The game will evolve if the Devs' deem there is a need for it. Frankly based on people like you who are "upset" about this I have no doubt that we'll eventually see some kind of general "merits for shards" update. The Devs already cracked open that door with the ability to buy Gr'ai Matter for 150 Vanguard Merits.
Give it a chance to work itself out. *shrugs*
I am upset at the RNG because I very rarely see the good stuff but that hasn't been a problem for things I can buy via merits or the market. The RNG has been hating on me for 3 1/2 years. -
I am too often surprised at the garbage they make lately.

Try adding 'live' before sapper. I'd have to be on my game machine to be certain since I use it on voids, quants and cysts.

You can say on average a soloist will get the shards more slowly but the truth is that there can be outliers who will not get the shards at even close to the average rate. Across the playerbase that drop rate may be fine but some people are going to be above the average and some are going to be below.
So how is it different? The devs have put in place merits to offset the randomness of the RNG for every other drop in the game but not for shards. -

I've done this mission several times on a Ninja Blade/Dark Armor stalker who is currently level 44, and skipped taking fitness since it would be free in i19. He has a frankenslotted build with very few bonuses. My stalker runs missions at +1/x1.
Lethal damage is highly resisted by Malta.
Dark Armor without Stamina doesn't like to run all its toggles at once.
Stalkers do not deal well with ambushes.
I handled it fine. It took some inspirations, I won't lie, but it wasn't insanely hard. -

My only complaint about the mission was when the ambushes brought both voids and sappers to my warshade at the same time but that's why the devs made luck inspirations is the way I view it. -

Is this mission hard? Yes. Is it harder than the ones before it and following it? Yes.
Even knowing how to beat them I still have died doing it in beta and now on Live. So I go to the hospital, get some inspirations, go back and pull one of them away from the other and beat that one then go after the other.
It seemed fair to me that getting to become an incarnate would be difficult but I don't find it any more difficult than some other EB missions already in the game.
I even helped someone struggling with Trapdoor which I had never had any trouble with (I didn't even know there was lava below).
Our mileage will vary by our AT, powersets, abilities and approaches in these missions but as Arcanaville mentioned I was one of those who didn't have any clue the first few months and struggled so badly I almost quit until I found out how to win. So I suggest anyone who is having a problem with this mission should try to relax and approach it like a puzzle to be solved and not get frustrated. -

Wouldn't it be easier to just sell Incarnate shards at merit vendors? I have no idea what the price would be but perhaps 200 reward merits or 2 hero/villain merits?

the only pool I genuinely dislike is 10-14. I know other folk dig it, but aside from a couple of Steadfast defenses I've never gotten a single worthwhile drop from it.
I only roll in the 10-14 when my character is level 7 and I want to get him some IOs to slot now. -
For me it depends on the level of the roller but in general I like to roll at 15-19, 20-24, and 35-39 but I am trying to get certain recipes for myself first and then sell the ones I don't want.

Right now I am soooo happy that they made it so heroes and villains could trade because I'd probably show up with my villain and you'd be on a hero.
Now if I can just make it home to get there by then. -

No purples and so far after 2 full nights (sporadic play preventing a TF) only 1 shard drop.
I wish I could buy them with hero/villain merits. -

I understand the OP's point though I don't agree. I cannot imagine and will not be unlocking Incarnate on all my 50s any more than I would purple all of them.
I am thinking I might do 2 or 3 of them. -
