You can't buy the Booster pack at the store. You can buy the Architect boxed edition that COMES with a free Booster pack 
We'll see....
Well, I'm giving the NCsoft store another 30 minutes then I need to get some errands taken care of. Ones that will take me past several places where I might be able to buy a retail boxed copy. If the want to make less money from my purchase that's their decision, but I would have thought they would have preferred to get the whole $20, and not just however much they get for selling it wholesale to a retailer.

Yes. But for twenty bucks, you get magic booster code AND a month of play AND a Data DVD with the LATEST BUILD on it.
Or, nearly latest. I think they may have patched once or twice since I14 went Live. Minor tweaks.
So you actually end up saving five bucks, over the long term.

I was going to fill all that in, but wanted to catch him/her before they ran out the door to realize it wasn't the Booster pack itself that was on store shelves LOL

Well... Nearly 10:00 here on the West Coast. A question for those of you that have it: Do the mantles and capes work like the Valk Pack? Meaning, are they available at lvl 1?
I don't think I've ever wanted to give a company money for an Addon as bad as I want to for this.

I have a character named "a wizard" who seems like this pack was custom-created for. I've already put his costumes as close to these costumes as possible. PLEASE let me give you money for the pack!

Based on what the person who's picked up Architect Edition said, it sounds as though you get the Magic costume pieces as soon as you install it/redeem the code. I think the whole 'you can use the code for either one of the booster packs' thing may have been speculation, or there's some method of redeeming the code that bypasses the store and just lets you pick the Magic Booster straightaway.

Maybe it only gives you the choice of which booster you want if you haven't already purchased the first one.

No, if you find a store that got the architect pack in today and buy it there is a code that comes with it that lets you unlock 1 or the other (Cyborg or Magic)

Just tested. Yes you can. It was an option under Costume Sets. Magician comes with High Collar back detail.
High Collar is also available for female, but the rest of the male "magician" costumes are exclusively male.
Also, and I am assuming this is a bug, but it allows female to have two capes. High Collar and Magic Bolero

According to what JLove said, the High Collar one should be available, as well as the Hooded one the old guy uses in the picture.
We'll see....
