Someone earlier mentioned the "monologue" and "tirade" inherents. These should be extended, specifically:
They are toggle powers, with a VERY LONG recharge (and they don't accept recharge reducers). Activating any other power turns the toggle off.
Monologue roots the villian in place, Tirade does not (villian can move normally).
While active it is an AoE +DEF buff that is VERY high.
While active, regen rates are zero. You can't use a monologue to gain breathing time to recover END or HEALTH.
Although it is a toggle power, it does have a duration. This prevents it from being a "I'm invulnerable" defense button. The duration is long enough to do a good monologue, but not excessive.
Putting it simply, when the villian monologues, the heroes can do nothing but listen (well, they can, but almost everything will miss, or the villian attacks.) The villian can end the monologue at any time, but cannot attack and continue to monologue.
Tirade is identical, only it allows the villian to stomp around and move freely.

- Hand moving across throat
- Points at target and then thumbs-down motion (you're going down!)
- Thrust fist in air (g-rated version of the finger)
- Eye Poke
- "Nyah Nyah!"
- File nails
- Shrugs and emotes "Who, me?"
- Clenches fists and shakes violently in anger
i dont know if this has been said b/c i didnt want to read thru all the post, but i think the ninja smoke thing that they throw down to get away would be cool.

pressing a big red button on a remote of some sort (every vilian needs a big red button remote to controll anything/everything, great for RP)
and... just about everything eldse that was asked for in general...
Currently heroes have a boombox and the ability to dance to this music.
Id like villains to have an equal number of evil laughs, and evil laugh animations to select from to accompany them.
Id spend at least the first few days just laughing evilly...

As far as dancing goes, the villains should brake dance!
They should do stuff like The Robot, or the moon walk, or the thriller!

The move from one of the greatest villains of all time would be nice. "The Moonwalk."

/em dance --really can you see a villian dancing like heroes? How about some headbanging action or rizti tango? lol, maybe some "robot" love?
/em spin --makes hero do a 360 spin, mostly as an action for when a hero falls into your trap
/em poof --smoke cloud bursts at your feet, great for exits
/em classical --this would be like boombox but instead the music comes from a grammaphone, i mean, talk classical villiany
/em burp --oh wait that one's already here
/em books --the COT in the hollows reading floating books, great for studying
/em challenge --draw a line on ground with a cane or sword
/em glove --slap a glove over and over into your hand
/em time --check your watch for when the heroes miss the base raid time and you get impatient
/em pace --pace back and forth about 4 steps with hands behind back
/em magazine or /em comic --extention of the newspaper command
/em punchingbag --box against a blowup hero--you know the kiddy ones, can't think of their name atm
/em streetpreach --puts you on a makeshift box and uses lecture command
/em binoculars --like the guy in CGW checking out WW.
/em remote --shows you holding remote and pressing a big red button on it
/em headscratch --for those times heroes do/say really stupid stuff

Maybe a good idea would be:
An emote much like Darth Vader's bad acting in Episode III with the arms raised yelling "NOOOOOOO!!!"
Since Heroes have Lecture, maybe Villains could have Monologue.
Why not go with several evil laughs:

/Mockinglaugh
/Deeplaugh
I think also one pointing down. Much like "Kneel before Zod" from Superman II.
You have to have something borderline controversial like going slightly mad. This idea also from Superman II when Zod was going off before they were trapped. Just losing control emotionally.

3. roll a coin... you know like rolling a coin between your fingers
4. the cringe and hand stroke... like the guy who just tied a lady to the tracks
5. twirl mustache
6. spit in there direction
7. throw rocks in there direction like trolls.
8. stamp foot (like a bull)
9. stamp feet (sumo style?)
10. stomp on puppy

1. Switch the /newspaper emote to an Acme Death Ray Catalog
2. Must have a Roman emperor's thumb down gesture
3. A "on the cross" pose; arms held out, head bent, feet together
4. Defeated pose, drops to the knees, holds arms and head to sky to scream, then bends forward to pound the ground with fists before falling into the classic faceplant.
5. Three card monty or street craps game for influence.
6. Hold one arm out in a pointing gesture sweeping from left to right while saying, "Kill them, Kill all of them!"
7. Throw money on the street (this collects pedestrians in the area) then abuse the pedestrians in some manner, (molotov cocktail thrown at gathered pedestrians) to send send their AI's into run and panic mode. Could make this emote cost influence.
8. Hold a skull in one hand while stating, "And this was the last hero to get in my way" then crush the skull
9. /Soapbox emote. Villians need a soapbox for their lecture emotes, it's a CoH tradition.

Ok, I read every page and don't recall seeing these, so:
- /candy : Kid/lady with baby stroller walks in, you steal the lollipop (big, swirly coloured one), take one lick, throw it on the ground, step on it. Laugh as the kid/lady with baby run away.
- /nono : Slowly raise finger, waggle it in a 'no no' motion, shake head once or twice in a 'no' (think T2)
- /breakyou : Point at the enemy, draw hands somewhat close together, snapping in half motion (possibly saying "I'mma break you in two!"
- /shh : index finger to lips, shhh
- /shh2 : index finger to lips, shhh, off hand doing a patting downwards motion as if to hush the enemy/crowd.
- /crushall : point with your index finger, sweeping motion in front of you, pull hand back towards chest and make a fist (crushing them)
- /voodooStates : pull out a voodoo sized doll of Statesman (or other heros, but c'mon, gotta go for the big guy). Poke a neede in it, bite it's head off, light doll on fire, etc.

I like the idea of having a crouch instead of kneeling for rest. Or just put that in instead of yoga, since yoga is not evil.
I like the "hovering with crossed arms" also, and putting your arms behind your back.
Or "rolling up your sleeve" to show you want to fight. Or tightening one of your gloves.
I want to an /electricslide emote!!
Ok, no really - I'd love the evil goattee scratch or beard tug.
