Consensus: Pet IO set
None of them. The set bonuses suck for the most part. The only full set I could see slotting is th one for the recharge intensive pets and even then I dont do it. Until lvl 50 I just do a frankenslot of acc/dam Pet IOs of different sets and add in the resistance procs. At lvl 50 I change out the acc/dam IOs for acc/dam HOs and slot the resists procs with the chance for build up proc.

For a MM I'm a fan of Blood Mandate and stack the AOE/ranged def.
My trollers so far have tended to follow suit, but dont get the same advantage of stacked defence buffs.

Blood Mandate is a goodie, especially if you have Storm Summoning or Force Fields as a secondary (Both get some +Def stacking capability, though obviously FF moreso then Storm - infact, you have to be fairly crazy [imo] to set Storm up for defense for the most part, but every little bit helps; Rad also technically qualifies, with it's -Hit toggle, but that's a seperate topic) for the defensive bonuses, if you're going to go through all the trouble of six-slotting the pet.
If recharge is more your thing, I prefer Expedient Reinforcement - 6.25% recharge and 3% damage can stack up pretty fast, though Call to Arms isn't that bad, either. I just find that as a Controller, your Ranged defense is more important. Blood Mandate and Expedient Reinforcement both give a Ranged Defense boost, though for purely defensive purposes Blood Mandate is probably better (3.75% Ranged/AoE at 6 slots).
You could also go with Frankenslotting, but that really varies a lot depending on which pet you're actually using. I really don't like relying on my pet AI, though, so I usually just damage-slot them out. >> Your mileage may vary, void where prohibited.
This was what I was thinking. Ice/Thermal is the toon I am thinking about so I was just going to go acc/dam generic IO. I need to see if Jack merits anything else.
I do 3 and 3 of Brilliant Leadership and Edict of the Master for the 2 hitpoint bonuses
I also normally spilt sets and go for +hps.

Personally I ditch the set IOs completely and go one IO Accuracy and 3 Peroxisomes. Saves slots I can use elsewhere while maxing out my Sing's damage and control.
Yeah, some pets i wouldnt use the pet sets for, like my Lich. With Jack Frost i would most likely use 3 of the purple pet set for the 3% +hps and then add a generic acc IO.

acc/dam HO x3, Chance for Build Up from bloodmandate (Ithink) and a defense aura.
While leveling up, most of my controllers use Acc/Dam and Damage from Blood Mandate (1.5% Recovery) and Acc/Dam and Acc/Dam/End from Brilliant Leadership (4% Regen). That caps Damage with good accuracy in only 4 slots. If I had a bunch of defense, I might go with the Blood Mandate set, but very few of my controllers have much in terms of Defense.

Chance for Build Up is from the purple set, Soulbound Alleagence. The defense aura is only worth it if you can stack it with other defense in my opinion. I would rather have recharge to re-cast the pet over a paltry 5% Defense.

For the most part was really cheap but I did have to drop about 300k on one Blood mandate.
I am thermal so I am buffing Resistance, should I look into the unique Blood mandate that gives the pet a resistance aura?
Leveling builds should go for an Acc/Dam frakenslotting approach, unless you want more recharge for things like PA or Tornado. Your final build depends on what you're aiming for. All my 50s get Blood Mandates for the +def. Both my /Rad & /Storm hit ranged & AoE def caps easily once their respective debuffs kick in (RA & Hurricane), at least against normal mobs.
