  1. Actually this is one of few player-suggested powersets that I've really liked in awhile.

    Most suggested powersets are usually a mish-mash of powers picking the very best from other sets (and often other ATs) that break all semblance of balance.

    I like the base concepts of this set and it seems (initially) to be both reasonably balanced out along with sticking to the correct AT roles.

    With some graphical tweaking/customization I could see it easily fitting pretty much any of the Origin types and concepts.

  3. If we are talking about a "real world" situation and my reactions personally, then it really depends entirely on what powers I've got.

    Frankly, if I'm not bullet, baseball bat, tire iron, and/or rocket launcher proof, then I'm not doing anything other than maybe trying to find a way to use my powers to make a buck.

    It's kind of pointless to be a "super hero" when the first punk with a revolver ends your "career" permanently.

    If we go with the assumption that I'm A) invulnerable enough to survive pretty much any damage and B) powerful enough to "take out" pretty much anyone I need to and C) somehow untracable enough that I won't end up in jail and/or a government lab somewhere, then yeah I'd be a vigilante all the way.

    I'm busting local crime . . . and taking the money from them . . . got to pay for things somehow.

    Most of the time, it's probably just a good beat-down, but I'm very much of the opinion that there are plenty of people who just need to be eliminated permanently, and (going with the 'no real world repercussions' theory) I'd be more than willing to do the taking out.

    Where things really start to get problematic is when you start looking beyond the local level. How do you make sure that you don't make things worse than they already are? You go take out that terrorist cell, ok, but now there are 2 more cells that are so afraid of you showing up that they decide to up the ante before you get to them. You try to take down the leader of that country who's obviously evil/twisted, and he decides to launch the nukes before you can destroy them, etc, etc, etc.
  4. A lot of us have tried various ideas for collateral damage / destructible environments over the years, and the same issues with it keep coming back up to more or less derail the idea.

    The primary issue being:

    If the "normal/outdoors/world map" environment has ANYTHING that's destructible, you can pretty much assume that it will ALWAYS be destroyed.

    Within hours of something like this being placed into effect, all of Paragon City would be more destroyed than the worst sections of BoomTown - and it would pretty much stay like that continuously.

    If you set the destructible items to "repair / respawn" with any sufficient frequency to kind of prevent this, you'd have the entire city being torn down and rebuilt instantly before your eyes - talk about immersion breaking.

    Now, in instanced missions it could possibly work, but there's also the problem that the rooms in missions aren't necessarily actually contiguous. If you could break through a wall at some points, you'd either be looking at the "horrible black void" on the other side, or you'd actually be looking at some other point on the map (usually another 'floor' of the map)
  5. KM is fine. It's a very well balanced and damaging Single Target specialist.

    What makes it "feel" slow is two things:

    1) The animations "feel" a bit slow. They aren't, but they do feel like it at times because you are actually using up all the animation time doing something rather than a quick hit and then a short pause of doing nothing at all.

    2) With the mechanics of how Power Siphon works, the set lacks the immediate, on demand, spike of damage that other sets get with Build Up. You have to activate P.S. and then do a couple of attacks to see the big damage bonus...which easily ends up HIGHER than Build Up, but it takes a couple of seconds to get there.

    Easiest way to deal with P.S. is to consider it a mini-fury.

    Now, all that said, Kinetic Melee is NOT the best suited powerset for Brutes and Tanks as they lack the base damage before Power Siphon and they lack Critical Hits for the instant recharge of Power Siphon that lets Scrappers and Stalkers keep it up almost constantly.

    Note that I said it's not the BEST suited powerset. It is perfectly acceptable for Brutes and Tanks (and I'm simply loving my KM/EA Brute), but you have to live with a slightly lower "top end of power" that Scrappers can achieve with it.

  7. OK, this isn't a rant/whine/complaint thread. Just a curiosity one.

    I'm loving the look of Praetoria, you can really see the difference in zones actually designed around ultra-mode.

    I'm running several characters through the story lines, very enjoyable.

    I'll even be making a couple of throw-away characters that I have no intention of playing past 20, just so I can try all of the arcs from all the angles.

    However, once that's done, in the future I don't really see myself starting any of my characters in Praetoria, unless I have to for side purposes (Villain ATs in Paragon, Hero ATs in the Isles...yes I could switch sides on them, but you know what I mean).

    Overall, while I really like the zones, I think I still prefer actually starting in Paragon/Rogue Isles for any of my characters that can start in thier "correct" zones.

