I'll be trying this arc very soon on my scrapper. Hopefully I'll be able to take Nosferatu solo, otherwise I have a few Shivans as a back up plan. I remember trying to solo him as an Elite Boss during some mission in normal game play and he kicked my butt.

bring 3 lucks and maybe a couple reds for him and you should be fine. Though a backup shivan isn't a bad thing.

That damage aura of his was hitting me through six lucks, every tick. His melee attacks were hitting about 50% of the time through six lucks. And that's on a character with a native roughly 44% def(smash,lethal). I don't think you can +def your way out of this one. What finally did do it for me was using all three nukes plus a Shivan.

Well I have no idea what build you used, and I suck with numbers, but with my Claws/Regen I used i think 2 big and 1 med purp, and a big red. Also hit IH/DP, and took him with little to no trouble.

Weak
I was able to take him as an EB with 4-6 Lucks/Sturdies and a couple Tier 1 reds and yellows.
My tank had no trouble with Nos one on one, though I did need yellows and reds to prevent a stalemate.
I have missed the letters though, could someone post the contents of all of them please?
Heroes : Angrem (50 Stone tank), Exo Inferis (50 Fire blaster), Exo Proteus (50 ill/emp), IceVengance (50 cold defender)

Not a bug. Penelope's arc has nothing to do with Time Travel. It's Doc Delilah's "The Buried Past" along with Agent G's arc that unlock the badge and power.
Confirmed since I just went through Faultline on my DB/WP the other day. The badge plinged as soon as I called in the last mission to the Doc.

I'd have to re-crunch the numbers to be sure, but I think it's around 25%, maybe a smidgen more. But I'm serious here: six lucks. That should have floored the attack chance on anything that isn't auto-hit. In fact, I came out of that concluding that it was auto-hit, bug reported it accordingly. One of the main things that's unbalanced about this EB, as I also bug reported early in closed beta, is that his accuracy is through the roof period. His dark melee attacks shouldn't have been landing that consistently, either. That's why the early consensus on the beta tester's forum was to load up on orange inspirations, not purple ones, for him, and I suspect why that bio nuke turned the tables for me and the 'bots.

At first, I thought the mention of the second mission being difficult was a typo: the last mission was much harder for me, and Nosferatu died in the final battle. I don't have anything special going, just a fairly standard MA/SR scrapper. I pumped a lot of reds and two purples pre-battle (kinda standard if i'm trying to solo an EB), but he wasn't at all remarkably hard. Heck, I even managed to finish the TF within the 30 min time limit.

Yeah, I found the last mission a little more difficult myself as well. When I got to the end where I fought 3 EBs, Nosferatu and umm...Burkholder? (I forget already ) were basically my tanks while I killed them. If they weren't there, I woulda needed several inspis and some temps to survive the massive waves of 5th Column as well as the 3 EBs I was fighting.

I hadn't checked on live servers yet, but isn't there achievement badges for the "no inspirations allowed" on Flashback missions? On test I got "uninspired" for the 1-14 level range (if I remember correctly) for setting no inspirations in the flashback challenge settings

You are correct. According to Badge-Hunter.com there are badges for the no ispiration setting for all lvl ranges. And I just completed Lt Wincott arc with that setting, and got the 'Cliche' badge.

one correction and one clarification for ya:
The wedding band is not an echo as you have listed. See the patch notes for i11, it's not on the list of echo temp powers.
I spoke to you about this next point in PM but putting it here as well for the curious - if you already hold the Sky Raider flight pack, the timer on it will NOT reset to max if you do the arc again. It seems like you need to have completely used up your existing pack before doing this arc in flashback or it will not let you get a new one.
update: if you have the original, you will get a non-echo version on your first flashback. Once you have used both of those, you will get only 5 minute duration echo versions from that point forward. It's been tested, here's the linky

In regards to Recipe rewards... What does Ouroboropiasud (stupid word) offer? Can you get recipe drops of the level range as you do them? Is there a chance of getting, say, a Miracle drop for doing a level 30 story arc?
Great guide by the way. Really helped me understand the place a bit better.
Oh, one more thing - Would you say the third "pseudo-TF" is solo-able?

Mender Silos' TF is pretty soloable. Although I did it on a Tank set to heroic. The first 3 mishes you always have Manticore as a pet, although he does run off on his own sometimes. And mission 4 you have Liberty, Swan and Mynx. Which are enough to take down Manticore.
On the 5th mission, the more heroes you have helping out on the jade spider the better, as it's damage will both be deadly to you and them. YMMV of course, depending if you have any buffs or debuffs. I found it easiest to be able to keep most or all the heroes alive is by scouting out the map first. and then plan out who to get first, based on who was by themselves, where they are on the map and what travel powers they have. Due to the heroes possibility of falling, all of them are pretty much Boss class, aside from Citadel, I'd bring a Shivan or HVAS along for the ride, or both, jsut in case.
