Avoiding Download by Using GR Disk
If you/they are going to use the GR disc to install/update to current version, then you'll need to do an uninstall of the old files and just install fresh from the disc.
The files on the disc itself are (probably, I haven't looked) compressed/unusable before the installer runs on them.
Should take all of 5 minutes to do an uninstall/reinstall.
Note that there will almost certainly still be some updates to get via the updater even after using the GR disc. Just a lot less of them.

The other method is to copy existing INSTALLED files (and sub-directories) and place them in the current installed folder, overwriting old existing files with the current ones.
EDIT: the whole point is that the local game client can be installed over and over again via the discs or via the updater or via a more manual method, there's no copy protection on it -- all of that is controlled via your account.

The answer actually is that the GR disk is only useful for a total install, otherwise, I would copy my own CoH folder over as explained in the link, which does not involve the GR disk. It all comes back to me now.

Might someone know, or be able to point me to the thread that would explain using a new Going Rogue disk to avoid having to download files via the updater? Here is the situation:
Some of my family that used to play CoH and dropped out have expressed interest in checking out the game in its current form. They have smilingly said that they WILL check in during the next Reactivate Old Accounts For A Free Weekend event. Problem is, there have been 10 or 11 new issues since then.
If I loan them my brand new Going Rogue Complete Edition disk, how would they get the updated files, assuming they are not doing a total reinstall? Would they simply COPY the files from the disk into their CoH folder?
They realize that unless the Powers That Be include Going Rogue, they will NOT be able to do anything in Praetoria... they are just curious about getting back into Paragon City if it grabs them again.
Alternatively, if someone wanted to do a Trial Account but again, did not want to wait the 87 hours for the download, how would they utilize the disk to avoid that?