    So, what do you all think? Will you be using Praetoria extensively, or just sporadically?

    Actually, I'm meaning less about balanced characters (ie Gimped idiot with no attacks vs super Tank-Mage) and more about the unbelievable exploits that can easily come from the real "build your own" style of powers creation.

    Back in the old days, when my gaming group was heavily into a certain PnP superhero game, we took a certain sadistic pride in finding ways to exploit the rules without actually breaking them. Just to see who could come up with the most broken.

    There were a ton of utterly silly exploits that we came up with (one even eventually got turned into a "real" power during a game revision and one of our group got a mention in the game credits for it), but I think one of the best we ever came up with was this:

    Teleport - Usable on Others - Extra-Dimensional - Not Usable on Self - Random Destination

    (as his only power)

    Bad Guy runs up - Exploit Man points a finger at Bad Guy and "poof" Bad Guy's gone.

    Other Hero "Where did Bad Guy go?"

    Exploit Man "I have no idea."

  9. I would definately not trust e-bay or any other end-user-type auction site, as the odds of getting a box that's had the code used is too high.

    Check Target, BigLots, WalMart, or any of the other "generic big box" type stores that carry a few games, but aren't actually specialized in games. You can often find old retail boxes in those stores over in the "bargin bins" for less than the actual cost of the free month they include.

    Another option is to do an internet search for "City of Heroes Collector DVD Edition". I just did it and found several websites offering it for $10-20. They all state "new" or "unused", but I didn't bother to check up on any of thier reliability levels to see if they are auction or scam sites.

  11. I'd still like to see a "true" character customization system similar to, but hopefully less exploitable than, the old PnP Hero system.

    Something along the lines of:

    Base Power (single target ranged, single target melee, aoe ranged, pbaoe, self, team, etc)
    Primary Effect (damage, buff, debuff, etc)
    Secondary Effect (damage, buff, debuff, etc)
    Animation (various types selectable for each pe/se)
    Coloration
    Emanation Point (hands, head, eyes, torso, feet, weapon point)
    Special Effect (various, things like selecting the weapon, wands, after-glows, etc)

    A balancing nightmare of course, and unlikely to ever be implemented, but that's what I would ultimately hope to have someday...an actual PnP-type free-form SuperHero game correctly translated to an online experience.

  13. Well there is the alternate dimension total pacifist sect of CoT that comes up in a few story lines, but I don't remember if it's ever stated WHICH alternate dimension they come from.

    The carnival of light is from Praetoria, and the pacifist CoT are in the same arc (I think, all those portal corps missions kind of blur together after awhile), so I guess they could be from Praetoria as well.

    Of course, being total pacifists, they probably don't do a whole lot of human sacrifice rituals...

    Side Note: if they really are such total pacifists, how come they are still stealing bodies?

    CA was changed several times before it got out of Beta. In fact, it's not even close to it's original incarnation.

    It doesn't do damage (or cost endurance to run) any more.

    Macro Help

    General Rule:
    only 1 toggle (or click) can be turned ON with any single key/macro press
    unlimited number of toggles can be turned OFF with a single key/macro press

    powexec_name flips the current state of the toggle (if off it turns on, if on it turns off)
    powexec_toggleON will only turn toggles on
    powexec_toggleOFF will only turn toggles off

    So masterblade's answers above will allow you turn on both sprint and ninja run (but you'll have to press the key/macro twice) and will allow you to turn both off with a single press.

    What I do is to use a modified version of the speed on demand binds:

    (I'm pulling these from memory - I've long since saved it off into an auto-load script)

    /bind w forward$$+powexec_name ninja run
    /bind s backward$$+powexec_name ninja run

    So when I start moving ninja run turns on and when I let up on the key to stop, it turns off.

    Then I just manually turn sprint on/off as desired if I'm travelling any appreciable distance.

    Only problem is that when doing a lot of very short movements (like in combat) the toggle sometimes gets out of synch and operates backwards (on when not moving/off when moving), so I've also got a quick bind to toggle both ninja run and sprint OFF only.

    I also have my L key bound to the auto-load scripts to permanently set the two binds and to reset them back to plain movement that I usually hit as I'm entering a mission (so it's normal movement inside a mish and ninja running outside of mish)
  16. If you/they are going to use the GR disc to install/update to current version, then you'll need to do an uninstall of the old files and just install fresh from the disc.

