In law enforcement, there are certain TIGHTLY DEFINED conditions when an individual is considered to be such a threat to public safety that lethal force is allowed, even if a specific lethal action (raising a gun in your direction) isn't permitted.
As an example, a robber fleeing a bank heist may be considered "armed" but if he never used the weapon, he usually isn't considered dangerous enough to use lethal force just to apprehend him. You could shoot him if appeared preparing to shoot you, but not while he's just fleeing. If that robber had previously shot someone at the bank, then (in many states) he could then be considered such a public risk that lethal force may be authorized during apprehension, even if the person doesn't do a threatening act toward the officer.
Applying and extending that rationale to a KNOWN dangerous supervillain- a clear and consistent public risk- then isn't much of a stretch.
He cannot be contained by normal means so it is either kill him or imprison him outside the law.
Monsters like that ought to be viewed as comparable to a meteor/asteroid on the way to destroy the earth. -

Take, for example, the unnamed villain of the movie Serenity. He explicitly and literally states that he is aware that he is a monster. He states that there is "no room for him" in the world he is helping to create. In other words, he fully expects to be rejected by society. (Did anyone else interpret that speech to be his stating that he plans to be killed at the end of his mission?)
Additionally, Batman hates hates hates the idea of anyone accepting him. As outlined in "The Dark Knight", it leads to dangerous ideas like other people being held accountable for his actions or imitators putting themselves in harm's way.
Not every Super has dreams of changing society and how it works. If the world's a computer, some want to upgrade to 7, some want to go to Mac, and some want to simply do a Spyware check and keep it as is.
With the 100 people I got to answer, some backed up your thesis. Others backed up my examples. I think that samples of each existed in my survey, and saying "All would do X" is a discredit.
Re. Serenity villain - I took that as he expected at some point to meet the fate he was dealing out to others.
Re. Dark Knight - Bruce wants Gotham to not need Batman.
For me it would depend on the super powers as to how much you could expect to accomplish but the greater the power the greater the likelihood of turning into a jerk because you are not accountable to anyone but yourself. *you in general, not in Marcian -

When the decision was made to allow side-switching, Posi and crew decided to still keep the economies separate by stripping those who switch. This was a headache to code.
Then a third economy (Praetoria) was being added: new market, new currency, new switching problems. This exponentially increased the coding nightmare.
And so, the decision was made to allow switchers to keep it all, and for full trading between players, and to expedite it with Gleemail (cause even people with one account found ways to sugar-daddy their newbies).
And once that was decided, then there was no other choice but to fully merge the economies which meant merging the markets.
The concern of one economy overwhelming another becomes mitigated when there is only one economy and toons freely move back and forth between economic resources.
So, the answer is: until there was side switching, a market merger was risky. And now that there is side switching, a market merger was inevitable.
If the only reason they didn't do it was difficulty in coding that shows a pretty sad understanding of the way things work.
Prior to the announcement of merging inf and markets I was not going to roll up more than one or two praetorians and all but one of my villains on each server was going to leave for blue side. And I was hardly the only person saying so.
To me that screams that the issue was not technical as much as it was a complete failure to understand the players. -

I have been playing MMO's for about 20 years when they were nothing more then MUD's. So understand that if you make things to easy people will get bored and leave. Its all about balance. That said you are a superhero, why do you have to wait until level 14 to get a traveling power? Why is fly so slow, its smalls stuff like that drove me away from the game the first time.
This time I bought the item pack that gave me ninja run at lvl 4, so Its not a big deal anymore. But COX has to evolve much further if its going to grow past its loyal following. It definitely has since I played five years ago, but not as much as I would of hopped.
Do you get your raptor pack at level 5/6 from the safeguard/mayhem mission and then the zero-g pack at 10/11 from the next safeguard/mayhem mission? Sure it's not the same as your own travel power but they do the job of getting you from place to place.
Once I am in the mid-upper 30s most of my characters feel awfully super and take on packs of enemies with varying degrees of effort but I do plan their builds and get the IOs I need to get the job done.
Even with SOs and common IOs they can mow down some fairly tough enemies. -

