I play on Victory, and there most certainly are people playing and teaming. Don't know what you're doing. *shrug*
Server list:
The list goes from last played at the top, then from least to most load at the time after that.
Try Justice. I have many characters on every server but I quickly found lots of people willing to team up and TF on justice. My new lvl 50 there is catching up to my nearly 4 year old badge hound

Funny, I play on Protector, who ties with one other for the lowest population server.... and I never have a problem forming a team when I want one. Hmmm....

orly? Literally no one? Talk about ridiculous hyperbole. Infinity is the 3rd busiest server, closely followed by Justice.

Also there are other factors to consider.
1. Players have the ability to hide from searches using the /hide command.
2. The ability to find teams on any server is linked to the time zone you are playing in. Prime time playing in the US is not the same as Australia or Europe.
3. The ability to team is also linked to the effort one puts into forming a team. The only effort some players (I'm not saying the OP is one of them) make is to stand in one spot and spam "LFT".
4. Some rare individuals can't find teams because they have been put on so many players ignore lists. (Again, I'm not implying the OP is one of those players) On lower pop servers it's easier to get blacklisted by the entire community because they all know eachother.
5. Factions. Redside has always had a smaller population than Blue, and therefore their population is smaller when spread across eleven servers.
6. The same thing goes for PvP.
7. The new MA has many players tied up in creating and testing arcs.
I'm sure there are other factors I have forgotten but you get the idea.
There is really very little difference between any of the other servers as far as population goes. The ability to join teams has far more to do with your ability and effort than any other factor.
Just like Player, my home server is Protector, one of the "lowest". I never have problems getting or forming a team at almost any time of the day.
* Join your server global channels.
* Find an SG with active players.
* Use the server section here on the forum.
That is all you need to do to get teams on any server, no matter what the population.

I find more funny that "all the good names are taken" as the reason given to abandon Freedom or Virtue. I rarely have issues with names I want being already taken and it isn't hard to come up with alternatives. Use a thesaurus, go to naming sites (google to find ones like seventh sanctum's hero name generator, babynames.com is also one I use a lot), use translators for different languages. Just some quick ideas.

I play on protector and don't even advertise for teams and I STILL get at least 1 invite a play session, on blue side at least. I play red side on justice and don't get as many invites there but still get quite a few.

I also think we are far enough along that using punctation to help with a name you want isn't quite the black eye it used to be. The game's 5 years out with lots and lots of orphaned accounts. I don't get the least upset when I see a name with a period in it anymore because at this point... well...
But then again I could be the minority there.
Does Freedom do a 'name thread' like Virtue does on their section of the boards? That is probably one of the coolest - and useful! - forum efforts I've seen on the subject of names.
Picked up quite a few names that way, and got ideas for others as a result.

I think that the reason why I have been having trouble finding teams is because of the time I have been playing...around 3-5pm...most people are still at work. Also I just got back into playing after about a year long break...I have almost 45 months worth of veteran badges, just a little rusty.

All the good names are taken on those two servers, so I decided to play on Infinity and Victory and everytime I go on it's so hard to build a team because there is literaly NO ONE playing.
