The best way to fix these would to just do it like the new contacts are doing when they demand attention. Just have them pop up with a window asking to see you.

I can't comment on the slotting, since I'm hardly an IO expert and my own Rad/Sonic has very few sets. However, might I suggest considering Darkness Mastery? If you're like me, you're close to, if not in, melee much of the time to keep aggroed mobs clustered on your anchor, maximize Howl's cone, heal those in and close to melee with Radiant Aura, and make maximum use of EM Pulse and Dreadful Wail. If so, Darkness Mastery is a great APP. Oppressive Gloom will keep enemies around you stunned and drunk, which you can stack with Screech to mez bosses (though, admittedly, I don't have Screech) and the damage you take is negligible unless you're using it on gray cons, and even then you can heal yourself every ten seconds or so and stay topped off. Dark Consumption will top off your endurance quite nicely and the armor, Dark Embrace, is quite powerful. The real gem, however, is Soul Drain. Toss in Aim and your debuffs and your damage can reach scary levels, sometimes Blaster levels with Soul Drain saturated enough and the target debuffed enough. With your debuffs thrown in, Aim + Soul Drain + Dreadful Wail is sick and much more powerful than PBU + Aim + Dreadful. On the downside, you do loose the additional buff/debuff/heal from Power Build Up and, again, it's a rather melee centric APP. So, if you prefer distance, it won't be for you.

Next time I'm forming a team, I'm so going to ask for kb resisters and whatever off-the-wall terms I can invent for the other ATs.
Anyway, interesting analysis, but it misses some things, such as SR's scaling resistances, Invulnerability's defenses, etc. It also completely ignores mitigation through mezzes, though that, of course, is harder to calculate. And for a minor nitpick, a lot of the defense sets aren't mentioned (Willpower, Electric Armor, Energy Aura, etc.) -

I wish the Empaths and, to a far lesser degree Kins, that end up on the same team as I had those guarantees. I remember one nasty PuG where all three Empaths the leader thought we desperately needed all only had Healing Aura, Heal Other, Absorb Pain, Ressurect, and the Medicine pool. All. Three. Of them. We wiped hard on the first mob. -
Let's stop looking at AVs by themselves with this feature. How about we look at something that's supposed to take many many people to take down? Let's say... Hamidon? If I recall correctly, Hami has 75%+ resists to all. What happens if you add armor breaking? Hami becomes horrifically easy. 50 heroes beating on one target with only 20% resistances? Yeah, it's not going to last that long, no matter how much health you give it. You'll wind up trivializing content that's supposed to take lots of players and coordination to take down. Of course, you could make them "immune", but then we wind up with Arcana's post.
And for trivia, going back to my last post, the attack chain is gapless and has AH procs on Slash and Disembowel. So, you'd be looking at even less than 20% resist on whatever AV I or anyone else with a similar attack chain and build was attacking.
Also, I have to ask, what if the AV only has 15% resistance to the armor breaker's damage type? Does armor breaker simply not work, making it pointless? Or is the resistance broken down to zero? What if the target (AV or otherwise) has only 9% resistance? -
I have to agree the breakers would be abused to no end. For example, you suggested Broadsword's breaker to be Slash. Sure, a lot of people skip that, but it wouldn't be hard to work into an attack chain. Especially mine, which uses it twice as it's current optimum level (though everyone doesn't use my build). Mine is Headsplitter > Disembowel > Slash > Hack > Slash, which means I would get to fire it off twice with my current chain without compromising my DPS. I'm pulling something like 136 at the moment. I know, that's not amazingly high, but I still need several hundred million inf worth of more IOs. But even still, I do have enough DPS to solo some of the AVs. With a breaker, I'd be able to nail every AV in the game with my unfinished build (RNG permitting).
Not to say people shouldn't be able to solo AVs, however. I've always thought they were meant to be soloable since they spawn for one person on invincible. I'm under the impression that, if they were meant for groups only, they'd only spawn for a group. -
Oh, farmers do look at the search flags. I was on my Scrapper hanging out in Atlas and decided to flick on "Looking for TF" since I wanted a TF but was feeling too lazy at the time to actively search or form one. About ten minutes later I get a tell that went something like, "Want to join a MA TF Farm?"

