So you'd be giving ignorant players a passive that means they will think they don't need one of their most fundamental toggles?
(Also, I don't think this is really a 'buff to gauntlet' - it's 'a new inherent ability alongside gauntlet' by my eye.) -
It would involve bases, and therefore, never be implemented.

Okay, you know how most sets have a single power that's 'out of type'? Like how Ice Blast has a pair of single target holds? Those are widgets. They're not part of the core theme of the set, but they are great tools that the players really want to have access to. Shield Charge is a widget, too.
When you have a set that is made almost wholly of widgets, it's a widget set. Electric Blast has a lot of widgets. It's almost more widgets than normal blasts. -
Yes, there are sets that call upon you to deal with different AOEs. That's pretty much expected - part of the skill of playing the game is maximising those different AoEs.
And Electrical blast is a widget set. -
Not with Earth Assault itself, but I can say that you can build a dominator for defence. Scorpion Shield, the patron armour, and a handful of set bonuses can very easily get you at, or almost at, the soft-cap for smashing/lethal, which will do a LOT to keep you alive. Until then, well, you do have that primary that can keep you alive.

6-slotting hasten is a waste most of the time. When you've got Hasten so it's 1-2 seconds away from overlapping or being perma, it's very worth it to, rather than scratch for slots in other places, just stuff in more level 50 Recharge IOs.

Edit: To clarify, a team of 8 Defenders running slotted Maneuvers runs at 43.4% defense to all. Even a team of 8 Blasters running slotted Maneuvers runs at 28.2% defense to all. Stacking buffs are really, really powerful - when people bother to take them, use them, and team with them. -

I suspect it's not possible to have it function this way, but Rest scaling up in recharge time from 1-20 could be a handy way to keep players from relying on it as their end recovery tool (we do not want players learning kill, med, kill, med and thinking that that's the way this game works) while still making it more available in those pre-stamina days.

If I remember Silverado's comment right, Caltrops actually does more DPA than Blaze. Of course, that's an AV-fighter's perspective.

DP/En also can be built so few of the powers need to be used when you're using your attacks. Conserve Power, Build Up, and Boost Range are pre-fight, so once you fire them off, you can draw and just keep blasting.

Everquest, for example, was crammed to the gills with things that aren't fun. Mario has things in it that aren't fun. Why would ANYONE design a game where ANYTHING in it is not supposed to be fun?
Ultimo's statement is to try and cast everything in the light of common sense, and it falls far short of it because it only sounds reasonable and sensible to someone without any understanding of the elements he's talking about. Almost anyone can play games, not everyone can design them - but he seeks to denigrate expertise and design sense in lgiht of folksy common sense. -
And even then, when you stack up almost all the psi res/defence you can find, what you wind up with is... a bit of psi defence/resistance. You don't get much of incidental bonuses that mesh with one another the way that you can accidentally wind up with a pile of accuracy when you IO for recharge.

At the same time, I want to disagree with you, Mac, about the Dominators. The Dominator's change was in need of fixing them in their usefulness against PTOD - basically, even solo, the dominator couldn't kill an EB quick enough with inspirations to keep 'em alive. The solution was not 'just moar damage,' especially since it had to deal with a commonly accepted exploit being so common as to become 'the norm.'
