PBU not working w/ Shields?
Problem with making the res unenhanceable in powers such as that is people that use them as a place to slot -KB IO's would lose that power. The ability to get 16 points of KB protection using a total of four slots across both the Cold shields is pretty awesome.

Meh. You can still slot Karma there.
I don't consider that a compelling reason to withhold this change.

I would not be surprised if this was changed in the near future. I wasn't even considering to enhance the res values in those shields, just the defense, since its only resistance to cold and fire anyway.
yeah just make PBU affect the Defense and leave the resistance alone.
note: according to mids, PBU also offers a +DAM component for you all Offenders out there

I don't see why there would be any rush to fix it. They've been that way since Cold was introduced. And it's not like Cold needs any help in Defending.
Besides, there is some benefit to them not being affected by +Special; they're also immune to -Special.
Ice Shields are Immune to Benumb? Are they immune to Sleet? How about Radiation Infection? Acid Arrow?

No, they're immune to -DefenseEnhancement, not -Defense.
A Cold Defender hit with Benumb or Weaken will still put out his shields with 15% to ~23% Defense (depending on slotting), while a FF Defender hit with Benumb or Weaken would have the amount of +Def offered by their bubbles reduced by quite a bit (I don't know the exact value right now, because I'm at work).

Not to mention, there's no way Castle is going to open that can of worms to accommodate +Special powers. Not only would it upset a lot of people with Inventions in these powers, it would also potentially require rebalancing of certain powers, or possibly even powersets. And Castle has already stated that he doesn't like +Special powers, specifically for the balance problems they create.

Really, the simple way to solve this problem is to remove the +DMG from PBU.
It's the interaction with +DMG and how RES works that's causing this mess. Take away PBU's ability to boost damage and you've removed the entire issue.
Of course, I'm pretty sure that many won't like that sort of solution at all, but it is the relatively simple one.

Hardly. They still would have the powers marked as they are, because you still have access to other sources of +damage. They couldn't start changing other powers just because they took the +damage out of PBU.

PBU is only one of many ways to get damage buffs. Aim/Amplify, Assault, Vengeance, set bonuses, Soul Drain, red insps, PvP zone buffs, not to mention outside buffs such as Fulcrum Shift. All damage buffs would boost the damage resistance buff value.

Allow me to rephrase then since addressing global issues wasn't my intent:

What we're saying is that you haven't resolved the issue. That would make sense if PBU were the only +damage in the game. In that scenario, if you remove that , yes, you fix the problem. But because it's not the only +damage in the game, so all the powers PBU can't buff +special on because of how they're flagged would still have to stay that way, and it would still be unable to buff them.

One, if you really think they'd basically double the base value to allow for this, I probably have a bridge to sell you in New Jersey. Especially when for some of these powers (Shadowfall, for example), the DR component is the much larger value.
Two, I'd lose the ability to slot very useful set IOs in these powers.

[/ QUOTE ]The problem isn't that +Damage in PBU conflists with buffable resistance. The problem is that +Damage in general causes the conflict.
RED INSPIRATIONS have the same problem with resistance powers that PBU does.