As a Rad/ Defender, I've always seen my heal as more of a safety net than a primary source of mitigation. It's something to be used when my debuffs and any outside buffing/debuff/defenses/controls allow damage to get through. Someone gets hurt, I pop Radiant Aura when the opportunity arises and then continue doing my primary job. It's nothing but just another tool and not always the end-all one. And if things really go badly for some reason or another and a teammate actually dies, it's nice to be able to bring them right back into the fight (after making their corpse explode, of course) with a resurrection ability. Sure, a rez is a highly situational power that you, ideally, never want to have to use. But, a situational power is very handy to have when said situation comes up. A rez and any other post-death powers can and have stopped the death from cascading into a team wipe.
Now, I'll admit there's times where healing is one of the more viable solutions to deal with incoming attacks. For example, I plan to duo an ITF with my SR Scrapper. Problem with SR on the ITF is one of Rommy's Nictus has an auto-hit power, making my soft-capped defenses moot. My friend is going to bring an Empath because we suspect that she should be able to keep me alive through the auto-hit barrage with her heals. As beastly as my Scrapper is, he can only take three or four of those hits before dropping, assuming no other damage is landing. But, of course, I'm also bringing along an Empath for other reasons. I would have also taken a Sonic and a Thermal as well, but I don't know anyone with a high level of either set. -

For trivia, that's what happened when the Empath supporting our Tank at the end of the STF was too busy asking "Now?" after the Tank had announced he was going in and the leader said attack the towers. -

Dang, foiled both ways! I should have looked at the Corruptor power sets to be certain. MM would work if controlling minions actually fit into the character's concept. -
All I know is, if Assault Rifle isn't proliferated at or before the expansion, my Defender is going to be rerolled as a blue-side AR/FF Corrupter.

It was, but I'm not sure how many people read past the words "Super Strength". For trivia, I'm personally neutral on the whole SS for Scrappers debate.

Apparently Super Strength would be a tad bit overpowered for Scrappers. Yet, many Scrappers still want it, just so they can punch the enemy in the face. But since Super Strength would have to be watered down, why don't we instead make a set for Scrappers that'd fill their desire to punch someone in the face. How about a whole set focused on it? I present to you a new Scrapper primary: Face Punching!
Jab - A very quick jab to the enemy's face. Deals minor damage, but has a chance of Disorienting the target. Damage: Minor, Recharge: Very Fast
Cross - Similar to Jab, but you punch the enemy in the face with more force but more slowly. Has a chance of disorienting the target. Damage: Moderate, Recharge: Fast
Hook - A slow but powerful attack, the Hook has a chance of disorienting your opponent. Damage: High, Recharge: Moderate
Confront - You convincing a foe to attack you by taunting them... to their face! Recharge: Very Fast
Anger - Every time you see an enemy's face you haven't punched, you get angry and feel a strong desire to punch his face hard. While Angry, your damage and chance to hit are dramatically increased for every foe next to you. Recharge: Very Long (Essentially another version of Soul Drain).
Uppercut - You deliver the full force of your body into a powerful uppercut into your opponent's chin. The Uppercut is a powerful attack that has a good chance of knocking your opponent off his feet. This attack can also knock down flying foes. Damage: High, Recharge: Moderate
Whack - You slam your fist into the side of the enemy's head. Whack does not deal much damage, but has a very high chance of disorienting your opponent.
Jaw Smasher - You smash your opponent's jaw with a powerful blow from your fist. The attack is very likely to disorient your opponent. Damage: Very High, Recharge: Slow
Beat Up - You punch your opponents in the face repeatedly with powerful blows to multiple targets in front of you. Damage: Moderate, Recharge: Slow
Nose Breaker - You let loose a devastating punch to your opponent's nose that can severely disorient most opponents. Not only will the opponent be left bleeding, taking additional minor damage over time, but the sound of their nose breaking can scare others close enough to hear it, causing them to cower in Fear before you. Nose Breaker has an exceptionally good critical hit capability, better than other Face Punching attacks, that can sometimes deal double damage. Damage: Extreme, Recharge: Very Slow
Might not quite be balance and may need some rearrangement. Also, if it isn't obvious, this is a purely smashing damage set. -
Personally, I'd like the AE removed from Atlas, Steel, and Talos so Galaxy, Skyway, and IP can get some more loving.

This line combined with the original idea plus my need for sleep gave me a random idea that's amusing to at least me in my sleep deprived state. Let's do this invasion with the power cut, but a little different. Let's compress a Rikti invasion into the AE building and scale everything accordingly. The power goes out and the windows disappear, followed by miniature Rikti dropships flying in and dropping tiny bombs on people using the terminals. Then cue mini-Rikti teleporting in to attack everyone! Since they're all tiny though, they'll have to be proportionally weak as well. At the size I'm imagining (few inches tall), they might not even be able to kill a level 1 Blaster, but it'd be hilarious to watch.
Ok, must go get sleep so I can see if this is as funny as it is now in a few hours. -
Here's an in-game example of how silly partial rooting can look: Radiation Infection. It's a simple stand with your hand raised animation with an added bonus of radioactive gasses around it. In the middle of that animation, you can start moving. It quickly turns from looking like you're somehow projecting this radiation at the target to running around with a green fist.

