If you are sending a regular tell to a player name, you should be able to access those at Tier 2.
Sending a global tell to the players globabl name may require a higher reward tier.

EDIT: I have a Premium Account that has Tier 3 filled.
I was able to send both global tells and regular tells from the Premium Account.
That meshes with what is listed on the ParagonWiki link above.
Are you sure you are on Tier 2? How many Reward Tokens do you have? You can check it in game by opening the Paragon Rewards window. It will tell you how many Reward Tokens you've earned and how many you've slotted. -

I was hoping that the Mac forum would be one of the "open" forums when they said they were going to try some different levels of access.
Especially after they made Gameplay/Technical Issues & Bugs an "open" forum while they were testing things. Most of the techs that hang out in that forum section know very little about the Mac and/or it's interaction with CoH, so we usually wind up recommending people post it in the Mac forums.
Hopefully, the PTB will see the sense in this suggestion and implement it. -

I regularly see teams being formed on Justice For All. I would assume the same is true for Justice United, but since I'm not in that channel I can't verify that.
The Justice forums are not as active as they were in the past. There are a couple of SG threads that stay fairly busy, the various threads for the weekly Saturday Matinee, and a handful of nonsense threads. -
I believe those presents have been there in the previous years. I know there was one on top of City Hall.

Beastyle, Freitag, 7deCouer or Zwinkyhockeypuck (look at Community Digest for correct spelling of his name, I refuse to spell it right).
You may be able to send a PM to Moderator 05, Moderator 07, Moderator 12 or Moderator 13 with the request as well. I don't think any of them have PM's disabled.

Here's how I keep my systems safe these days:
Router with firewall between cable modem and systems.
Microsoft Security Essentials
Monthly scans with Malwarebytes.
Windows firewall disabled.
Your mileage may vary.
One thing to note about Nod32 is that it has detected false positives on CoH and it's updates at various times over the years. Some have set it to ignore the CoH directory to keep the program from causing problems with the updates. -
It's possible that it isn't really starting in Safe Mode if it looks the same. Another oddity.
I'd suggest sending a PM to Tex about this, but his account is set so that we can't send PM's.
Maybe we'll get lucky and Tex will spot this post.
Or Arbiter Warrant. He accepts PM's. -
Something to try.
It's possible that by clicking the X to close the window it's not clearing whatever flag was set showing that you had crashed.
Try clicking OK to let it go into Safe Mode, then exit the game and launcher completely. Restart the launcher, start the game and see if the error message comes up.
As I said, something to try. -
If it is a version that is not the same as your account version, you can't apply it.
To clarify further, if it is an EU code, it cannot be applied to a NA account.
If it is a NA code, it cannot be applied to an EU account.
Those limitations were in place before Freedom was launched and there is little reason for them to change those policies. -

Uuhhhh, nope. I got my CoH DVD edition (cheap at Big Lots) and applied it to my already existing account just fine. As have hundreds of other people in City's history. It's just a retail code. You use it like any other retail code.
The only time it is a problem is if people create a new account using the codes instead of upgrading the existing account. -

I think you are using definition 6 while the Developers have told us (at least as far as the heroic Epic AT's) that the Epic in Epic Archetype has to do with the story which would be definition 3.
Since part of their story is the initial alignment of the character, it makes sense that Kheldians can only be started blueside and Soldiers of Arachnos can only be started redside. -
