Radiation Infection Question
Every enemy within the debuff AoE will have a separate proc roll on them when the power is first applied, and then every 10 seconds thereafter to whatever happens to be affected in the AoE at that point. That is, some but probably not all of a group will take randomly damage from the proc on any given tick, and the possible targets of the proc are based on whoever is being debuffed at the time.
Rule number six of an empathy defender is NEVER underestimate a blaster's ability to die. I don't care if he has CM, Fort, both RAs, bubbles (both FF and Sonic), and is fighting next to a Storm defender with hurricane on. If there is a way to die in that situation, the blaster will find it.
That's the major problem with damage procs in toggles, they only have a chance to apply every 10 seconds. If the anchor runs away from any other enemy at 9.5 seconds, only the anchor will get the chance for the proc going off. Naturally, there's ways around to help secure that more enemies are around, but with my general assumption that each mob only takes 30 seconds for a team to go through, I'm not sure how much mileage you'd actually see with it.

The most popular proc to use in Radiation Infection is the Achilles Heal Chance for Resistance Debuff. Instead randomly doing a small amount of extra damage, that proc allows you and your teammates (and your pets) to do 20% extra damage for any attack that hits while the debuff is active.
LOCAL MAN! The most famous hero of all. There are more newspaper stories about me than anyone else. "Local Man wins Medal of Honor." "Local Man opens Animal Shelter." "Local Man Charged with..." (Um, forget about that one.)

I put the AH debuff proc on my Fire/Rad troller, and it fires enough to make a noticeable difference. I'd go with that one if you have a proc slot you are looking to drop into the power.
If I decide to go ahead and take my new baby fire/rad corrupter to 50, I'll slot AH on her Radiation Infection as well.

Thanks all for the information and advice.
If you put a proc such as "Touch of Lady Grey: Change for Negative Energy Damage" into RI, will it result in an AOE effect or just to the anchor?
