  1. BA vs WM
WM Crowd Control has a higher max number of affected foes, faster recharge and less END (after it got buffed) compared to the BA version Pendulum.
The T5 ST attacks has WM (Clobber) at higher damage but higher recharge and END cost than BA (Swoop).

BA is pure KD/KU so can stack easier (in my mind).
WM is part KD/KU and part Stun so is harder to stack mitigation if needed.

WM has a better SMASH sound (each to their own here).

    BA/WM vs the World
As for BA/WM vs other sets I like both as they have a fairly even balance of ST vs AoE attacks.
Both have 4 ST and 3 AoE (OK in all honesty the T8 narrow cone attacks are more like long ST to maybe hit 2 foes).
They are slower and fairly END heavy but hitting someone with a massive Axe/Hammer is just so AWESOME compared to some of the other sets (again personal opinion).
  2. City Of Heroes Character Generator application (Korea) files are dated 09/07/2008 (9th July). CCC_Setup.exe.

There was also a Registry hack that changed the text from Korean to English.

As this data is FREELY available via Google searches I have no problem posting it here

    Google is your friend.

But back to the topic at hand. If the legal people say that NCSoft are not allowed for whatever reason it doesnt matter WHAT the reason is - it is illegal.
Whether a non-NCSoft person does it (like Mids) is also covered by that well thats not for me to say. Maybe emailing NCSoft asking if it is legal for someone to develop a Costume designer?
  3. Reduce the recharge time on the Cure the Lost Wand (name?).
12 seconds between recharge is tedious when you want to join an ITF but need to wait so long - I know 12 seconds is not a lot but when im running a level 35 in Skyway targteing grey Lost waiting... waiting... waiting... use the wand... waiting... etc.

I dont mind the missions but I also think a Base Teleporter/Crystal should be available (only usable if you have completed the arc though).
  4. I had no idea - ill look up paragon.wiki for the details.

    Thanks
  5. Hatred666 - nice build.
I have made some tweaks so see another similar option.
I removed SJ (dont think both SS and SJ are needed with cheap Jet Packs for verticle movement) - also rearranged some of the powers.

  6. What about offereing RDR (Resistance Debuff Resistance) to some of the Res sets (like Fire/Elec)?

What would this do for the ITF for those sets? Absolutely nothing.
    Against Longbow Nulifiers - HEAPS.

Sets that rely the most on Resistance would get this (like Fire/Elec) where as sets like WP/Invul which have other means of staying alive (built-in Def, High Regen) would not.
  7. Hell no.
Why should only 5.75yr Vets get more powerful characters?
This is a MAJOR game breaker if only SOME get it.
Imagine that in PvP - 2 characters of the same AT/Sets/level going at it but 1 (the Vet) has more slots/set bonuses.

Vet Rewards are meant to be a way to thank the player by giving small benefits (free temp powers, Free Merits/xp, free respecs, destructable pets that give a small buff, etc). Things that dont affect a character all that much.
  8. Try this. No Hasten (dont think its needed TBH) or SS (Beast/Ninja Run FTW).
Was done during my lunch break so maye have some oversights.

    Vendor Filtering

OK heres a bugbear that has been on my nerves for a while now and after talking to a friend about it the solution smacked me in the head.

I HATE having to scroll through the massive list of ENH when at the Master Vendors (RWZ/Cimemora/PI/GVill) when it shows ALL Orgin ENH for levels 35-50.

The game already detects if the ENH is usable in both Level Range and Origin Type.

The solution (apart from removing Orgin specific ENH which we wont go into as I know that will NEVER happen) is to give us a filter with the following options:
Hide unavailable (Origins other than yours and at a level that you cant slot) Default
    Show All
    Show %Origin1%
    Show %Origin2%
    ...

As another option break the filter up into 2 parts:
    Origins
    Show your origin Default
    Show All
    Show %Origin1%

    Levels
    Show Available Default
    Show All

This way I can chose to only view ENH that I can actually use without scrolling through the HUGE list of stuff I cant. If im level 41 why do I want to see level 35 or 45 ENH. If im a 50 Natural I dont care about Magic/Mutant/Science etc ENH.
But if for some reason I DID want to buy them give me the OPTION to see them.

The same can be done for the Generic DO Vendors - by default only show the DO's that I can use (the 2 sets) and hide the levels I cant (but still give me the OPTION to view the rest if I want).

My current tactic is to hit FRENZY (Villain alignment power) while I run in (by the time I get to him to 5 second (?) activation time is done) and also hit Build Up and SMACK THE CRAP out of him.
For the Tank it was 2x sml red INSP and then BU.
If I need to go kill his clones I usually use my hardest hitting powers on them as well to kill them ASAP (and KB them into the lava with my Axe [Tank]).

As others have suggested if needed throw Enven Daggers when you see the bifubricate(?) message before you go clone-killing to reduce his Regen-spike.
  12. Also look at using Musculator Alpha rather than Cardiac.
The higher Tiers in Musclator also include an EndMod buff and as your running QR, Stam and Physical Perfection this can be a big buff.