I'm reasonably sure the Reaper minions also have them. Plus Vaz are actually very dangerous to lowbies since they do toxic damage few characters can resist or defense against and in higher quantities than most other sources of any damage around that level. The LT. shoots you, the abomination then catches you and pukes on you, and then the other explodes and you wonder why you just died in several seconds on heroic. (Exaggeration, of course.)
Back on topic, I remember the Council Marksmen being a terror to my Peacebringer when she was a lowbie since I couldn't resist the damage yet, had low health, and almost no damage. Now, they're just a mild nuisance. Heck, by the time you're level 10 or so, a Skull/Hellion/Lost/whatever Brawler is more dangerous because they attack so fast. If there's anything the Council spawns that ever worries me on some of my toons, it's the War Wolves with their high, knocking back smashing damage, higher health, higher speed, and the fact they laugh at attempts to slow them or stop them.
On the other hand though, Council Marksmen are more dangerous than the minion level Galaxy soldier... -
Due to technical reasons, jetpacks and the like can't be put in the game without some work. There's no rig to mount the item in question. It randomly occurred to me, however, that having jets on our backs isn't entirely impossible. While we don't have a way to mount costume parts on the back, other than capes and wings, we do have a spot for shoulders. A sort of rocket shoulder pad could be made with a little rocket like those on the boots on the back of the pad. It would in no way be a proper jetpack, but it'd be a interesting work around and could be pretty neat in its own right.
I'm also posting this in the costume request thread, but I put it here as well for feedback on the idea. -

Made one with Sucker Punch's since Macs can't use Mids. Didn't do slotting since, not only is adding the fifth and sixth slot buggy in that planner, but most of the IO sets, like purples, are missing.

First, which epic? Focused Accuracy grants perception and a bit of accuracy (though, in my experience, hasn't helped much against defense and elusivity heavy builds, build-up does a lot more for me) which would be good against those Stalkers and other stealthy foes, but Petrifying Gaze gives me a mez power that my primary lacks for detoggling offensive toggles, which would save me from having to buy and conservatively use arena Stun Grenades. I take a ranged attack in both of them to help with people moving around a lot.
Second, is this build solid, power wise? Can I drop one of my pools in favor of Hasten and Super Speed?
Third, any recommendations for slotting, both top end and for SOs and generic IOs?
No clue on what a Fire/Fire Blaster build would look like for my brother, so I can't really come up with anything there. -
I've been doing some arena PvP lately on Protector's Thursday Night Fights with a Broadsword/Super Reflexes Scrapper of mine (and whoever I feel like using on whim when we roll a lowbie round). Despite him being an in-progress AV soloer on his current build, he performs quite well, at least a bit better than I'd expect for a PvE oriented build. I've eventually planned to use his alternate build for PvP once I finished slotting up his AV soloer, but alas, impatience struck me. So, I need a build.
Looking at my experiences in the arena, I'm thinking for powers from BS would be Hack, Disembowel, Headsplitter, and Build Up. Maybe Slash simply as filler, but I'm not sure there. SR... well, certain on everything except Elude. As awesome as Elude is and how much I've heard about it being useful, I'm not sold on it since I tend to only get killed once or none per match on my current build that skips it, and usually thats when several people are ganged up on me. Power pools I'm thinking Leaping, Fighting, Medicine, and Fitness, but I'm wondering if there's one I could get by without and be fine for Speed. Epic Pool, either Power (most likely for Focused Accuracy and ranged Energy Attacks) or Darkness (less likely, but it does have some Mez BS lacks and also offers different damage type through negative energy. And can't forget the -tohit buff!) Are those good picks?
The biggest thing I need info on would be slotting for whatever powers I get. I don't have access to Mid's since I'm on a Mac and Sucker Punch's is horribly out of date, otherwise I'd play around with slotting myself. If anyone is willing, I'd like both a top-end build and then one with the same powers but SOs/Generic IOs instead. I don't have anywhere near the amount of inf I need to go and make a top-end straight away (unless anyone wants to donate a billion or so inf), hence why I need one with not-so-great enhancements for use in the mean time. They don't have to have all the slots placed the same, I do have a respec I can burn later. Additionally, if you really want to, you can throw me a cheaper set IO build too.
Final question. Trying to get my brother to participate more in PvP, but he claims his toon isn't built for it and would die too much. He also doesn't have much inf or time to gather a lot. Anyone got a cheap build for a Fire/Fire Blaster that I can pass on to him?
