Keep in mind that anyone can copy a lvl 10+ toon to the test server, use that toon to make a sg, then make thier own pretty looking base complete with IoPs. I wouldn't put too much faith into anyone who says they made their own base on their own.
Not to call anyone here a liar, I'm just saying keep it in mind.

This is true but a lot of items can still only be obtained through salvage, and you dont get that for free on test, so a good way to tell is if the person has a lot of salvage made items in the base (like me).

I also like the things-on-Counters behind the sofas in the entrance room. Makes the whole place look lived-in and cozy. Why didn't I think of that? o_0

To the best of my knowledge, there are only three IoPs available for placement on the Test Server interface, and they all look like gigantic fuzzy balls of yarn in various glowing colors. So the big floaty book isn't one of those.
Hence my curiosity. 
It took the top swedish furniture scientists to make us those tables, I also believe a few died in the process, but that is what it takes to bring our base the top in table technology.

You know, the placement for that table seems slightly off-center to me. Maybe it's just the screenshot, though.
Looks like you should move it a little to the left.
Actually that table doesn't exist anymore, it was part of our old control room before redoing the base.
So did this last patch fix dissapearing base items bug? I know it wasn't in the notes but not all the fixes were listed.
Salvage copies over when you do the character transfer, making it trivial to duplicate (especially if you start with a lot). How do you think people are able to post pictures of the Fusion gen?

The hospital was the most fun to do. After I thought "Bride of Frankenstein" for the hospital, I had to run with scissors. Granted, with the tech items we probably should have gone tech walls and stuff, but half the fun was finding ways to disguise that shiny metal, although in the Control Room it is less of a disguise as a collage of junk at times. I think I spent about two hours getting the lighting the way it is, and as I look over the shots, I feel like messing with it more.
Here's a shot of Population Control's Base. Chibi wanted to go Marvel Mansion with it, and the minute they bring in office walls (Hopefully those peach ones from CoV, Maybe? Hopefully, Please?) we might go with that.

Behold the home of The Infinity Legion (it still needs a name).
Our group is a play together once-a-week group (no soloing) that has no designs on PvP. Our PvE base consists of infirmary, teleporter room, power room, control room (all 2x2) and a 5x5 decorative room. Here it is:
