It is technically money, Spad, by the Dictionary Definition. But connotatively, it is not the exact equivalent of "money", for the reasons outlined by others in the thread. In the game, people don't "pay" you "cash" for thwarting the bad guys. Money is what your character uses to pay for food/clothes/etc, when you're logged off. Just like 'enhancements' can't be purchased by civilians because they have no powers to augment.
As Lothic said, it's a euphemism for the players, but in character, it can be an important distinction, especially when it comes to roleplay.
So tldr, it's money for the players, but not for the characters. -

When they know how to lead, I don't let my ego get in the way because these can be incredibly fun and cohesive teams. When they don't know how to lead, I find out soon enough, and excuse myself after a team wipe or three.
If I have encountered this kind of problem ever in this game, it's been less than a handful of times, and I can't recall any specific times now. The first step in "Knowing how to lead" is in knowing that, unlike certain dictators in the Real World, or certain bad bosses in the workplace, no 'leader' in this game holds anything more over anyone else's head than the Invite/Kick buttons. "Success" is only really a key Leadership quality in the Real World -I've had more fun on a few failed TFs than I have on some other successful ones led by people that don't know how to have Fun.
And any schmo can quit that team and become a Leader themselves. So, Noxilicious, Nuclea, Carnifax, and others seem to have it just right. -

My Dark/Fire Brute.
My Widow.
My Archery blaster(s).
Those are the top ones; others still feel great, but those are the most visceral (at this moment). -

Great to see you back! I've got Lin still in Vanguard, (though I've been working on my own solo SG lately), and Victory is still on regularly, but I only see a few others sporadically. [And I still have the old Vanguard 8 Poster as my loadscreen!]

I still feel that there should be a daily strike target just because running the same TF over and over again for a week is really only fun for a day and after that it's like work rather than a game and this is a game not a job. It kinda helps on Rouges and Vigilantes that they can actually do two different TFs unless it's a co-op week but it would help out allot more if we had dailys on top of our current weeklys so that it breaks up the repeating of the same TF all week.
In any case it's good to see there are some people out there who aren't just repeating the strike target over and over again until it isn't fun anymore. The first time I participated in the Weekly I did the strike target about 3 times all in one day and could of done more except I was already sick of it at that point. Sense then I've reduced it to only doing one TF a day and I like to spend the rest of my day doing other things rather than repeating the same TF I just did. Today for example, I unlocked my alpha slot, did the weekly strike target, did a Lady Grey TF (with your help of course, never would of found the team if I hadn't gotten such quick responses in here thank you.), and a Rikti Mothership raid. After that I switched characters and got my Corrupter to 48. Not the best day because I spent a good 3 hours standing around doing nothing but considering I didn't even think I'd get slotted when I posted this, it's actually been a really productive day.
Looking forward to unlocking my Alpha Slot for another character tomorrow, I've still got 4 other 50s who haven't done it yet and most of them I'm unlocking this week. Not sure which one I'm going for on this guy tomorrow, he's a soldier/Bubbler. I'm thinking Nerve because it has Defense and hold which looks like it would be the best thing for a bubbler.
On top of that, it would actually ACCELERATE accrual on each individual character of shards/merits/rewards/etc, which is NOT in the interest of the devs. 'Finishing' a character's Alpha slotting in 1/7 the time in takes now is not the goal. And since this is a game about alts, having more than one day to do this stuff is more than reasonable.
Everyone else has good ideas about how to solve your 'problem'. Suggesting Daily Strike Targets is hilariously not a solution to your 'problem'. -

Looks like you answered your own question there, with the example. Give it time. The people who 'have to have it ALL NAO' will invariably quit, or take a break. And some won't like it - because frankly, you can't please all of the people all of the time. But the game will go on.
One other point: as we get more and more content, and things get more and more interrelated, it may become more and more difficult to keep things in "balance" (whatever that means). For example, it may require more consideration as to how rewards are to be handled with new TFs and/or raids coming along, to keep some of the older content from being completely taken out of consideration for teams to run. So there may be "less" content 'per issue' in the future, simply because it is harder to add to a huge, dynamic game world. Just another thing to consider. -
I alos throw my vote to IllRad. And I don't think you really even need Perma-Phantom Army, though it would make things go faster. But if you want to pursue the IllRad option, look for Local Man's guide to IllRad controllers - it's one of the most comprehensive guides on the forums, and I think it even deals with AV's, and possibly GMs. I love my IllRad, it is a lot of fun to play, and quite different from other ATs.

Re: 1 - you have a 'concept', so that concept will cost you. In some cases, opportunity cost (a less optimal power for RP purposes, for example.) In other cases, Cold Hard CASH MONEY.
Re: 2 - Those blasted PVP IO Farmers are a buncha jerks, I know. [I have it on good intel that they also like to eat kittens.] I wonder what would happen if they were to suddenly... Disappear. Poof! Result: Supply of PVP IOs goes to nearly 0. Demand stays the same. End result? PRICES THROUGH THE ROOF. 3B for an IO? Try 12 Billion on for size!
Re: 3 - That 3% +Def IO is worth... well, it's unique, so you can only slot one. There's only one other IO in the game that provides the same global benefit. AND THE PVP IO EXEMPS FROM 1 TO 50. Allow me to repeat that. IT EXEMPS FROM 1 TO 50. So slotted at 50, IT WORKS ALL THE TIME, 100% OF THE TIME. Running Sister Psy? It's Workin! Why do you think the Steadfast +Def Special is barely worth 1% as much??
PLEASE. Get a grip. The AMerit prices are right on the money, so to speak. The Eeebil Farmers, contrary to your belief, are making it possible for these IOs to be on the market in the first place. And the Kool Aid that you refer to is people dealing with how the system is set up, rather than crying foul because it does not jibe with your playstyle.
Think of the Glad Armor +Def IO as the Lamborghini of the entire IO set. You want a Lamborghini? You certainly don't need a Lamborghini. But if you want it because it goes with your pinkie-ring, by all means, just pony up the $350K, and it's all yours. Can't afford it? Get to work! -

Unslot your Alpha/downslot it
And the experience can be IDENTICAL, if that is what you are looking for.
It seems that an attitude of
"There's a problem, Devs - FIX IT!"
could be replaced with,
"The game is slightly different than I used to experience. If I want that similar experience back, how can I get that? Let's take a look." -
