The Skulls are cool now, after reading their backstory. Only one complaint though, I've fought both Marrowsnap and Marrow Drinker, they were only bosses. They aren't as strong in game as we are lead to believe in the backgrounder. I suggest that they be put into a Frostfire size misson or small TF, upgraded to Elite Bosses or weak AV's, be put in the same room on big, gaudy, gothic thrones, and have powers from every dark powerset in CoX.
Marrowsnap: Obsidian Shield, Shadow Maul, Smite, Nightfall, and Howling Twilight.
Marrow Drinker: Murky cloud, Shadow Punch, Dark Blast, Gloom, and Tenebrous Tentacles.
The AI would have Drinker at Blast Range and snap at Melee range, with Howling Twilight on autofire.
That would be an awesome fight right there, especially with a certain one of my characters. (see sig)

I was always mad that the Skulls never seemed to have a leader for me to kill. Now I realize I've killed at least one of em a dozen times (i have altitis yes) so now for a hellion leader.... and the Rikti dictator!

What do you mean, 'actually?' Chewtoy? Maybe it's been a while since your face was on the receiving end of a Shadow Maul.
Remember, to become a player in the City of Heroes (I mean as one who influences things, not PCs), you have to have a significant amount of infamy and badassery, no matter whether heroes (and villains!) consider you chewtoys. I think the origin story of the Skulls is an example of this.

I was half expecting to see a Kill Skuls reference. I was amused when I did. Very nice addition, AS. Those bosses are now actually scary!
That was by far the funniest ting I've read in a long time. I love how the hero from the forum poster's story made it in there. He probably has no freaking idea.
I've been getting a little tired of the constant Kill Skuls thing (the badge was funny, all the stuff in CoV is a bit overkill, IMO), but I'm glad it made it into the official background It definitly deserved a place there.

Two schools of thought on this. One, the Skulls leaders predate the idea of having Elite Bosses. Even after Atta and Frostfire were made, there's only been a couple EBs added since. They should be EBs, but have yet to get a makeover.
The second school of thought says that they shouldn't be EBs because the Skulls are still quite low on the food chain. Duke Mordrogar of the Hellions is only boss level, even though EBs appear in the story arcs of the other two Port Oakes contacts (in fact, I think he USED to be an EB in beta, and got downgraded). The Skulls and Hellions might not have any really powerful guys on purpose.

Batallion is the leader of the Hellions. You fight him in the same mission you fight Marrowsnap (I think), which is the end of the Bonefire arc.
And, really, the Skulls and Hellions shouldn't have Elite Bosses. The Skulls and Hellions are the low men on the totem pole. They don't really need it, though their leaders could have unique avatars or backgrounds.

o.O err... isn't this the other way round? I almost never (have I ever? I don't think I have.. all hellions and clocks..) seen skulls in atlas, but a decent number in gal.. unless they're planning a take over in i7 or something..

The Skulls are one of the many street gangs that operate in Paragon City. They are a death cult, of sorts, who seek personal glory and power through death, no matter whose. Today, their leaders lurk about one corner of Perez Park, called the Boneyard. They vie for control of the park, but are in the midst of a seemingly endless gang war with the Hellions. Read more here.
