PBU not working w/ Shields?
PBU doesnt work on the Ice Shields becase they have a Resist component in with them. The PBU doesnt work on Resist. PBU will not work on Sonics either.
Force Fields are Strickly Defense.
That doesn't make sense. Acid Arrow has a -res component, but the -Def gets enhanced (so I hear).
Also, FF has Toxic resist in one of the bubbles.

I think it's just a quirk with how the powers are flagged to factor in (or not factor in) strength mods and external buffs. There are lots of odd things like that in the game.

I suspect the strength mod is completely missing from PBU. Arctic Fog also doesn't get boosted for the 12 seconds.
Anyone out there with FF try this with PBU? I know it works for controllers with Power Boost.

Power Build Up will not work with ANY power that contains a boostable (enhancements and/or outside buffs) RES component.
Your example of Acid Arrow? Its -RES cannot be boosted, thus PBU will affect what it can: the -DEF value.
Cold Shields all have RES components that can be enhanced for. Thus, PBU ignores the power.
Forcefields (Deflection Shield particularly) have RES components, but are flagged to ignore all buffs and cannot be slotted for. PBU will work for FF Shields.
EDIT: And for more reference, PBU will definitely work with Vengeance for super fun time.

Well, that stinks.
I'd give up enhancing the resist on the shields to allow PBU to work with it, considering the fire resist is minimal and the cold resist is already really high in the set (and an uncommon damage type at that).
I did not intend to imply that PBU will impact acid arrows -RES, but that acid arrow contains both -RES and -DEF yet -DEF was enhanced.
I just recently tested PBU with Sleet. Works as expected. -DEF and Slow are enhanced until PBU wears off (or longer if target exits the area before PBU wears off.
Guess I have to respec now. Thanks for the bad news Rush_Bolt.

powerboost does work on PFF which also has significant resists in it though, so the reasoning that this is why it works on FF and not ice sheilds is somewhat flawed
edit * it only boosts the defence portion of PFF not the resists
I'm pretty sure you can't enhance the +res in PFF though.

Problem: The game is designed for defense buffs to be boostable, but the game is not designed for damage resistance buffs to be boostable. If damage resistance buffs were boostable, then every damage buff in the game, from Fulcrum Shift to Defiance, would boost them. Weirdness ensues.
Solution: Unfortunately Castle only has two tools to prevent resistance buffs from being boosted. One tool is to flag individual line items [Ignores Enhancements & Buffs]. This solution means the defense part of the shields works as expected, but the shields' resistance is both unbuffable and unenhanceable. The other tool is to flag the entire power [Not Affected by Buffs]. This solution makes the resistance part of the shields work as expected, but it makes the defense unboostable. Castle was stuck trying to pick the less annoying of two annoying options.
If Castle ever got a third tool coded for him, specifically to make a line item enhanceable but not buffable, then the cold shields could be made to fully work as expected. It'd probably be useful for other powers, too. So whoever the nitty gritty numbers coder guy is, I hope this is on his to-do list!
I know it can't be enhanced. I was just stating that the -dmg is pretty powerful as well.

PBU will also boost the -special in Benumb.
To go in to detail on why PBU doesn't boost some things you think it probably should:
Every power has one or more effects. Each effect can be flagged with "Ignores Enhancements and buffs" (buffs being things like PBU). The entire power itself can be flagged as "Ignores buffs", which applies to all effects of the power.
Damage Resistance power effects are NEVER buffable, because allowing buffs on +res (or -res) means that they're buffed by +damage. This was shown during I11 beta, when High Pain Tolerance's +res was set to be buffable, and Willpower Brutes became incredibly good as their Fury buffed the resistance of their HPT. That's just the way the game works.
Therefore, all +/-res effects must be flagged to not accept buffs. As mentioned, there are two ways to do that; make the effect unenhanceable, or make the entire power unbuffable. It's not a problem for -res, since we're not generally allowed to enhance it anyway. All the -res effects can just be unenhanceable. But if the devs want a +res effect to be enhanceable, such as in the Cold Domination or Sonic Resonance shields, they must make the entire power unbuffable, so that the +res can be enhanceable.
The unfortunate side effect is that the +def in Cold Dom shields or powers like Arctic Fog, Shadow Fall, and Steamy Mist is unaffected by PBU.

If +/-Special was just one global attribute, I can understand this, but then why does the power break down what attributes it is effecting in game? If it is all separate attributes, then the power should be castable without effecting resistance powers at all.
Otherwise, make the resistance in the ice shields not enhanceable. I doubt anyone is slotting these for resists, and if they wanted to buff cold/fire resist more, that's what Arctic Fog is for.
I still feel this is still an issue. The in game description is extremely misleading. I suppose you could update the description to point out this exception, but I think the easier solution would be to make my suggested change.
Would it ever get changed for this? Well, I can't think of any other powers that would also be impacted, so this is Cold/*/Power Defenders only affected, or at most and ideally, >0.5% of the Heroes population (ignoring HEAT). I wouldn't imagine such a small percentage to get much attention.

The problem is that allowing +res effects to be buffable means that any source of +damage (Fulcrum Shift, Siphon Power, Fury, Defiance, Build Up, Aim, Power Build Up, any red inspiration...) will buff the +res. If the +res in the sonic shields were buffable, for example, a Sonic defender could just eat a few red inspirations before passing out the buffs, and be able to res-cap everyone on the team by themselves. A medium red would be like adding another SO resistance to your power that isn't affected by ED.

[/ QUOTE ]You could certainly make the case that the CD shields don't need to be enhanceable. I have no opinion on that matter, but if you could convince Castle to make the CD shields' +res unenhanceable, they would then be affected by PBU.

Some healing powers are also affected (Healing Flames, Reconstruction, Hoarfrost, Earth's Embrace, for example); while the ATs that get those healing powers don'thave access to PB/PBU, they do have access to +Heal set bonuses, which don't work for them. Certain APP powers (like Frozen Armor) are also affected.

Actually, the -regen ignores enhancements and buffs. The aspects of benumb that PBU affects are -def, -heal, -speed and -tohit, as well as the strength and duration of the target's mezzes and mezz protection.
Wouldn't -Heal affect +Regen from PToD?

That would depend on your perception. I understand they are two different mechanics, and if regen is not influenced by a healing modifier, then that's fine.
On the other hand, if it wasn't explicitly described as being different in game, then it would be easy to assume they are connected. Clearly, "Healing" and "Regeneration" are considered the same by the Devs, or the power "Instant Healing" would of been named "Instant Regeneration" or something like that.
but I digress. I'm a little annoyed that after getting 41 levels, I was expecting some nice shields with the information that was presented to me in game.

The proper solution, and the one I hope Castle eventually pursues, is to make the Resistance portions of all such powers Unenhanceable (and maybe slightly increase their base values to make up for losses to people who were enhancing them), and allow the rest of the power to be buffed.

I have an Ice Dom Defender with the shields.
Using PBU then using the shields should yield stronger shields, right? All the in-game text and numbers show that it should make an impact.
I checked the combat attributes from the receiver, and they just get basic defense.
Anyone else try this? Is it maybe just ice? Any FF users out there use PBU to cap target defense?
