Is it possible to pvp without a travel power?
You "can" PvP without a travel power but I don't see how you would be able to catch runners or even get far enough away from an enemy even if you phase.

It just came to mind though that most areas have temp travel powers for sale, not including RV's jetpacks, though fly is the least effective form of travel.... Catching runners would be neigh impossible unless you happened to get some immobs or holds in those extra powers you have, and you run them out of BF's.
Otherwise, you would still be fairly fine fighting defensively (protecting and capping an object), or moreso, in a group.

The advantages would be two more power pools..and four powers in total (Assuming most people go SS and SJ) against melee, neither will really be able to kill the other until you start going head to head, at least for a short interval of time.
I can see a problem against ranged, but with those extra 2-4 powers you're getting, why not grab a patron or epic pool immob, slow or hold power or two?
The main problem I can think of is reaching your opponent, though with the veteran jump pack, and either the zone or arena travel powers, I don't see you being so crippled at getting around, and that much more effective, all at the cost of a little inf...

LOTS of factors to take into consideration.
Majority of the time, the people who face off against a Mastermind realize this is almost like rushing headlong against a well armed fortress. So engaging with the Mastermind changes from what you'd normally do for attacking other AT's. Some have good AE damage and will just drop your minions like crazy. Some can use repel, or TP foe to push you away from your minions. But you COULD use a travel power to rush back into BG range, but not without the travel power.
Temporary powers aren't a suitable substitute for real travel powers. Arena temp travel powers last 2 minutes, out of a 10 minute match. When you're in trouble, your lack of mobility will be your fatal flaw.
In a team setting, you'll pretty much be struggling to catch up to your teammates the entire match. You end up a liability instead of a help.
In pvp zones, you'll have a bit more trouble seeing as the big zone setting allows your opponent time to simply free move everywhere.

Let me address this directly. Yes ranged IS going to be a big problem. But you seem to forget that the utility of mezing has been rendered vastly useless.
Since you are not a controller or Dominator, YOUR hold or immob will last 2 seconds. Period.
You can slot it with purple duraiton IO's, use Megalomaniac, and it will still last you 2 seconds. And Less then 2 seconds if they have any sort of hold protection whatsoever.
It's simply not a viable option to use those at all. Instead the developers saw fit to turn all mezing moves into damage moves. Large Damage or DOT damage for a 2 second mez.

If all you want to do is fightclub then no travel power is a perfectly viable option. You didn't say that, so I'm guessing you actually want to run around and pvp in the zone, so you'd have a heck of a time doing it with just temps.
Xury basically summed it up. The temp powers, both arena/zone and PvE, won't give you the same speed that real travel powers grant. Since the I13 changes, you will not need to carry breakfree's anymore.

We all could keep adding points to Xury2's list there, but pretty much, the line quoted above sums it up. Just dont PvP without it, you'll be up for a LOT of frustration.

Hrm..Well I suppose having two choices for power sets is going to be pretty damn helpful in this regard. I can have my travel power-less build for pve, and get Sj at the very least for pvp.

I don't think you pvp very much do you. What's a kin gonna use siphon speed, good luck at making that hit with any regularity to keep it up.
ive tested it before with my kin/psy..my siphon speed always landed and IR is always there. so some1 with a good knowledge base on how to use a kin could do exceptionally well i think. i tore apart many opponents using this concept, and at the time it was a kin/psy/elec. i had him geared for sapping and good damage. all in all, it is possible.

Have you tested this in i13?
Siphon speed is a buff and with DM(diminishing returns) it's gonna be worth less and less every time if you try to use it on a consistent basis add that to how elustivity is now and with out a travel power "your gonna have a bad time".
as a matter of fact yes, i used it in the arena 2 weeks ago during the Monday Night fight nights on victory, and it landed every time i needed it. im sure there is some math involved as to how long the DR lasts and all that jazz, and im not concerned about it either. all i know is the facts. maybe the accuracy isnt diminished rather the overall effect of the power?..who knows, but it was landing.