    The files on the disc itself are (probably, I haven't looked) compressed/unusable before the installer runs on them.

    Should take all of 5 minutes to do an uninstall/reinstall.

    Note that there will almost certainly still be some updates to get via the updater even after using the GR disc. Just a lot less of them.

    The other method is to copy existing INSTALLED files (and sub-directories) and place them in the current installed folder, overwriting old existing files with the current ones.


    EDIT: the whole point is that the local game client can be installed over and over again via the discs or via the updater or via a more manual method, there's no copy protection on it -- all of that is controlled via your account.
  17. Given how many problems we've had in the past with Auras and Procs ending up affecting self/teammates rather than mobs, I'm wondering about Synaptic Overload (and to a lesser extent Jolting Chain . . but I'm not planning for a Proc in that one anyway).

    Synaptic Overload is the "chaining confuse power" and Jolting Chain is the "chaining knockdown power" from Electric Control

    I know that our only previous "chain" power (Chain Induction / Electric Melee) worked by actually granting the hit mobs an auto-power to run the chain effect or something along those lines. Which is why C.I. was actually costing Exp (since the mobs were doing the damage and not us).

    So, I'm wondering if anyone has had the chance to test the Contagious Confusion Proc to see if the chain-effect ends up causing US to be caught in the confusion aoe?

    Anyone know for certain?

    I checked yesterday, and the web versions are there, but I couldn't find any updates to the map-pack yet.

    I have over 60 active alts, I've deleted hundreds of alts over the years (yes, including 50's), and I only have a couple of active 50's. Trust me, I don't bother with PL'ing.

    It's not about PL, it's about fighting mobs at a difficulty factor/mob quantity that I find enjoyable. Heck, I regularly turn off Exp gain just so I won't out-level my contacts until I'm finished with them. (I'm also rather obsessive about having full happy bars on every contact).

    Anyway, as I said, I'll cope with it. I'm enjoying everything enough as is. It just seems a little odd that they (most likely) deliberately left out the difficulty modification NPCs.

    I can understand it as an attempt to make sure characters don't zip up to 20 before reaching the end of the necessary arcs to leave Praetoria, but it still strikes me as odd.
  20. For the folks who are maintaining Mid's.

    There appears to be a minor bug in the database entry for MasterMinds Field Mastery.

    The "Temp Invulnerability" entry is flagged internally as Personal_Force_Field and is marked for accepting Defense Set IOs rather than Resistance Set IOs.

    Not having paid full attention to the epic powerset changes, I'm not sure if it's actually supposed to be a Temp Invul. clone or a PFF clone though.

    It's described as Temp Invul with TI's power effects (+resistance), but it looks like the base power was copied from PFF and modified from there.

    Oh probably The mobs do seem a bit tougher overall, and I'm (loving/hating take your pick) the auto-heal-other-ghouls when I die aura the ghouls drop.

    (and the Over The Top death animation...makes me giggle like a school-girl)

    So far though, the only deaths my wife and I have had is one time when I forgot to dismiss my Bots while running across the island and they dragged a bunch of red-con bosses over on us while we were reading the next mission briefing from Tunnel Rat.

    You do realize the greatest advantage to these powers is planting them next to a hami taunter so that he can survive being eaten alive by green mitos (which prevent you from healing), right?

    Well, i'll concede the Hami raid is ONE encounter in a game with thousands of missions and that -heal is an effect seen once or maybe twice. But we have so many other mobile healing options already (ie, entire characters with empathy, kin, dark, rad, storm, fire or pain dom... not to mention green inspirations...) that adding more would be superfluous. +Regen is another layer of mitigation against HP loss and removing the inherent strategic value of these powers would be flawed, even if the changes you described would make the powers more useful overall.

    tl;dr: there's enough healing in this game already, leave these powers alone.
    No actually I didn't. In all the years I've been playing, I've only ever faced Hami once and that was on a Lady Grey TF.

  24. Just a quick one.

    I really dislike running at +0/x1 difficulty level, but I can't seem to find the Praetorian equivalant to the Hero Corps/Fateweavers to adjust my settings.

    Admittedly, I didn't get very far last night (I'm still doing Marauder's stuff), as I was too busy making/deleting/making different concepts and costumes....

    I know the Wentworth's isn't on the starter island, are the difficulty setting NPCs not there either?

    He's most likely meaning his total damage bonus from fury, not the fury percentage itself.
