I can certainly say that IH alone would not be enough to keep me alive under the right conditions (ranged combatants doing anything but lethal damage?)
So no.. definitely not unkillable.

Oh and on top of that the accuracies of the melee attacks are rather underwhelming.. If you're planning to use them at all you may need more slots given to them.
Your build probably would be annoying to deal with as a close combatant, but with no def debuff protection you'd be slaughtered by cimoreans after the first one hits, or defenseless when a CoT drops a quicksand patch..
And at least until level 38 you're going to be severely struggling with endurance with weave and maneuvers and CJ running.. Unless you plan to not attack.
