I haven't received a Halloween Tip in Praetoria, which could mean the level 20 gate is in place.
BUG: Acantha spawns like a static 'color' NPC. Sometimes she's there, sometimes she's not. When she's not there, leaving draw distance and coming back sometimes causes her to appear. She is NOT linked to time of day for spawning. -

When the decision was made to allow side-switching, Posi and crew decided to still keep the economies separate by stripping those who switch. This was a headache to code.
Then a third economy (Praetoria) was being added: new market, new currency, new switching problems. This exponentially increased the coding nightmare.
And so, the decision was made to allow switchers to keep it all, and for full trading between players, and to expedite it with Gleemail (cause even people with one account found ways to sugar-daddy their newbies).
And once that was decided, then there was no other choice but to fully merge the economies which meant merging the markets.
The concern of one economy overwhelming another becomes mitigated when there is only one economy and toons freely move back and forth between economic resources.
So, the answer is: until there was side switching, a market merger was risky. And now that there is side switching, a market merger was inevitable. -

How installs work:
When you install CoH the first time, it puts into your Registry where it was installed so that no matter from what directory CoHUpdater lives in or no matter where your shortcut properties says where the files are located, it looks to the Registry and uses the info there to run CoH.
So, let's say you used the default directory. Whenever you launch the Updater or a Shortcut of the Updater it will look to /(program file directory)/City of Heroes/ to run the game.
Now, when you created a copy of the CoH Shortcut and added the -beta tag, by default, the updater will create a /(program file directory)/CoHBeta/ directory and install everything there and a Registry entry will be made to point the client to use that directory for Beta.
And finally, when you changed the -beta tag to the -test tag, the updater will want to create /(program file directory)/CohTest/ and put a copy of all the files there, and a registry entry will be made to point the client to use that directory to access Test.
And so, when you changed the tags, it should have made that directory (../CohTest/). Did it?
If it did, copy all the contents of /CohBeta to /CohTest and run the Updater with the -test tag again. It should then patch the files instead of redownloading them. That may still take a long time. But it could be the difference between 2 hours and 10 hours. -

No one has been able to unlock him for a mission though his brush off text sounds like you outleveled him. It's an oddity. As mentioned above, he shouldn't even be appearing in the Resistance base until you do a certain mission which brings him into the folds of the Resistance.

Sociologist has shown over and over again that when presented with a situation to do bad things with the belief there will be no consequences (e.g., they think no one will ever know they did it), the majority of people chose to to bad things.
Super Powers enables people to do bad things mitigating the consequences (especially if you have powers like Invisibility).
Lesson: Yes, you register super beings who have abilities to ignore consequences. -

If they chose South and see the Tailor is at the North end of the map, they can use the tram to hop up there. Then they have to pass level 15-20 foes to get to the Tailor.
If they asked in chat, they'd be told to go to the RWZ.
It would be better for the help interface to list where amenities are rather than try to find them on the city selector. -

But if you're intent on using Steel, you'll be able to go from Atlas Park to Steel Canyon North. Then it's a much shorter trek to Icon with a wide street to easily avoid mobs. -

So, after that mild flame above (sorry!), let me bring up an on-topic point:
Remember when I brought up the request in a different ATArt thread about photo-realistic faces that some NPCs have for them to be given to players?

You seemed to be interested in that.
And lo and behold, new NPCs started showing up with those photo-realistic faces again (some of the Praetorian PPD).
Are you taunting me?
Anyway, since those faces are NPC parts... this is the thread to request they be released into the wild! -

Griefing will happen regardless, but obviously it should be kept to a minimum.
1. The player ATs of Arachnos Soldiers and Widows look pretty much exactly like Arachnos found in every PvP zone. This alone takes the idea that players can't look like NPCs in PvP zones and completely invalidates it. If NPC spoofing was *really* a Dev-concern, then they would never have made these ATs.
2. With Longbow having so many red-and-white spandex variations, a Longbow outfit can be made to easily spoof them, who are also found in every PvP zone. (In fact, I've actually done that to great success.)
3. 'Temp' Costume Powers perfectly... PERFECTLY... spoof NPCs found in PvP zones.
4. Have you *ever* received a complaint from *players* about someone who spoofed an NPC? Or received concerns from *players* about that possibility? Are the PvP forums alit with warnings about *not* giving players NPC costumes because they're afraid of spoofing? Don't protect players from something they aren't seeking protection from. Just the opposite, there are large numbers of players asking for NPC costumes. Please check in with Matt and Melissa about this: "Give the players what they want." This issue has always been exclusively a Dev-concern. One which they have violated over and over again while claiming they adhere to it. Please stop the charade (pun not intended).
So, really, when you make that argument... I find it.. I don't know what to say. I don't want to personalize the issue and say I'm insulted; nor do I want to really say what I think about that argument and insult you. It's just wrong. Factually wrong. It's a non-argument since it's like saying, "I don't want to give the impression that the world isn't flat." The world isn't flat... it's OK to give that impression.
NPC spoofing is a dead issue because the Devs have already made NPC spoofing not only possible, but probable. Saying you don't want to make spoofing possible is ignoring that reality.
Edit: Check out this spoofing thread. I, and many other players would be easily fooled by these spoofs. Going all the way isn't going to change things much. -

Torrent is a high magnitude KB that KBs Bosses. Use it and you get to follow up with two powers before they can react. It's also good for repositioning scattering foes back onto your Tar Patch.
Pit + Howling Twilight = Stunned Bosses. The entire spawned is stunned and you get free shots.
NightFall = Cone Damage. It's not high damage... until you multiply it by the 10 foes you're hitting at once. So, instead of doing 40 damage (unenhanced), it's now doing 400 points of damage. Alternate NightFall with Tentacles for a spawn that's held on the Tar Patch and having it's damage melted away.
