You can get the cape mission at any level. Same with the costume slot missions from the tailor.
Workbenches are located at the Universities. Steel Canyon, Croatoa and Founder's Falls blueside. Cap au Diable redside.
You can get capes at any level post 20. Don't worry, you're good. Workbenches are publicly available in any university as well as the war zone. EDIT: Also, in Abandoned labs, redside.

And you can also put a workbench in a SG base 
Some players have also achieved an accolade badge which allows them to summon a workbench; you'll most often see them using it at the market, can you're able to use it too. (Of course, since the badge requires lots of crafting, you need to know the locations of the others if you want the badge for yourself)

You can have a cape on one costume and wings on your second one. Serge in Icon gives your the hunt mission to get the second costume slot opened.
Maybe more than you were asking, but I thought I would repeat it just in case.

I had no missions started so I'm not sure why it doesnt work?

You either have 3 open missions, are on a mission architect arc (in between missions on the arc), in flashback mode (highly unlikely at level 20 I must admit) or on a TF.
I'm willing to bet it's the MA reason.
