Enh, I'm not concerned anymore to be honest with you. I got Isolator one contaminated at a time in RV... I waited over a year or 2 for MOSTF... I even still need a lot of the day job badges... I'm not gonna sweat it.
As for when and where people meet, it's usually Pocket D and be ready for the shout out in the global channels when they start forming. I am never sure of the time, I just get BIG yellow text... KEYES NAOW!!

Edit: I usually play Mon-Fri 10am-Noon (EDT) and any time on Saturdays...not usually on on Sundays (at least not for long).
I used to have a site but maintenance of it just wasn't worth it anymore. With people keeping toons rogue or vigilante, they've pretty much eliminated the villains thing. BUT it is still there. I just don't know of any active VGs with a lot of players in it.
I would suggest you join some global chat channels and shout out that you want to team and get in on the action from that way.

Come I20 (sometime next week), Shards will drop for any level 50 character with Alpha Slot unlocked defeating any foe their combat level or higher, even when exemplared down. -

But, Tax E. raises a good point. Try another server, try other powersets/characters.
That's not what I meant by server. I meant Internet Service Provider. I would get a new one completely. Heck, I've done it before myself. Switched companies and better plans. Booyah. -
Have you talked to your ISP about this?
Cause if you haven't, then maybe you should, just to be sure. If indeed it is your ISP, heck, I'll just switch servers, if possible. -
