The servers are down.
It's not just you. I think that for some reason, the extended maintenance is still going on despite the server status saying everything is up.

The server status update hasn't been updated since Tuesday (the 7th of September) in the evening.

Last night my computer did an automatic update. This morning when I tried to login I reccived this message. "The game client was unable to connect to the login server. This may be due to a local network issue such as a firewall block, or may be because the login server is down for maintenance. Please check your network settings and try again, or check http://www.cityofheroes.com/servers/index.html for current server status." Servers are up. I am using Windows Defender and AVG. I seem to remember having this same issue a long time ago but I forgot the solution. The Windows Firewall is not running and CoH and CoV have been addd to the exceptions list anyway. Can anyone assist me please?
