Having trouble finding the numbers for tactics

My search-fu is apparently not as strong as I thought it was, and my lunch break is running short.

What is the Blaster modifier for the leadership power pool, tactics in specific?

I'm trying to figure out if I'll be able to get perma fast snipe with Kismet and Tactics, or if I'll be stuck a couple of percentage points short. I'm strongly suspecting it's the latter, but I want to make sure.

Base: 7%
3 slotted: 10.92%
6 gaussians or adjusted targeting: 11.03%

In any case Blasters get a base of 7% so even if you six-slotted Tactics with 50+5 To Hit IOs and took Kismet you will not hit 22%.

At the moment only three secondaries can do perma-FastSnipe
Devices can do it easily with Targeting Drone
Energy can do it by taking Tactics and Kismet and then rotating between Aim, Build Up and Power Boost (PB increases the To Hit from Tactics while it is up)
Dark Manipulation can do it with perma-Soul Drain (although this requires EXTREMELY high recharge).

Ouch, that's worse than I thought it was. Not all that surprised, really, but definitely disheartened.

I'll have to go do some hard build-diving tonight to see if it's worth drastically altering my Elec/Energy blaster to take advantage of it. Somehow, I'm guessing that I'll wind up saying "You know what, no."

Ah well, it was a nice dream while it lasted.

1 other person who took a specific power that I don't see many people using at the moment.

It also helps create the situation where you may find it great fun being on a team where you get perma-snipe then find it disheartening when you have to solo, which is never really a good situation.

Sadly, won't happen unless they raise blaster to hit buff in tactics or make new/change IO sets to add to hit buff.


H: Blaster 50, Defender 50, Tank 50, Scrapper 50, Controller 50, PB 50, WS 50
V: Brute 50, Corruptor 50, MM 50, Dominator 50, Stalker 50, AW 50, AS 50
Top 4: Controller, Brute, Scrapper, Corruptor
Bottom 4: (Peacebringer) way below everything else, Mastermind, Dominator, Blaster

That's a very good question. I thought I had gotten there from the Blaster AT page but I just checked and the links there are all correct so now I'm not sure.

The worst part is I've seen that bug before but now that I try to replicate I can't figure out where from.

If you don't already take powerboost, which would make it relatively easy for energy manipulation to get there, I should point out that /energy is also getting an energize variant in place of conserve power. While its heal is going to be smaller than the melee version (and its regen increased to compensate), it will in fact have a heal that is enhanceable. And power boost buffs heals (not regen).

So powerboost will make it easier to insta-snipe, and boost the healing of energize. I would suggest looking for a place to put that power if you don't normally take it.

Okay, if it was blank then it should be fixed. I actually fixed that bug a while back, but um, kind of forgot to actually push my changes to the live site until I went and checked after seeing your post... Grumble grumble.

If you see another link that sends you to a wonky AT please let me know. I know Titan Weapons/Assassin Strike redirects don't include it and need to, but other than that I think the pool powers and such should be fixed. Still need to refactor the effects display, but it's hard to motivate myself to do that when I'd rather be working on the backend revamp that will invalidate most of it.
