I put in a bid at 2 bill for it one week ago and I haven't gotten it yet. That's the only data point I've got for you.
As far as we know the system is not FIFO, so it's impossible to say when a bid will be resolved. If I knew for a fact that every existing bid was for the exact same amount then I might be able to work it out, but given that there are an unknown number of bids for other amounts, there's no way to know. -
Ok, I've tossed it up on ParagonWiki. I think the inspiration piece is in decent shape. Room for improvement of course. And so much more to do... It wasn't until I started assembling the table of contents that I realized how much I had bitten off. Feel free to jump in!

I got Towed. Logged in a level 50 character on Wednesday and everything was fine. Did a mission or two and logged off. Logged in on Thursday (not realizing 2xp had already started!) and his trays were all set to #1 and all completely empty. I believe that was build 2, which I have been using for over a week of steady play.
No rhyme or reason to it that I can see. Hope it doesn't happen again. I normally use 6 power trays on that character, and I hoard temp powers. Bit of a nuisance to reset them all. -
But I did forget the Kora fruit. I think I'm going to put this guide on ParagonWiki, after double xp weekend. But I'll preview pieces of it here first, so people can point out things like Kora fruit that I might otherwise forget. Thanks for the help.

Inspirations
Drops: Any mob which gives XP has a chance of dropping an inspiration. Higher ranking enemies (lieutenants, bosses, etc) are more likely to drop larger inspirations.
Vendors taking Inf: Only the smallest inspirations can be bought. They are available from contacts, nurses in hospitals, and some bartenders in Pocket D. The arenas sell all small inspirations except awakens. Bases can be equipped with a Tree of Wonder or an Auto-Doc which sells inspirations.
AE Tickets: Random medium inspirations cost 20 tickets. Random large inspirations cost 100 tickets.
Reward Merits: Any large inspiration costs 1 reward merit.
Alignment Merits: Inspirations cannot be purchased with alignment merits.
Market: all inspirations are available on the market
Crafting: any three inspirations of the same size and type can be converted into one inspiration of the same size but a different type.
Other: Some day job powers grant a large inspiration upon completion of a mission.
Essence of the Earth: only dropped by Devoured Earth monsters located on Monster Isle-Peregrine Island, the Hive, or the Abyss
Ambrosia: dropped by devoured earth in the Eden Trial.
Strength of Will: Bought in Sirens Call with bounty earnings.
Presents: found during the Winter Event by clicking on presents.

Maybe it would be more useful to sort it by the stuff rather than the method.
1. TO/DO/SO: random drops, vendors. A note about Yin in Faultline. A warning that contacts are money-grubbing &*!%!#s. Can sometimes buy dirt cheap on the market, but supply is very low. Can you get them with tickets?
2. Common IOs: random recipe and salvage drops, poor use of tickets and merits, brief mention of crafting badges. Mostly obtained on market, where pre-crafted are often cheaper than crafting your own.
3. Salvage: random drops, AE tickets, brainstorms, what else? Market.
4. Set IOs: random drops, AE tickets, merits, a-merits, market. A note on the different pools for random rolls.
5. Purples: random drops (high level mobs only), a-merits, market.
6. PVP IOs: random drops in PVP only (something about the timer, etc). A-merits. The market. Off-market sales for 2B+.
Oh, and I forgot the HOs, and the Titan things, and whatever that other one is. And probably some other things. Oh, inspirations. Forgot about those. You know, I don't think I've ever done the kora fruit mission? And the special event stuff, like the winters gift enhancements and the halloween salvage. Costume bits and temp powers. So much stuff! -
No, I don't have a guide, but I think there should be one. I've started losing track of all the different ways of getting stuff.
- Random drops
- Buying from various NPCs with inf (stores, contacts, etc)
- The market
- Architect tickets
- Vanguard merits
- Reward merits
- Alignment merit point thingies
- Crafting/converting: Brainstorm conversion and incarnate shards
- Special missions/raids (HOs, TitanOs, etc. Incarnate salvage?)
Am I leaving some out? Some things are available only one way, some things can be gotten in different ways. Prices vary. I had a good handle on it until this past fall, when I started spending a lot less time in game. Now I find it a bit overwhelming.
Bottom line: If there's a thingy I want, what's the best way to get it?
Maybe we can put our heads together and come up with an answer to that deceptively simple question? -

It has been a while since I looked, but when I was watching purple prices I found that sales were slow enough that I could see all of them if I checked the market a couple of times a day. Something like Hecatomb is probably a high demand purple, the confuse one is probably low. I'm not sure what would be medium. And you'd want to pick a specific enhancement, and decide if you want the recipe or the crafted version.

I ought to look this up (but don't feel like it, correct me if I'm wrong), but I believe the Eye of Horus is the name of the ship which caused the oil spill. Probably the same one you found, as I don't know of more than one spill. (Again, correct me if I'm wrong.)
I think the ship was called Cairo or something else, Egyptian but not Horus or Osiris. I tried looking at it from above when I first found it, but maybe I wasn't at the right angle. Or maybe I lack imagination. I have trouble with constellations too. -

I hadn't seen any of those before, except I guess a snow-covered Agincourt. What do you mean by the Pit? The Abyss?
Right now I'm in Grandville. I found my way into the tunnels, but I haven't found the dev dungeon. Anyone have any hints? -

I skittered out of there quickly. Of course, that's not terribly uncommon on Virtue.

I've been working my way through the Easter Egg list. I have a feeling I'm going to get lost trying to find the Dev Dungeon, but I'll try this weekend. I've been gathering exploration badges, zone by zone. I had forgotten how fun that could be. -

If we have back to back posts from people saying it's too good to be a vet reward and not good enough to be a vet reward, then I think the devs probably nailed it.

The key difference here is that the market TP powers take you to the market, but don't bring you back. The / command will let you use the market and end up in the same place where you started. That may be good or bad, but it's definitely different. I sometimes use the market TP as a way to travel, without even visiting the market. But oftentimes, like in the Shard, coming back from the market to the mission is a big pain in the rear. This / command will be a huge benefit in the unlikely event that I ever try to run another Shard TF.

I've never played CoV much, but I just moved a level 50 hero to vigilante. So now I'm going to head over to the Rogue Isles and do some sight-seeing. Anything in particular that I should be sure to look at, or punch in the face, while I'm there?

Nope, assumption 1 is definitely wrong. The order in which you slot enhancements never makes any difference. Never has, for any enhancement type.
First you look at the base effect of the power itself.
Then you look at the combined effect of all the enhancements (reduced by ED).
Then you apply the total enhancement benefit to the base effect of the power.
The order of the enhancements makes no difference.
