    Let me pose a couple of questions.
    • Question #1: Let's say the developers lengthened the buff time on buff powers.

      What would stop a team from inviting you to the team, taking the long term buffs, kicking you, then hopping in a mission without you?
    • Question #2: Let's say the developers made all buffs toggle based with zone-wide ranges.

      What would stop exploiters from making buff-bots, sitting them at the front of a mission, then clearing the map with absolutely no danger to the buffers?
    As Memphis Bill indicates, this question gets brought up a lot. The developers basic answer is that the short-term buffs balance practical gameplay. The developers are exceedingly uncomfortable with increasing the duration times or the method of operation on those buffs because of how powerful the buffs are in relation to the strength of a player's avatar.

    most good fans have an arrow indicating the air flow.

    If you haven't pulled the old fan off of the heatsink, just look at the direction the fan blades are pointing, and match that direction with the new fan.

    no. they do not.

    GC has you do arcs primarily set in Galaxy City.

    AP has you do arcs primarily set in AP.

    Granted, most of these arcs are relatively short, and you'll eventually get fed into the contact origin contacts and the Hollows, where play experience start to merge together.

    You'd notice a significant difference in performance with the following cards currently available to purchase on the retail market:

    Geforce GTX 460

    All of these graphics cards should be capable of driving City of Heroes with maximum Shadows, Environmental Reflections, and Water Effects. Your frame-rate will vary on Ambient Occlusion.

    You'll get more value on AMD cards right now. Case in point, the 6970 trades blows with the GTX 580. The 6970 has a street price around $375. The GTX 580 is on the other side of $500.

    The Geforce GTX 460 can be a good buy, you just have to be careful on buying. The card originally launched with two variants, a 768mb model and a 1gb model. The 1gb model will run you around $185 with rebates. However, there is now a GTX 460 SE model that also has 1gb of memory and sells for around $140 with rebates. The GTX 460 1gb is a good competitor to the RadeonHD 5850 which will still top $200. However... it's not such a good competitor to the RadeonHD 6850... with a street price of around $185 with no rebates.

    So, if you want to buy Nvidia, go ahead. That's your choice. Just be aware that Nvidia cards use more power generating less frame-per second performance while costing more money.

    Something else to keep in mind is that Shadow calculation is processor intensive as well. You do need something with a bit of grunt in the processor department. The breakpoint for processing speed on Dual Core processors is somewhere around 2.4ghz~2.6ghz. Quad Core's tend to have a lower breakpoint, around 2.2ghz~2.4ghz.

    make a storm summoning / energy blast / Electric mastery defender.

    Storm Summoning has 4 powers that have a knock-effect: Gale, Hurricane, Tornado, Lightning Storm

    Energy Blast has 8: Power Bolt, Power Blast, Energy Torrent, Power Burst, Sniper Blast, Power Push, Explosive Blast, and Nova

    Electric Mastery's Thunder Strike also gives you a knock-effect power.

    Total number of powers with knock effects: 13

    I agree about Batman Beyond being one of the best DC animated productions. I also keep in mind that it's continuity was written long before the currently on-going Batman stories were even thought of. So deviations from the Batman Beyond continuity and the on-going stories, such as Batman Inc., are largely to be expected.

    However, this is DC, and when all else fails, there's the RetCon Cannon.

    Which hopefully will render Batman Inc. into a rubbish bin.

So if a kinetic armor gets hit with holds, sleeps, immobilizes, or stuns, their attacks gain a chance to do that mez effect back on an enemy. The higher the mez count on the kinetic armor power, the stronger the chance for a mez effect on the attack power. This could be accomplished... I think... through the connection link :: Mez Power in-coming = 10% Mez Chance -- stacking allowed :: So getting hit with 3 hold powers would generate a 30% chance for melee attacks to generate a hold.

    For armors, the set would probably be in the range of Dark Armor resistance, with emphasis on smashing / energy as the strongest native resisted, based on the presence of Smashing / Energy in increased density.

    For a self heal, the player gets a weak pulse, sort of like Dark Regeneration. The more enemies in range of the pulse, the more health is pulsed back. Where this would differ from Dark Regeneration is that all team-mates within melee range would also benefit from the pulse, giving the kinetic armor the ability to heal team-mates as well as themselves.

    I'd probably do the same with endurance recovery. A weak pulse with a to-hit, but team-mates benefit from the pulses as well as the kinetic armor user.

    And dropping carrots before they were ready worked out so well for Going Rogue's January Beta, it's planned April Release, it's announced July Release, and then it's actual release in August. Then there was the Loyalty program announced in 2009.

    I suspect that Second Measure, Posi, and War Witch are going to be real careful about announcing or promoting actual content that isn't already in their git repository and ready for deployment to the actual servers for testing.

    Actually, your concept sounds like it would be useful for a Plant based armor set.

    You cause your armor to grow and cover your body, and the armor takes on the appearance of tree-barks, leaves, and the like. As you take damage the leaf-shields get blown away, and then the bark, and then the roots.

    The M would signify a mobile chipset. 6300 would place it likely as an integrated chipset and not a discrete chipset.

    Yes, it can run City of Heroes.

    If you are asking: Can it play City of Heroes in Ultra Mode?
