I'm testing 12.6 now. So far nothing to report.
Ran on summer events and missions with no problems.

Microcenter has some pretty crazy deals on CPUs.
They have a Phenom II 965 boxed + free motherboard for $100. Add in 8GB of DDR3 1600 ram for about $50 and you got a pretty good MB + CPU + RAM base for any budget game PC for $150.
AGP is a total dead end. -

Buying an AGP card today would be a huge waste of money.
OP should give system specs if they were going to get something new/upgrade/change and list budget but the question was if the x1300 was outdated. -

AMD wise I would suggest a Phenom II processor as recommended and an Athlon II as minimum.
Intel wise I would suggest a Sandy Bridge/Ivy Bridge as recommended and a Core 2 Duo as minimum.

At some point I'll pick up another nvidia card so I can test nvidia since they do have some issues and no one ATM runs a list. I only have a GTX 260 and that card runs absurdly hot. -

Some resellers will over "lifetime" guarantees. (if you register your card)
I had an 8600 GT fail after 5 years and I was able to get a replacement card with "similiar or better performance" it ended up being an ATI 4650 but hey, it was better than just sending the 8600 to the scrap heap.
Some cards are made with better parts than others, but those usually cost more and most people are cheap and just buy the cheapest card they can. -

I've pretty much never seen an electric melee character take lightning clap - I took it, once, mostly for entertainment purposes - but while knockback is (rarely) a useful panic button, it's a very poor option for the aoe monster that is electric melee, or most any melee character.
Since these claps do no damage at all, I'm to understand they can't accept the overwhelming force kb to kd proc, which would be about the only way I could realistically see these powers being useful to me (and other scrappers/brutes/tanks). Are there other ways to cause kb to become kd? AFAIK immobilize prevent kb and kd, as do 'web' grenade type powers.
Attractive options would be to either remove the requirement that a power does damage from the overwhelming force proc (which might cause balance issues for things like hurricane), or change the claps to do a *tiny* amount of damage, or - I suppose - just mark them that they can accept universal damage IOs.
One remaining option, of course, is to do nothing and leave it where it is, always an option. I wonder, though - if lightning/hand clap has remained how it is not because people take it, but because they mule IOs in it, which wouldn't show up in the data collection that CoH does to look at powers (plus, many powersets have lackluster powers and get ignored for years, so it's no surprise that 2 well performering sets would get theirs overlooked).
Anyway - anyone have thoughts or suggestions on such a change, or have insights into how they've seen these powers taken and used?
It says something about how badly a power sucks when players feel the best way to use it is to fire it off between combats. -

The funny thing is, I absolutely love these changes. Turning useless powers into useful is always A+ in my book. But what about the enemies? This game is already widely regarded as fairly easy at high levels, especially on teams. Any easier, and I'm unsure how much fun the game will sustain for me over any extended period of time. Being a superhero/villain is great and all, but not if taking down hordes of villains/heroes is as difficult as punting kittens or playing ping pong with a blind person.
Hyperbole aside, what does everyone think? Is the difficulty too easy? Should it change and if so, how?
Personally, I hope they let us up the difficulty past +4 or something like that. With incarnate levels, we're already maxed out fighting mere +1s in Dark Astoria. I'm all for more difficult factions such as those in Night Ward, but implementing more difficult challenges in this way limits what enemy groups we can sink our teeth into, further relegating old enemy factions to "Council" status (i.e. good for farming, but not any challenge for most).
If you make enemies tougher, you'll find people will just move on to the next easiest mob. Look what happened to Freakshow....they were everyone's favorite punching bags. Then they added in super stunners. Now, they are not as popular. -
I've seen this problem pop up from time to time. It could be the video card going bad.

If the game was running stable for you and then it starts doing this, the problem is likely to be the video card going bad.
Try uninstalling and re-installing the video drivers first. If you still get the error, try and find a loaner video card for testing. -
At this point I would start looking at simple hardware testing to verify you don't have a wonky video card.
GT 440s are made with cheap parts in order to be profitable in the price range they typically sell at.
See if you can get a loaner video card from a friend. -

Let's say that the target has 50% resistance. The defender will reduce that to 35% (50% - 30% + [50% * 30%]).
Ignoring the AT damage scales the final damage as a percentage of base damage will be:
Blaster: (100% + 95% + 62.5% + 100%) * (100% - 50%) = 178.75%
Defender: (100% + 95% + 62.5%) * (100% - 35%) = 167.375%
So the Blaster has higher base damage AND will deal a larger portion of that base damage.

But we also have occassional rikti invasions, banner events, GM's appearing, etc. And it seems that those events get ignored.
Do we just have too many random things so that they have no real importance? Are they just inconvenient?
I don't run to them because I know solo they can't be done. If I don't hear teams forming, I just assume they will be ignored. That's a vicious circle, I know.
Adamaster seems a good idea - you can summon him and then defeat him. We got a team together to do it, then afterwards wanted to hunt other GM's. But none were out. That's the problem with random events - when you want to do them, you can't. When they show up they aren't convenient.
So do you participate and if so how often - in random events?
Should they be triggerable?
Should they have a big enough reward that makes people want to do them?
Should they be in selected zones so that people actually see them and care?
Should they happen less often so that they are more special?
Some even interfere with TFs. -
This is the type of idea where I think Black Pebble would be better off going into Warburg and offering a free code for whomever takes him out.

I'm glad they plan to make this change, it was long overdue.
Blasters benefit from this change, but yet again, defenders and corruptors benefit more. -

The cottage rule is the WORST thing that has ever happened to City of Heroes design. It's developers willfully saying that they're going to do a poor job in the name of what, not rocking the boat with the customer? There have been cottage rule violations as well as can't change something due to cottage rule.
In the case of challenge to "limited placate", will probably go unnoticed as challenge was rarely taken (Although I knew of at least 3 chars who have taken it) to another power that will be rarely taken. About a wash. With some changes to powers many characters won't have as many "filler" choices as before.
Does changing the "crash nukes" break the cottage rule? Not in the slightest. All that is being changed is the removal of the end crash which should have *IMHO* been removed eons ago.
I'd rather the devs bulldoze the cottage down and bury some of the real stinkers in certain powersets.