I dont have exact numbers here but I did a Spines/WP Scrapper and with Cardiac (33% EndRed) I used 0.18% End less based on the Totals Screen (doesnt include attacks).
With the Musculator (33% EndMod) I was recovering an additional 0.30% End (doesnt affect attacks of course).

So to round this off im not saying Musculator is BETTER than Cardiac but it may be worth a look as an alternative.

Also for the PBAoE attacks look at using Eradication.
    2 slots = 1.8% MaxEnd
    3 slots = +3.125% E/NE Def
    4 slots = +2.25% MaxHP
    6 slots = +1.563% F/C Def
Again it is EndRed light (like Oblit) but it has some nice Set Bonuses that are not very common (Oblit has +9 Acc same as LoTG and Scirocco so its easy to go over the RuleOf5 with this).
    The +MaxHP is VERY tasty
  13. Hay mate, dont worry too much about FNV. It will still be here when the more important aspects of life are taken care of.

Focus on what needs to be focused on first. While CoV is great it is a game and while we will miss you it is still just a game

PS: Dont tell the devs I said that.

    Help with sets?

Gaussian's actually provides 2.5% Positional and 1.25% Typed Defence.
Reactive Armor (Resistance) also gives defence at 3, 4 and 5 slots (1.25% S/L with 4 slots and 1.25% AoE with 5).
  15. As MrHassenpheffer said the Steadfast -Kb will give you 4 pts of KB Protection.
You can slot another of those in another Resist power or the Karma -Kb in a Defense power for another 4 pts.

Blessing of the Zephyr also has a -Kb IO but is a lot more expensive than the Steadfast/Karma (so Ive found but with the crazy markets currently your luck may vary).

Some sets also provide Kb protection like Kinetic Crash (KB IO Set) with 4 slots.

I prefer to have at least 8 pts of Kb prot as this will cover you for the majority of your toons career (not ALL scenarios but a HUGE chunk of them).
As always you can opt for more but it depends on if you will gimp your toon in other areas.
  16. Hi all,
last night I decided to break the mold and NOT run any TF.
    At all.
    Nada.
    Not even the WST.

So Ill wait while your shocked sences come back down to earth (or where ever it is you live :P).....

Now that we are all back last night I run PartI of the Portal Jockey Accolade Badge (+5% MaxHP and MaxEnd).
In reality there isnt PartI/PartII but instead we ran through the Maria Jenkins arc killing a BUTTLOAD of AV's along the way.

With a HUGE Thank You to Illenia who basically ran through the entire mission (Super Speed FTW) and teleported us one-by-one to the AV. There were some casualties but NOT from the AV's - rather from toons that cant stealth (or tank-stealth) through the large amount of mobs on their way to the AV.

At the end of the arc I wasnt able to continue with the rest of the Accolade (Tina Macintyre's arc nor the Exploration Badges) so I will look at running those parts next Monday if anyone needs them.

    Thanks to all who participated.
  17. Yes please please please please please please please please please please please please please please please please please please please please please please please.

Dont care how whether it is Offline Tells or emails (for the invites).
Offline Promotes/Demotes can just appear where they normally do.
  18. I think that the only sets that have Breath attacks are Cold and Fire and they have only 1 each.

However there have been a fair few Animation additions lately so maybe the Devs will work on a Melee Breath and Ranged Breath animations.

Not sure about a Sniper breath attack though?

    Hand Guns

    Best explained idea. Eva.

    Beast Run

At least make the audio sound LESS like a horse.
  21. Hi all,
next Monday I have to work late (from 10pm my time) so I wont be on for too long.

Ill look at running Hero Tips, Bank Mishes, Papers, Costume Unlocks (slots, Capes, Auras) or whatever else ppl want/need to run.
  22. Give people a chance to get a NOTW in solo play.
While I team a LOT (99% of the time) for those that dont team much it is very difficult to get those NOTW.

Maybe have it as something similar to the TIPS rewards:
    1) Link to TIP missions - at the end of the Morality mission give an option - 1 A.Merit or 1 NOTW

    2) Seperate Mission list that after 5-10 (whatever) grants a NOTW but is restricted (somehow) to 1 NOTW per week even if you do this new content AND the WST.

And something should be done to make GM's more enticing:
    1) Guaranteed Orange drop (recipe or salvage) for all ppl on the team - this can still result in "crap" drops.
    2) Inc Merits from 2 -> 15.
    3) Or something (lol)

    Allow IO alchemy

    I like this idea.
To keep it simple (well not TOO difficult) prob limit the total number of ENH types to 3 and you cant dbl up.
    Acc/Dam - yes
    Acc/Dam/End - yes
    Acc/Acc/End - no
    Acc/Dam/End/Rec - no.

Like others have said if the power itself doesnt allow you to slot a xO (TO/DO/SO/IO) then you cant combine it in this manner either (Active Defence, Mind Link, etc).

If these limitations are met then it shouldnt be too difficult to list them for buying/selling on the BM/WW.

    As for a "Combining Fee" - no. We dont get charged to combine xO's (30 > 30+ > 30++).
  24. Hi all,
sorry for not running anything last night I had a headache after a long day at work.

    Hope everyone had fun.
