Heroes and villains that are below the level of the arc don't have access to it.
The same is true for the Holy Shotgun Shells.
It's even more true for the Baseball Bat temp power since it's a crafted item. Free accounts and Premiums below a certain Reward Level don't get the drops for it or access to crafting that is needed to make it.
Not everyone is playing a character that has access to all of the things in the pack.
I don't even think there is a way to earn the Self Revive power unless it is a temp power or a Day Job temp. I've yet to see a way to earn the Dual Inspirations outside of the Paragon Rewards. -

HiJackThis log would be helpful.
As a wild guess without any data to work on, if you are running anything like RivaTuner, EVGA Precision Tool or anything similar to adjust settings on the video cards, fans, etc I'd recommend turning it off. They are known to interfere with the game.
Also, the drive the game is installed on is getting extremely low on space, percentage-wise. -

I build them to have fun.
I'm not sure if I took on Lady Winter with any non-50's but I did take her on with at least 3 50's, all successfully.
One character even ran the mission multiple times because it was so much fun seeing my blaster take her down from long range while taking very little damage.
And this wasn't due to using a lot of inspirations either.

I've recommended it over the years to a few friends that, like me, are wanting to experience the content and not pass it up. The additional inf is a bonus for doing that.
Some of us don't play just for the fastest levelling speed. If we were running the exact same missions over and over and over it would be a grind, but since it is different missions and different arcs, we are experiencing the content we like. That is in no way a grind. -
I wanted to add something about my previous comments in regard to when and what to slot.
Before they gave us the option to turn off earning XP in the Options menu, I regularly would intentionally die to accrue debt so that I had a higher inf earning potential during each 5 level range and also so that I didn't outlevel some of the content.
Now the debt penalty is so trivial (and so quickly paid off) that I have to turn off earning XP to increase early inf earnings and not outlevel some of my favorite arcs and contacts.
There is so much content now in the 20's that it's easy to stock up on inf by turning off XP earnings and running the First Ward, Striga, early Croatoa, Talos and IP missions as well as the Midnighter missions, the FBSA missions and the rest of the newer content that's been added to that level range over the past few years. Not only am I getting to run some fun missions that I enjoy, but I also build up inf and get some nice temp powers along the way.
Doing this has allowed me to start getting my SO's a bit earlier and slotting more fully than I used to and with each set of new 20-30 content they add it just gets easier to build up inf at those levels. -

Enhancements still get sold at the appropriate Origin stores and the sales of the salvage and recipes makes it easier to slot earlier and better, but none of my characters in the past has missed out on anything by not having the top level enhancements available at all times. -

EDIT: If you look at the post above by OneFrigidWitch, this seems to be what it it is doing. And it looks like they are attempting to fix it by correcting the erroneously awarded Reward Tokens by not awarding one each month until the account has the correct number.

My vague recollection is that it cost somewhere near $3-400 to ship that much Fred's over & above the purchase cost of the meat & boxes.

I've heard reports of players just walking up and clicking Maria (without being introduced) and having her offer them missions. I can't test it myself since all of the characters I have that are high enough have already been introduced to her.
It might be worth it to at least try. -

Welcome back, and by all means kick the tires some. You may want to go ahead and subscribe to get access to the entire game but there's nothing wrong with getting your feet wet first as a Premium.

Since they are posting here in this forum section, it's rather obvious that they are currently a VIP, since only VIP's can post here. The only forum section that I've been able to successfully post to with my Premium account is the Gameplay / Technical Issues & Bugs forum section. I just tested it again before making this post in case it had changed since testing last week. No new threads, no replies, no editing of posts.
Also, I've found that a good way to tell if a poster is VIP or not is to hover over their forum name (in IE) or click it (in Firefox) and see if it gives the option to send a Private Message to the person. If it does, they are VIP. If not, they aren't a VIP.
