[/ QUOTE ]There are small differences (no defense bonus in Super Speed, and the stealth of Superior Invisibility doesn't suppress in combat), but there is very little effective difference.

[/ QUOTE ]The global recharge bonus is always on, unless you exemp more than three levels below the level of the enhancement (i.e. to a level you wouldn't have been able to slot it). This is true even if you exemp down to a level where the power the LOTG is slotted in is not available. For example, if you take Grant Invisibility at level 49 and slot a level 30 LOTG in it, you will still get the bonus if you exemp down to level 35, but not if you exemp to level 25. -
Recharge. You want Phantom Army up as much as possible.

It's a great solo build, but a late bloomer as the fun really starts with Wormhole at 26. Slot the first four powers in Grav for damage, although you may find yourself wanting to respec out of Propel around level 30. Crushing Field can wait until after Stamina. Don't take Dimension Shift. Take Freezing Rain immediately at 16. Hurricane is key for pinning enemies in corners. Singularity can't be healed, so O2 Boost is a waste on a strictly solo build.

Mine switched to Ice from Earth. He might switch back when power customization goes live and the Earth armor doesn't have to look so hideous.

Another advantage of Snow Storm: it's a guaranteed interrupt for enemies with interruptible abilities. If you open with Snow Storm, the Raider Engineer can't summon an FF generator, the Comm Officer can't summon a portal, and Embalmed and CoT Mages can't become suicide bombers.
This is also true of Radiation Infection, Enervating Field, and Darkest Night. -

Why do you doubt Ill/Rad would hold your interest? It's an excellent Posi-soloing build, with confusion to reverse the effects of the most disruptive enemies (Spectral Demon Lords, Embalmed, mezzing "Tesla" Clockwork), and psionic damage to tear through Clockwork and Spectrals (who have a 30-40% weakness to psi).

The best one is always going to be the one you enjoy playing the most, and that's something only you can determine. All the Defender primaries/Controller secondaries provide good team support. Some are focused on doing one or two things, like Force Fields (defense buffs and enemy positioning), some are more well-rounded, like Radiation Emission (debuffs, buffs, healing, mezzes). Something to keep in mind is that buffs and debuffs are stronger in COH than in some other games, so pure healing is relatively less desirable than you might expect.

My guess is PA has no problem grabbing initial aggro by sight, but when you resummon, they can't hit him because of the orange tower and it takes a lucky shot for them to reestablish aggro.

The only damage buff that affects PA other than regular enhancement slotting is the Build Up proc from Soulbound Allegiance.

It must be a bug. APP attacks definitely do get the full benefit of containment, with the exception of Ice Storm, which gets the bonus on cold damage but not lethal damage.

I don't see the point. Anything tough enough to survive longer than even an unslotted EM Pulse duration against a halfway decent team probably has purple triangles anyway. -
If it works like Tornado, procs will have a chance to fire on casting and every ten seconds thereafter.

If by overlapping PA you mean more than three decoys at a time, you can't do that. Any decoys you already have out automatically despawn when you cast PA again.

Psionic Mastery would allow the same slotting, in Psionic Tornado and Indomitable Will.

AM doesn't stack from the same caster.

Snow Storm will have a chance to proc against each enemy in the area of effect when you turn it on and every 10 seconds thereafter.
Hurricane will also have a chance to proc against each enemy in the area of effect when you turn it on and every 10 seconds thereafter. Note that Hurricane will naturally tend to push enemies out of its area.
Freezing Rain will have a chance to proc against each enemy in the area of effect on the first tick of damage and then again after ten seconds. The rain itself has a 15 second duration, but the debuff lasts longer - the Mids display can be confusing on this point.
Tornado will have a chance to proc against each enemy in its area when you first summon it and every 10 seconds thereafter, for a total of four chances during its 30 second duration (unless they rip you off on the last chance to proc, I'm not sure). Note that like Hurricane, Tornado will tend to knock enemies away from itself.
Other pets will have a chance to proc on each attack. I'm not sure if Phantasm has to roll for knockback in order for the KB damage proc to have a chance to fire. His AOE and single-target attacks have a 60% and 30% chance of KB, respectively. -

None of the effects of Speed Boost stack from the same caster. If your scrapper is running with 4-5 kins, I could see movement being annoying, but on the other hand, your attack chain would then be Tier 9, Tier 9, Tier 9, and that has to count for something. -

Between Smoke and Flash Arrow, if you decide to take only one of them, take Flash Arrow, because its to-hit debuff is unresistable, which makes it a lot more powerful against high-level AVs.
Controllers have always had a chance to get a critical +1 mez magnitude. "Overpower" is just a new graphic they added to tell you when it happens. -
Don't temp powers stay greyed out even if you fail the no-defeats part of the challenge? MSTF is that way for sure, at least.

The quotation marks are only needed if the channel name has spaces in it, I believe. When you press 9, your text entry area will be autofilled with
/send "channel name" [$name]:
Which will send whatever you then type, preceded by your character name in brackets, to the named channel, regardless of which channel is selected.
