Just so you know, you will probably eventually have to choose 1 3rd option, I don't know what Phoenix will say, but the rules he set up are only 3 characters per player. Just wanted to throw that out there.

Sharks is probably the overall better choice, but Blaze Mastery can be pretty fun on a Stalker. -

My 2 cents, the whole not getting scourge argument is overstated because when psi does scourge it is crazy and hard to account for by opponents.
It's a good combo, we've seen it in practice and it's been effective, and this is coming from one of those people who originally thought it was going to be pretty mediocre. -
Possibly, but I've never played a Stormy very extensively, so any build I make for a Stormy should probably be taken with a grain of salt. I'll look into it later, just checking the boards before bed.

It has 3 ST attacks and 4 AoEs, people are saying they're soloing at x6 at DO level (the first AoE does +def and the 3 others do KD so you have plenty of mitigation quite early since at level 18 you have all but Arc of Destruction). And if you look at CoD, the longest casting attack at 2.7 secs, AoE, is a huge cone so it doesn't do as much damage as the 2.3 second one (Rend Armor which is very close to GFS in damage and cast time in PvE) - on CoD you have to look at the 'pet' values since the momentum version is considered a different power but the fast cast versions are always lower damage in PvP. So anyway the hard hitter from the set is no CS.
The fact that two of the attacks (one of the STs and the Footstomp clone) are usable only in momentum might hurt it too, and also that in beta the BU power was replaced by Build Momentum which grants less +damage than plain old BU.
Basically, I'm saying KM is good, and the rest of the melee sets are bad, so if a melee set can't outperform KM, then it's basically just bad, in PvP terms. I think KM only seems OP because the rest of the Melee primaries are so underpowered, outside of fiteklub and SS. Kind of a different issue, but I saw you compared it to CS and just wanted to point out that it's very fair to do so for melee sets.
That's assuming we are talking about Scrappers, for Tanks/Brutes just replace KM with SS and it's the same idea. -

If you REALLY don't want to rely on a t9 then roll a shield tank because they can get pretty solid defense numbers.
As for your epic, if you plan to use this in RV then I would go weapons mastery for web grenade and targetting drone, web grenades screw over every squishy toon seeing as their only means of kiting your melee is jumping; or go the leadership/hibernate route.

So, things like SR, EA, Ninjitsu for Stalkers, etc... All of those should have some amount of focus on the T9, imo. Also, not taking burnout on a T9 reliant set would probably be a mistake.
Also, I will second Weapons Mastery. Web Nades made playing my KM/Invuln in RV actually bearable, as did spamming Shuriken but that was mostly for lulz. -
Have you actually used the set? With no momentum, there is an added delay outside of their regular animation times. It would be fairly hard to keep momentum up in a PvP zone.

I think if you are going to make a storm, you would definitely want a fender. Beyond that, you would probably want to either go storm/dark for kind of added survivability, or storm/fire if you want a damage focused secondary. I don't think storm trollers are nearly as good as they were pre-i13, while Storm fenders can still dish out some pretty good debuffs and damage, especially if you are able to land freezing rain reliably, and keep them hurricane'd and stuff.

The league is over, most people don't care about it at this point. Bringing up WARE like this just makes you look butthurt. It is entertaining to me that somebody who wasn't even in the league seems so intent on commentating about it, though.
Look at that as advice as opposed to an insult.

"The one who maintained their health and damage throughout the fight will be declared the victor." How exactly do you plan to police this? With such a possibly subjective rule, you will get lots and lots of QQ from angry people who lost when they thought they should have won due to this rule.
Also, if you're going to have no inspiration semi-finals, you may as well remove the ranged portion of the tourny. No ranged duelists fight without small inspirations.
Figured I would have a stab at a semi-constructive response since everybody else already said what I would have said in a trollish response.
Oh also, that initial 2v2 round thing... That's a terrible idea, I would get rid of that completely. I don't think you can salvage this tourny without completely re-creating the rules from the ground-up, good luck. -

Thanks for all the fun matches everyone. I was really glad that those nuggets made it through the whole season, I'm sure they would have shown up for the semi and finals if they had known they had more matches.
Hemm really tried to step up and keep Honeybadgers together when the leadership on that team got busy with RL and that was really great to see as well.
I'm glad Philly finally got on a team that appreciated her.
It sucks we didn't get to play Exile again, I think out of all the teams we were the closest matched and those matches were always a lot of fun.
Ware kept things funny and like exile we had a good time playing against them.
Also I was pretty impressed that Zwillinger actually came to almost all (didn't he miss only one?) of CN's matches that was really cool.
And yeah, I know I am pretty happy with Zwillinger in his dealings with the league and PvP community so far, and I told him so.
As for the DQ thing, the FAPpers and I certainly found it funny, sure WARE did also. -
