The damage buff is being removed from Domination, replaced by a significant Base damage increase. This will result in a noticeable buff to Almost all Doms. The only ones who will be nerfed at all were people playing with some crazy amounts of recharge that allowed them to Perma-DOUBLE stack Dom.
There may be some other minor changes, but that's the big buff right there.
