woot I grinded for basically 27 hours straight. My friends probably forgot I existed. -
I was working on the Soul Binder badge (kill 200 Circle of Thorns for all who dont know that) and I was just curious if I could do AE missions that have Circle of Thorns in it and have that count towards it.
Because then I would get exp for it as well as a badge lol -

I'm PST and I don't care where the servers are located when I decide which of my many alts to play. If I feel like playing on Victory, I'll play on Victory, and if I feel like playing on Champion, I'll play on Champion. I haven't noticed a discernible difference in my play experience between the east coast and west coast servers.
The best advice has already been given. Go to the Victory forum below to learn about the Victory chat channels and learn how to form your own teams (Westley has a fantastic guide for how to do this, anyone have the link?). The chat channels will give you access to lots more people than you see, and forming your own team will get you the players who, for whatever reason, are afraid of "The Star." -
Maybe it's because I am PST that I have so much trouble finding teams.

Is Frostfire really that tough solo? The last time I went through the arc solo was on...a fire blaster, I think, and he didn't seem to give me too much trouble. Of course, at that level you've probably dinged twice between entering the mission and finding him, which helps :-)

You can have a cape on one costume and wings on your second one. Serge in Icon gives your the hunt mission to get the second costume slot opened.

If you're looking for crowds, you might wanna check out one of those servers.
Also remember that, depending on when it was that you "played before", there are a bunch of new zones & activities, so players are more spread out, not all bunching up in Atlas or P.I.
Peeps are in Orobouros, Cimerora, Wentworths, the Midnighter's Club, RWZ, Hollows & Faultline (both revamped and more awesomer than before), etc.

I just solo'd Frostfire and now I'm lv 13. I've done basically all I can do in the Hollows other than the Troll contact. Should I use him or go to Steel or Skyway?

This happens at all levels, believe you me. I used to play back in I11 and now I just got back, it happened then it happens now.
Annoying but acceptable, unless they have a ton of health when they run in which case they could bring mobs towards you. -
