  1. I made a post about this topic a long time ago.

It would be much better to remove the radial KB in the first place.

First, for new players Blasters and Scrappers fit the classic superhero wish fulfillment promise of the game. Then you actually play CoH and it becomes obvious Blasters fail on every aspect.

    To wit:

    1. The new snipe requirements. Why such a large percentage? You know why the Diablo games are so popular? Because the short descriptions fit the powers exactly. You see a blast power, it's a real blast power without all the caveats and prior requirements. You know what you get. You can see it immediately.

Why can't it just be one charge of Build Up or Aim? You have to actually work to get Snipe to be what people actually wanted Snipe to be instead of a crippled, boring, cumbersome, monstrosity of a pathetic snipe power it is.

    2. The new /regen. So now we have heal over time power. Wow, that really makes me feel more blastworthy. I mean, when I think of the Human Torch or Captain Atom I immediately think of their phenomenal regen powers.

The most cumbersome aspect of being a Blaster is getting shut down, mezzed, knocked back and confused to oblivion by the most routine mobs and then just faceplanting after all that indignity because you _can't_ do anything while being mezzed, confused, knocked backed.

I'd rather have a click break free and brief a click phase/defense power. Instead we are getting more layers added onto a stinking pile of Defiance 2.0.
I'm certainly glad the devs made the changes they did however, it still won't change much for blasters. I understand not wanting to do too much and monitor changes, but defenders and corrputors made out much better with snipe changes than blasters.

This won't make blasters "kings of damage" as too many others do too much. Never mind the fact that any AT (at level 50 with judgement) can have a "nuke" with a 90 second recharge with no crash.

Based on the past, this is not good, as it will be a long time before things will be "looked at" again. To which I ask, "Is this all?" Thus, the reason to campaign for as much as possible while that window is still open.

It says something if the "optimal use" of Force of Thunder is to use it between fights for the buff it gives and not what it actually does. If the KB is changed to KD its fine and happy.

What is the Blaster modifier for the leadership power pool, tactics in specific?

I'm trying to figure out if I'll be able to get perma fast snipe with Kismet and Tactics, or if I'll be stuck a couple of percentage points short. I'm strongly suspecting it's the latter, but I want to make sure.
Sadly, won't happen unless they raise blaster to hit buff in tactics or make new/change IO sets to add to hit buff.

Yes it is equivalent to the ending of Gunbuster for this game but I assume you play others as well.
Mild Threadjack. That's a fairly old anime (with some er, fanservice), I remember the CD for that freaked out my friend's CD player because it had 99 tracks on it. /threadjack

670 all the way, its better to overkill.
  7. Intel GMA 950, ever heard Mr Spock use the term "stone knives and bearskins"?

    Read about it here.

You might think blasters are not broken, but I am having trouble recalling a time when they added this much mitigation to anything while also admitting that it still may not be enough.
I'm just starting to digest all of the blaster changes and as I feared its looking like its going to come up short again! However, I'll wait and see what appears on beta first.

Hollows? Those zones you list with the exception of RWZ are ghost towns.

These days its DFB>DFB>DFB>DFB>DFB>DFB>Night ward for midnighter badge>then ITFs or WSTs.

Its really the grief potential in teams where the radial KB is a problem and with the huge bonus the power gives (being basically arm twisted to take it, but not "required") its best if the power is as "team friendly" as possible. Which is why I would request for the change to KD. Also, the upcoming KB to KD proc is not an option. Someone who isn't aware of the radial KB or uses it just to use it, it just asking for /facepalm.

Blasters: Most Blasters are reliant on Aim/Build Up to get FastSnipe. Three sets can get it permanently with varying degrees of difficulty.

Corruptors and Defenders: Can always get it using Tactics and Kismet (easier for Defenders than Corruptors), some powersets have an easier time (i.e. Farsight or Focused Accuracy).

Dominators: Two secondaries can get it through Aim or Build Up and all doms can get a limited uptime through Soul drain in APP.

Scrappers/Stalkers: Mostly get it through Build Up. Claws and Invulnerability Scrappers can get Perma-FastSnipe through their powers (although I can't actually imagine them doing this due to the need for 3+ enemies in melee range for Invulnerability and the redraw for Claws I can't see it being worthwhile)

    EDIT:

    Good to know, thanks .
Here is where a few more tweaks for blasters could be done allowing for blasters to get fast sniping earlier/easier.

    1. Raise the to hit buff from tactics. (and blaster assault too!)
    2. Have a Blaster IO that gives +to hit buff.
    3. Look at changing or adding in new IO sets with +to hit buff.
  14. For nvidia resellers I prefer EVGA. YMMV
  15. I made a suggestion on the other topic that defiance 3.0 also give a to hit buff bonus as well. So maybe then a blaster could hit "insta" snipe with tactics + Kismet.
  16. Maybe we can convince the devs to change defiance *again* and defiance 3.0 gives a small damage buff AND a small to hit buff for blasting.

It would hardly be the first thing in the game that people warp their builds to achieve, but it's the only one I'm aware of with an all-or-nothing benefit. Perma-dom is awesome, but 95% dom is still pretty good. 45% defense is great, but 44% is not bad. Here, +22.03% hit is a game changer, +21.87% hit is build fail. And people are talking about stacking four +hit enhancements in a power so they can gain the necessary last tenth of a percent to get access to fast, massive DPA snipes.

If the devs want Build-Up and Aim to temporarily turn snipes into a useful, high DPA attack (the way unstealthed Assasin's Strike now works), tie a buff of some sort to those abilities. The current proposed solution puts everyone who doesn't take a microscope to their build at a significant disadvantage.

Am I the only one with this specific dislike for magic numbers and all-or-nothing benefits?
I don't like it either because as people pointed out, a defender or corruptor can have the +22% up 100% of time (with tactics) while a blaster sans /dev cannot get that.
  18. Defenders and Corruptors unless they do things like change some blaster values to make it easier for a blaster to hit +22% to hit buff.
  19. Easy as pie then.

GTX 670, get it, love it and don't look back.

My /fire cycles all AoE and runs Blazing Aura and hot feet, so yeah, I have end issues. Incarnates and certain IOs helped fix that.
  21. Its going to come down to your budget.

For Low to Mid end cards AMD is generally better value. For higher end its going to come down to price and brand preference.

So, you'll have to tell us what your budget is first. No point in suggesting a card if you can't afford it.
  22. If you had issues before AND after the OS upgrade which was a clean install, then its looking more like a hardware issue.

The GT240 is a very cheap basic card often not made with quality components (they have to make their profit margins!) Life expectancy of such a card is 2-3 months past the 1 year warranty (yes, I am joking)

Well, probably longer, but expect it to be good for about 2 years. If you have a friend who can spare a video card for testing, that would be the best way to confirm the issue.
  23. You might find E8400s on ebay as it was a common processor in Dells. Many of those workstations are probably being phased out. Probably looking at $80.

Me personally, I would not want to *invest* in socket 775 tech as its old and replacement parts are getting harder to come by or expensive. You could get a much more modern CPU for similiar cost.

    Just by 02 INF
  24. Worse, Lightning Clap does Radial KB. Awful power.

My fire/fire blaster with blazing aura and hot feet would disagree.

Lightning Clap sucks it does Radial KB. It would go much better in Lightning Field. Blaster needs teamates not angry ones because of radial KB.
