Here's the thing Sam. You're going to re-write your toons' motivations whatever missions you go on anyways, why are you worried about how the comic book inspired in-game story goes?
Heck, why even do missions in-game, barring the ones where NPCs specifically call your toon out? If I was going to go for the sort of toon that you're going for, it'd be pretty easy to focus entirely on street sweeping regular and hazard zones to "prove" their strength. -
As a placeholder name for an just announced powerset? Yes.
To sit on a cool name that I think I might have an idea for at some point assuming the devs will eventually proliferate powersets. Yes. -

I'd say no, with exceptions. Look, there's plenty of MMOs out there with that design aesthetic, particularly the terrible cartoon aesthetic that typically goes with it. Same goes for the overly detailed idea of style that most fantasy MMOs go for. There's elements of it here, which is fine, but for the most part, I'm glad this game doesn't look as over blown and stylized like those other games.
Now, if our Devs decided to go big, but kept it visually similar to what we already had, maybe. Also, I wouldn't hate if they pushed the height slider up to Fake Nemesis size. I probably wouldn't use it, but I don't think it wouldn't fit in the game, seeing as there's plenty of in-game characters that are already that size and bigger.
Somebody upthread mentioned that things in-game are already a little bit too big, particularly, in the case of things inside bases. As for that? Yeah, I kind of wish the Devs had the time to take a look at how oversized the game currently is. -

Vahz are an easy one to pick for the lower levels. Fun and cool looking, but all that slow at that early a level is a huge pain.
Mook Hitmen run off a fair distance for a good chunk once they get sniper rifles(want to say post 10.)
15-22, it's solidly the Circle of Thorns, with thier Spectral Daemon Lords and self-destructing mages spite kills. At least redside, you get a little more mixing it up with the Hordeling Berserkers.
20-35 or so, is Tsoo and their myriad of cool bosses, but 2 lieutenant types. If it's not the Sorcerors teleporting everywhere and healing everyone, it's the Kinetics, not melee, using ones that spam siphon speed and siphon power on you like mad men for what seems like their first 3 attacks and then, to top it off, they run away all the time.
Shock Treatment and Giga Byte, the two Safeguard bank robbers, that both have electric melee and armor that show up in the 30s, popping their tier 9(without a crash) are a pain in the kiester, and if you have the good fortune of taking too long fighting them, they can pop it more than once. -
It has to be option 2. As much as I want everybody to look better, the low res options give you a wider design base to work off of. And as much as you want to claim otherwise, you can't really guarantee that you won't do things like changing hair shapes and boot designs without complete reswaps that you happen to believe are better, because it's been done this way in the past.
If you go to option 1 but let people keep their old costume so long as they never go to a tailor, you lock out people from making small tweaks to their costumes, which is a terrible idea. -

As an alternate idea, you could use the redesign my costume thread at the top of this subsection to work off of, or people could offer up their own pre-existing in-game characters to work off of.
