Existing group with the most story potential?
Kheldians (which is unfortunate since you cannot use kheldian powers for custom critters, and can't use most existing Khledian critters because of their costumes; as such there's not much I can do with the ideas).
Praetorians (Specifically the Praetorian Good Guys. We know that carnies exist there as the Carnival of Light, but don't really know much of anything about them.)
So far I've made one story arc where you help the carnies (Arc: 31969 "Desperate Measures") and have been planning a Villain side equivalent where you work against them.

I've always thought the Luddites were horribly underused!
I like Crey. They can be involved in anything that involves: Science, Technology, Enviornment, Capturing Demons, Manufacturing, Factories... Just about anyhing except some magical subjects.

I know that the Spetznaz (SP?) Soldiers are only used in one arc on redside. Krylov I believe and the arc is easy to outlevel if you stay in Port Oakes too long.
I want to try and make something with them and the KoA if I can. I have an affinity for underused mob types.

Wyvern and the Legacy Chain are incredibly underutilized.
As is, there are only four "heroic" factions to fight in COV: Longbow, Paragon Police, Wyvern, and Legacy Chain. Problem is, PPD are limited to the city, and Wyvern and Legacy Chain end before L30 and are barely used in missions outside of the Radio. Hence: Longbow, Longbow, Longbow. Ugh.
These two groups have some fun hooks:
Wyvern is anti-heroic. They're brutal bastards who believe evil must be destroyed, not merely tussled and tossed in jail. They wouldn't hesitate to use dirty tactics like torture and murder to put an end to the scourge of the City of Villains. I'm using this in an arc of mine, where they kill a fairly harmless villain, and his daughter wants revenge.
Legacy Chain are more paladin-ish, but are very, very specifically magic focused. Great for magic arcs, since they seek to stop all practice of dark magic, and ensure magic is only used for good purposes. Plus, they supposedly use Malta's cell-style terrorist structure to do this, with anonymous contacts and no superstructure to speak of. Hunting down members and trying to uncover their identities is good mission fodder.

I am fond of the CoT myself, huge level range, diverse models, and a backstory that can do pulpy two fisted adventure, straight up magical stuff, or even a bit of Lovecrafty goodness.
Crey, Aracnos, and oddly the Shadow Shard Reflections.
I really want to do an arc based on them. It is on my planning list.

I'm going to see what I can do with Energy Melee/Force Fields (Dark Blast/Dark Armor or Miasma for Warshades) and a bunch of Novas and Dwarves from the Nictus villain group. If you could make a foe "respawn on defeat" to make him turn into a Nova or Dwarf that would be great. For now, I think just mixing up the types should work, at least as well as it does in "real" missions. (Usually if you run into a Kheldian in a mission, he's either in Nova or Dwarf form)
Don't forget the Galaxys, too, although we can't get to their powers. (So we can't change their costumes) And I guess Awakened PPD are in there somewhere.
I'm fond of the Clockwork. The King functions pretty much as a delusional and spoiled child, which means he could have the potential to become more stable and more mature, if he had the right prompting. He has an interesting protective connection to an up and coming hero, which could provide that and some closure to his "heroes made me like this" issue. And there are entire realities that have been consumed by him, even when allegedly sane, so odds are he will eventually mess up whatever he tries, making him tragic. Plus he has that cool b-movie monster vibe and his minions rule.

Hey,
I've found myself coming up with story ideas and then needing a villain group to use, and to move the story forward. To my surprise I keep coming back to the Devouring Earth. There's just so many plots/eco-terrorist/mutation/etc things you can do with them that I never thought of before MissArc.
Has anyone else found a particular group that you find yourself going back to?
