Is this forum read by devs?
They do read them. They almost never reply, though we have, on occasion, seen a comment here or there.
And yes, some have indeed been implemented. Off the top of my head -
ED, in a way, was inspired by forum debates.

Renaming builds
PVP-specific bonuses/IOs/rewards for PVPing
I want to say the "Accurate-X" IOs, since some of the debuffs and heals hurt for not having a spot for accuracy.
The change in the Sonic buff set's graphics (since the old ones were making people ill.)
I want to say some sets, actually.
I know others have actually set up lists, those are just off the top of my head.
Yes, the devs do read this forum. We've had several (probably BAB the most) read and respond to threads here.
Somewhere there's a list of all the things implemented in the game that began as player suggestions. I'm not certain where it is, though.
In any case, the most efficient way to get your idea to a dev is to send them a private message.

Two disadvantages to PMing the devs:
1) If a dev is receiving private messages faster than they want to read them, sooner or later their message box fills up and stays that way
2) by sending them a PM they know YOU are interested in the idea. If it's discussed here on the forum they can get an idea what others think of the idea.

Actually say what your idea is so that you can get other people to discuss it. You can do it here.
If some thread gets hot and has a lot of positive responses then there is a chance that something will happen.
If you don't drop the subject and keep posting creative reasons for why the improvement is a good idea then they may eventually incorporate it into the game or fix the issue.
If you are going to get frustrated if you don't get DEV response or if you don't like criticism from other players, I wouldn't bother posting it.
If it is something that you feel powerfully about, I would make a thread for it and start discussing it.
At least "A" DEV said at one point that any idea that a player comes out with that they probably have already come up with it and haven't implemented it for one reason or another.
This strongly makes me feel like not going out of my way to try to help them improve the game.
I won't do Betas any more because of how I feel some of the bugs that I reported were allowed to go live. - game breaking bugs as far as I was concerned. At least one of them was a game breaker that stopped some players from being able to play the game for three months and then "impaired" game play for for many for another 9 months or so.
I don't know what is important to them sometimes. The stuff that they are trying to accomplish is always cool, but I often feel like the are not using much fore-thought.
All that said and done, I still bring up ideas for game improvements on the forums when I feel that I must - for one reason or another. At that moment of posting, i know full well that my input will be completely lost amid a sea of "stuff". There are a lot of posts on this forum. I doubt anyone has had the opportunity to read "all" of it.

Problem is I've seen a few good ideas or suggestions in threads that got buried in the rubble of flame wars that were brought on by many a troll. Granted many of them were brought on because the OP'er couldn't except negative criticism and chose to flame rather than constructively argue a point in his/her favor, but there are still those out there that (like the Joker) just "want to watch the world burn."

This forum is read by devs, once its repported by mods, mods have friends, so basically, if either your not a mod or dev's friend, you ll hardly be listened to.
As the links above show, good suggestions generally get Dev attention while poor suggestions generally can't withstand player criticism and thus tend to crash and burn early. If an idea is so full of flaws that it can't be survive a round in S&I then it's probably best it doesn't get implemented anyway. Some really good ideas have come through this part of the forums - and some really bad ones too.
Suggestions aren't against any rules, so reporting them to mods is just a waste of a moderator's time. Nor do moderators have any bearing on whether or not a suggestion is implemented other than the power to remove the thread if the poster (or others in the thread) get out of line.
As for "being a Dev's friend", while there are some posters who've justly earned a reputation for vast knowledge of the game, you don't have to be one of them to get the ear of the Devs. All you really need is a good idea and the communication skills to put it forth in a legible manner.
It also helps if you can respond to criticism constructively and not attack anyone who disagrees with you or points out flaws in the suggestion. There are some posters who perceive any disagreement with their ideas as personal attacks / conspiracy against them. Those threads generally don't do well or last long.

[/ QUOTE ] In all fairness there are times(though I don't feel it is a lot) that the disagreement/criticism is put forth in a very dickish way. My advice would to just completely ignore that post. Like the person doesn't exist.

PvP from now on will be on our priority list. If something isn't working out, we'll be in there tweaking it and making it work, for the entire future of the product, not just Issue 13.

Is there information available anywhere?
If they do read through some of these threads, have they been known to give feedback? Has any of these suggestions ever been implemented into the game?
If they aren't known to read through this forum, then what is the most efficient way to get a serious suggestion or idea across?