There are certain levels where some recipes/enhancements sell for much more than the other levels. Some prime examples are 32, 33, 35, and 38. So when you are level 39 or 41 and so on and you roll your rolls are already diluted in value even if it is one of the most desired IOs.
I don't like to sit on items so I only roll at 25, 30, and 35 and I save my tickets, r-merits and a-merits until I am at those levels or until I am 50. This is just something I do to limit the risk of my rolls. -

Murderers are criminals and murder is a crime. Mass murderers are criminals and mass murder is a crime.
While some posters may be invoking a death penalty for parking tickets I expect most people were considering lethal force for horrible crimes not petty ones. -
Four ideas to try:
1. Get help (1 or more teammates)
2. Lower the difficulty to -1 to your level or go to Port Oakes and get your broker, newspaper and do newspaper missions there until you level up and effectively you are +1 to the mission
3. stock up on defense inspirations. You can get them from Mongoose, Kalinda or a bartender in Pocket D
4. buy level 10 enhancements and slot your attacks with accuracy and endurance reduction -

To me, "less experienced, less efficient" means they don't know what they're getting into and are likely to get overwhelmed and killed. If I was a superhero I'd be out to protect people and for me that also means keeping people from getting into life-threatening situations. I couldn't in good conscience let someone try to be a hero when I fear they would just get themselves killed. -

With the knowledge of inherent Stamina etc, I just cant seem to want to work on my characters. I always throw Stamina in whatever build Im leveling usually by 25 or so. I also like to respec once I hit 50.
So what I see as my choices are:
1. Play as normal, get stamina, then respec after i19.
2. Dont bother with stamina, and be without end all the time. Then respec after i19.
3. Play lowbie toons that usually wouldnt have picked up stamina yet. Deal with all other problems lowbie toons have, no end, acc, money, etc.
4. Respec Stamina out now, add other powers, deal with recovery issues, then respec after i19, to add a slot or two in health or stamina.
Yeah so I kind of feel stagnant, not sure what to do.
Anyone else experiencing this? How are you playing for the next month? or so?
Then I am also playing a lot of my 30s and 40s who already have it and are going to respec it out once I19 hits. -

I would argue that the Praetoria tutorial should be exactly like the Hero and Villain side ones, i.e. to show players the basic mechanics of the game. You can team in both of those tutorials. Morality choices, picking sides, etc. are all well and good, but too much to add to a part of the game that for some players is on the level of "how do I turn left again"?
The Praetorian tutorial needs a redesign, one that does not preclude teaming. Because when people see "massively multiplayer" in the description they assume teaming is part of the design.
Personally I would prefer separate tutorials for Resistance and Loyalist and choose those at creation but there's nothing inherently wrong with the method in place. -

Soldiers of Arachnos
An Arachnos Soldier's or Arachnos Widow's original costume slot is forced to include unique, AT-specific accessories that give it a distinct appearance. To balance this, these Villain Epic Archetypes have one additional way to earn an extra costume slot, starting at level 10, by running missions for Brick Johnson in Port Oakes. AT-specific accessories cannot be added to any costume except the first slot. For this reason, the first newly-gained costume slot begins as a plain set of tights for these ATs, with only details like color scheme and facial features copied from the first slot. After this costume is modified, it becomes the default for all further alternate costumes.
Soldiers of Arachnos can use both this extra slot and the Halloween Salvage slot to achieve six costumes total, but this is not fully supported. The sixth slot does not appear in the costume selection window, therefore it can only be switched to by using /cc 5, described below. The sixth slot is a copy of the first non-Arachnos costume slot when the sixth slot was opened and cannot be edited at the Tailor. The first non-Arachnos costume slot can then be edited at the Tailor, allowing the character to have six unique costume options, as the sixth slot will not change to match.
