My most recent character that's started to pick off the ground, though I expect him to not be fully off the ground until I hit 26 for Sleet goodness.

As already mentioned, Heel is the best proc for it imo, but if you're looking for a non-support one, I'd look at either Touch of Lady Grey for Neg energy or maybe either pvp or purple procs from ST damage as they both have rare resisted proc damage pieces as well (Neg at a higher % and toxic). The Hold proc is also a very viable choice.
Edit: Shield Break proc does lethal damage (meh), but has some nice set defense buffs to Melee and AoE. Not to mention recovery, accuracy, and status resist. -
Performance Shifter isn't a unique, so *if* we had access to physical perfection, you could slot it twice.
Secondly, there's also other wise to get endurance via your epic pools. Power, Dark, Elec, Mu, and to a much lesser extent Leviathan masteries all have some endurance gain or endurance redux power to help with your endurance issues. Just to keep an open mind in the epic choices. -
If Reward Merits or Hero/Villain Merits are in your future often, it's not too difficult to get LotG 7.5, Numina/Miracle Uniques, etc. Just a little patience and saving up.

If memory serves me correctly, if you do /e nod, you'll give a head nod and then keep your fists on your hips with your elbows out. Before the new stances, that's what I used for cc's to make sure people could always see my entire costume (instead of randomly crossing my arms while the person running it is looking at my costume).

That's the major problem with damage procs in toggles, they only have a chance to apply every 10 seconds. If the anchor runs away from any other enemy at 9.5 seconds, only the anchor will get the chance for the proc going off. Naturally, there's ways around to help secure that more enemies are around, but with my general assumption that each mob only takes 30 seconds for a team to go through, I'm not sure how much mileage you'd actually see with it.

It's also worth noting:
Players and critters have a minimum damage of 10%. Also, critters (should) start off with a damage buff of 100%, so you can only do 90% damage debuff.
That being said, it might be somewhat hard, even with 3 DP to acheieve it. Dual Wield, Empty Clips, Piercing Rounds does -12.5% for 6 seconds, Bullet Rain, Executioner's Shot does -12.5% for 8 seconds, and Hail of Bullets does -25% for 8 seconds. Consider animation time and you can tell if actually having all three is worthwhile when -90% is damage debuff cap. I'm about to dash off to work, so I sadly don't have the time to consider the animation time to see. -
Virtue's having DBsever issues as well. Liberty I didn't have that problem.

I'm not the only one complaining, firstly, so, really, this was unnecessary don't you agree?
Secondly, I just posted a little while ago that I only have a few days to be able to play before I'm away from the internet for a few weeks. So it's not like I have all that time to wait around.
Thirdly, if I pay for a service to be rendered and that service is in fact, -not- rendered, and I'm given absolutely no reason why or no explanation? Then because -my- hard earned money is being given up to be able to use this service, I, and everyone else who pays for the game, has every right in the world to complain. Bashing people for complaining when a service they are -paying for- is not being provided, and no explanation why is being offered, is really not fair.
I can understand when a server needs to be down for maintenance. That's fine, all well and good. But for it to be down for now, two hours longer than they said it would be? That's a bit ridiculous in and of itself. But for it to be down for two hours longer than they said it would be, and -not provide us with a reason why-? That's downright silly.
Let people complain. They aren't hurting anyone, they're just blowing off steam.
The lack of server status update is what is personally annoying me. -

I have to agree with this, somewhat. Not having the server status updated (especially during the maintenance times, I could kinda understand if the servers don't go down any other time, thus no need to check the page) is frustrating. Nearly as frustrating as sending a petition for a Task Force defeat all being bugged and not getting a response back for 3 hours. Yes, I'm still a bit bitter about that one.

I hear that Empty Clips is pointless for the most part because of the long animation time and low damage (which it seems that way when looking at Mids). However, I assume it's usefulness would increase on teams as well. I'm not too worried about lining cones, what with a Dark Blast defender being my "main" and having experience with many other cone powers. What's your guys' take.

Yeah, I was looking mostly at Chemo bullets (as I think most defenders tend to), but that's because I think the bit of damage that fire will give me won't be quite as helpful as the unique damage type and damage debuff.
I realized very early in my soloing Praetoria stuff that I could hit one enemy with recharge/slow cap between Infrig and Snow Storm, so other than the cold damage type (or attempting to ignore both when I get sleet, which the benefit will likely be marginal at best), Cold ammo will be pointless for me. Other characters, it could be awesome, but just simply redundant for me. -
Maybe it's just my general self sufficient standpoint that every character should be able to do the entire game without XYZ with them. Naturally, there's rare exceptions to this rule, most namely the Mo's, but even then there shouldn't be a *need* for anything. The reason I don't like having stone tanks/brutes around is because of their (general stoner population) need of speed boost to be able to keep up with the team. I'm not saying SB wouldn't be helpful, because frankly unless your build is 20 seconds or less recharge powers for both sets, you can always use the +recharge by my general philosophy (see below).
Also, as far as mob to mob travel on a stone tanker, I'm torn between people taking teleport and my friend's stone brute who in granite or rooted can outrun a level 20 character (without swift) with sprint on. Granted, he doesn't use his Stone brute much, but that doesn't mean that people can't be effective on general teams without sb with stone armor. That's all I ask, I don't want to sit and wait for a certain power set (or power in this case) to come along to start my TF because the stoner "needs" it. Helpful, of course. Needed is a completely different thing that greatly annoys me to the point of rather using the /kick on the stoner and go from there than looking for a specific power.
General Philosophy: Every character can manage on their own without another specific teammate on the team. Like a Dark Tanker not having endurance or defense issues (Cold Doms are tasty in the upper levels if you are having issues), Stone tanker's need for speed boost, or defense for a squishy.
Also, I estimate battles (engaging the enemies, killing them, and getting to the next mob) on a generic team to be roughly 25-35 seconds, steamrolling 20-25 seconds. That's at least how I estimate how often powers come up and if I'm satisfied with longer recharge power's recharging. -

Does anyone have any first hand experience with this combo?
I started one up (a whole level 5 in Praetoria) and was wondering what people thought, more so of DP as a Defender primary when considered Cold primary. I've got a Cold Dom Controller at 50 already, so I'm not too worried about Cold's awesomesauce by itself. I've yet to touch DP personally other than the past 5 levels. -
Three choices:
1) Be a FF or Sonic Defender with their big bubble.
2) Acrobatics
3) Buffs via various non-self ways. Break free, CM, Clarity, FF/Sonic big bubble, etc. -

One or two AoEs can help substantially from a debuffing standpoint.
My Empath is a Emp/Psi. The main attack I use is Psionic Tornado, which for me provides a chance for a buff, crowd control, debuff, and damage rolled in one nice little package. After that, it's probably Psi Scream.
Why are the AoEs more important? Well, with the lesser damage than most ATs, the more people we hit, the more potent out damage and debuffs are. That's not per enemy, but the overall total of your damage/debuffs, since 10 + 10 is better than 10 by itself. On an AV standpoint, there's not much difference since its' one enemy, so naturally you'll have to prioritize your attacks differently.
The best thing to do is have your tools ready and experiment with them enough you know how to use them effectively. Pick what you like, don't like, for whatever reasons you deem valid, and run with it. -
I have this build at 50. He needs a respec, but he's very interesting to play. Mostly it's just buff and blast with some positional control as a side dish.
