Haven't seen anything about them in Praetoria at all. I don't recall the Circle mentioned in any of the high level Hero arcs about Praetoria either.
Praetoria is going to be expanded upon, more areas and content for higher level play, we may see a mention of Praetorian Circle of Thorns once that material is introduced.
The factions we are seeing are Clockwork (robots), Syndicate (psychics), Destroyers (think Trolls, they use Fixadine), Ghouls (failed science experiments) and PPD. I think that's it (did I forget anyone?).
Could one of those provide you with the inspiration you need? At least until the Praetorian Circle possibly shows up.

Well there is the alternate dimension total pacifist sect of CoT that comes up in a few story lines, but I don't remember if it's ever stated WHICH alternate dimension they come from.
The carnival of light is from Praetoria, and the pacifist CoT are in the same arc (I think, all those portal corps missions kind of blur together after awhile), so I guess they could be from Praetoria as well.
Of course, being total pacifists, they probably don't do a whole lot of human sacrifice rituals...
Side Note: if they really are such total pacifists, how come they are still stealing bodies?

I thought The Syndicate are organized criminals; Mother Mayhem's 'Seekers' are psychics.

Hi! I'm working on a new character for Praetoria and want the origin to be similar to a hero I have in Paragon City. My original character is put through a Circle of Thorns ritual, and I wonder if there are any groups in Praetoria which are similar enough to the Circle that they would fit my needs.
1. I know the Circle ritual isn't greatly original, but I have a twist I like.
2. I suppose there could have been an alternate Earth version of the Circle which survived the wars, but I was hoping for something actually found in-game.
