"The one who maintained their health and damage throughout the fight will be declared the victor." How exactly do you plan to police this? With such a possibly subjective rule, you will get lots and lots of QQ from angry people who lost when they thought they should have won due to this rule.
Also, if you're going to have no inspiration semi-finals, you may as well remove the ranged portion of the tourny. No ranged duelists fight without small inspirations.
Figured I would have a stab at a semi-constructive response since everybody else already said what I would have said in a trollish response.
Oh also, that initial 2v2 round thing... That's a terrible idea, I would get rid of that completely. I don't think you can salvage this tourny without completely re-creating the rules from the ground-up, good luck.

Dates: The tournament will begin January 6th, 2012 and end January 8th, 2012 (might end the 7th depending on how many participants)
Division: Top Ranged PvP, Top Melee PvP, and Absolutes
Prizes: 5 billion influence per division (chance to win 10 billion total if you win your division and the absolutes)
Rules: MMs are NOT allowed to participate, no inspirations allowed to be used during the "Semi-Finalist" stage, no "LORE" incarnate can be utilized throughout the entire tournament, and no "DESTINY" incarnate can be utilized throughout the entire tournament.
Structure:
(a). The tournament will open with a "qualification round" where all of the participants will face each other in a 2v2 showdown (you can pick your partners). The winners of the 2v2 round will move to the official tournament. The losers will still have a chance to participate in the official tournament if they can beat their partners in a 1v1 3 minute battles (if neither can beat each other, then both will be disqualified).
(b). The second stage will consist of an "official round" where the participants will be matched with either a ranged or a melee foe on a 1v1 9 minute showdown with 3 resurrections each. If neither foe can manage to annihilate another, the one who maintained their health and damage throughout the fight will be declared the victor.
(c). The third stage is the "Semi-Finalists" round, this will decide if you advance to the absolutes, the finals of your division, or total disqualification. Same rules apply as the "official round," except no inspiration are allowed.
(d). The fourth stage the top 4 PvPers will face each other for the tittle of "TOP Ranged/Melee player of Freedom" and the grand prize of 5 billion influence.
(e). The final and fifth round will consist of the "absolutes" this is a free for all fight between the 4 finalists and the top 2nd and 3rd place players of the "Semi-Finals." The winner of this division will also get 5 billion influence.
How to sign-up: To sign up ask anyone participants to invite you to the SG named "Annual PvP Leagues 2012." This is a MUST if you want to participate since all of the progress and updates is being tracked through the SG notes, as well as the rounds and participants.
***NOTE: This tournament is for level 50+ players ONLY, all other incarnates apart from "LORE" and "DESTINY" are permitted.
