In day to day commerce, online accounts get stolen or hacked regularly. It's one of the new facts of life in the Internet Age. Companies need to have established protocols to deal with these situations quickly. Based on my indirect experience, NC doesn't have a very strong track record in this area.
One other thing that just occurs to me, any follow up verbal phone calls really should be made by the OP's wife. It is doubtful he will make any progress speaking with a phone representative regarding his wife's account, for obvious reasons.
Be that as it may, I just hope the situation gets resolved for the OP as quickly as possible. -
Sorry to hear about yours, and your wife's account troubles. I've heard of other players having similar difficulties with NC regarding the 'rigamarole' needed to reopen a locked account.
And, with respect to NC, they need to improve their abilities in this area. This past summer, after about a year and a half hiatus, I re-upped my sub to That Other Large MMOG. Somehow (to this day, it's a mystery), my account name and password had been stolen, and the account had been used to spam RMT advertisements. I could not log in.
Within a 24-hour period, I had been granted access back into my account (it is here where I noticed a bunch of toons with the garbled names like 'dfda' and 'kdhadf' -- that's why I presumed the account was used for RMT purposes). Not only this, but a few days later, I got another e-mail, indicating they had audited all the characters on my account, and that none had any loot stolen. Presumably they wold have corrected matters had I been less fortunate in this regard.
My point being, the response to my locked account was quick and painless. And, the follow up to confirm the integrity of my characters was a pleasant surprise. NC really ought to be striving for this level of service.

True this. During the period after GR went live, I started a serious, and determined effort to IO out my main's second build. I didn't play in GR beta, and wasn't aware the 7-day alignment badge was being granted upon switching builds -- I found this out quite by accident the first time I switched to build two.
Now, I wasn't about to put my second build on hold for 28 some-odd days in order to avoid exploiting a bug. But, it did feel a bit cheap. -

The only reason it's a grind is because of your perception that you need to complete the alpha slot on all (or most) of your alts right now. You don't. I've gotten the alpha on exactly one toon (my main, and badger), and similarily, only respecced that same toon on account of inherent fitness. Yes, I know I lost the first respec token on all my alts, but like you, didn't want the game to become a grindfest in the days/weeks after I19's launch.
Slow down. Smell the roses. And re-focus your efforts.
For example, right now I am focussing on my main. I have the alpha slot crafted up with two uncommons right now. I don't like the other two options, so am ignoring them. I'm now accumulating incarnate salvage for her in anticipation of future slots, alpha and beyond.

Never found one in a tricky area. As I mentioned in my post above, this took me two attempts, and I'll swear in the first attempt there were only 11 injured cops. I took two full, thorough, run throughs of both levels before time expired, and never found a 12th.
The second time I ran through, successfully, and it was done in half the necessary time. Without using a key bind. Like you say, the levels are relatively small, and easily searched. I find it peculiar you haven't succeeded in five attempts. It's not THAT difficult a badge to acquire, and I wouldn't be surprised if you are running into some manner of bug (as I suspect I did my first time).
Either that, or it's a Nemesis plot. -

Nice, new batch of codes put on Facebook. I refresh a couple seconds apart, and the new codes appear. I snag one, apply it.........and the connection times out, and now the site is down for "scheduled" maintenance.
Scheduled. Heh.

I've been on 2 attempts last night.
We had earth troller who blocked entrance chamber chokepoint with Earthquake and Vulcanic Gases, in hopes it will stop minelayers to get to the rest of team. It apparently didn't work. As whole team hovering near the ceiling with backs against the door's wall, the mines were placed near us and triggered on few occasions.
BTW if mine is triggered by you, you will see red text warning. If it was triggered by someone else you will see gray text warning. Starting at 3 seconds before explosion you will see countdown text "THREE..." "TWO..." "ONE..." -

I did a shivan run last night, and a nuke run, picking up all three nuke types (as an aside, first time I've used the Access Bypass salvage -- bloody handy that). Also respecced my badger, a Peacebringer, selecting Group Energy Flight as a throwaway replacement to a previous Fitness power. I can see it coming in handy for this badge, negating the need for everybody to get a jet pack, so long as they stay close to me.
Heh, someone spoke of oddball, niche powers a few posts back -- I'd say Group Energy Flight qualifies. -

Okay, so in the last few days, I've made multiple attempts at this badge, all of which failed in spectacular fashion. Tried luring him around the entrance corner, tried going up onto the shelves, tried flying. All attempts were terrific cluster****s.
I've since come to learn that the bomb planter is not Director 11 himself, but his invisible minions. Before, I thought the director had an AV 'cheat power' that allowed him to mass plant trip mines.
As it turns out, there are untargetable, invisible minions who are planting these mines. While directly untargetable, these minions can apparently be targeted through pets, and are affected by AoE powers. I am unclear as to how many minions there are. I do not know if they are finite, or keep spawning (if AoE damage attacks should happen to kill some off).
The successful strategy to this badge appears to be through the use of mass AoE immobilize, holds and stuns. Keep the minions at bay in one part of the warehouse, and take down Director 11 in another. So, I had a thought about a possible strategy.
What if a tank lured the director around the corner into the foyer area of the warehouse and most of the team starts their beating of him there. Then, have a couple of players form a 'defense perimiter' at the hall choke point spamming AoE stuns, holds and immobilizes. For example, my badger, a Peacebringer, has an AoE stun (well slotted) with a short recharge that may be of use.
So, thoughts?
First, for anybody who has experience on this matter, do I understand the described mechanics correctly? Anything I understand incorrectly? Anything I've missed?
Second, assuming I've a reasonable understanding of the mechanics involved, might this be a viable strategy?
This is the last badge I need for the MoTM, so I'm quite anxious to earn it.

Well, thanks to your help Dolly, I managed to knock this badge off last night, but it took me two attempts. The first try, I found eleven of the cops. I made two full runthroughs of both levels, the second more thorough than the first, and I'll be darned if there was a twelfth there somewhere.
Second time, though, and all twelve were found very easily.
I think the escort might be bugged. I was able to escort him all the way to the first floor, and he stopped following me. After a minute, he disappeared, but the objective was still open. No big deal, obviously, as I was able to simply exit the mission and continue the arc. -

The Syndicate event gives you a 'Katana' temp power. I have gotten this one and it ain't no katana. You draw a curved sword in each hand - looks like two scimitars.
I don't know if either of those gives an alternate power if you take the other side. I haven't done them enough yet. -
