Correct - any duration power (for pets, it depends on the powers they use) it's once on intitial casting and again every ten seconds thereafter. When it checks, it checks individual against all npcs in it's area of effect.

Hey, I'm new to water spout, and I was considering throwing a proc in there. I'm not sure how well the knockback procs will work. How often do those fire off?
I was thinking the chance for smashing damage might happen per tick, but that might be wishful thinking.
Would love some clarification, and suggestions.
