Here's a down and dirty tip for you.
Use a targeting bind to locate and kill what you need like this one.
/bind <Key> "target_custom_next <insert name here>"
so in your case for CoT Mages, substitute what's in the "< >" like so...
/bind J "target_custom_next Mage"
... or whatever Key other than J that you want.
This bind keeps working as you continue hunting stuff. Just change the <insert name here> part to what you're looking for.
Edit: To find Mages for the badge, I recommend that you go to the Hollows, near the Skyway Gate and search that side of the map. If you're higher in level, it should be a cake walk.
Clarification question: Lieuts count also (eg Soul Mages) or only the bosses (Ruin/Death mages)?

QoL upgrade from the very handy bind Shadow Ravenwolf mentioned to adjust your targeting focus on the fly:
/bind ctrl+key beginchat /bind key targetcustomnext
After entering that, hitting control + key at any point will bring up a chat prompt where you can type any enemy name or substring of a name to instantly make a new targeting bind.
In short, ctrl+t gene will make t automatically target the generals in the 3rd mission of the ITF, instead of hunting through the crowd for them, making dozens of different macros for all your common priority targets, or typing out a whole new bind each time.
Rule number six of an empathy defender is NEVER underestimate a blaster's ability to die. I don't care if he has CM, Fort, both RAs, bubbles (both FF and Sonic), and is fighting next to a Storm defender with hurricane on. If there is a way to die in that situation, the blaster will find it.
Perez is also a good zone for hunting mages. There are large groups along the river in the park. While there you can also hunt Outcast bosses on the Atlas side and Skulls and Skull bosses along the top and Galaxy side.

The Steel Canyon entrance at the top divides the two groups. West is Skulls. East (and all they way around the South end) is Hellion.
I'll also add that you can get Lost bosses and clockwork gears in that one as well. Then there is an occasional Vahz Embalmed (but not many that I remember), and the infamous Kraken! lol

For this badge is it only mages or can you defeat just Guards and Spectrals as well.
