I got the email, but have yet to see an official announcement. Is it true? If so, I shall kneel and kiss the feet of our ingenious devs!
City of Heroes Going Rogue Expansion
I just got this in e-mail
Paragon Studios is proud to officially announce the next City of Heroes® expansion, City of Heroes Going Rogue! This will be the first major expansion for the City of Heroes franchise since the launch of City of Villains® in 2005.
Praetoria, a utopian mirror to our own world, hides a dark secret. Exploring this mysterious alternate earth, the heroes and villains of this world feel an uneasiness of doubt creep over them. Loyalties are questioned. Choices are made. Lines are drawn. As they search for the truth behind Emperor Cole and his Praetorian guard, brutal foes and fierce allies emerge, turning this once blissful paradise into a battle ground.
City of Heroes Going Rogue officially opens the "mirror universe" of Praetoria and an all-new alignment system that explores the shades of gray that lie between Heroes and Villains. For the first time, Hero characters can become Villains and vice versa, enabling Heroes to cross over to the Rogue Isles and Villains to experience Paragon City.

I don't think it's too early in the thread to invoke the "if it isn't a redname post its only rumor" rule.
Now if you have a link or something on this Wheat it would be interesting to see.

Same here! I Want to know more about this... Because this right here might be the one thing I have been waiting for since I first started playing CoH/CoV!
I believe the devs must know this by now, if it was a rumor, they would have shot it down. Their silence seems to acknowledge that it was a slipped secret.

This was the image that I saw in my email. Don't know if it will work or not.
I haven't gotten any email. 
But then I also, for whatever reason, never got reactivation weekend emails on any of the accounts I've got emails for...
But yeah... um, until a redname actually confirms, I'm not holding my breath.

This sounds freaking awesome. Heroes can become villains and vice versa? Awesome. The hero's downfall is always awesome.
Here's a screenshot of the e-mail, for those who haven't seen it yet. 
When the site link didn't work, and the press release link points only to the general PR site, I first thought this might be a spoof. But the e-mail header looks solid, in my paltry experience.

Well, this thread was just started, so it's too early for rednames to confirm/deny, but that artwork looks genuine.
Just got a new e-mail from City of Heroes about the new expansion: Going Rogue. Play in Praetoria, switch from hero to villain and vice versa.
New expansion? Side Switching? Awesome!
