The Epic powers from 41+ really help a Blaster
I too was in the same boat as you until I made my Fire/Nrg Blaster. I have pulled lead on numerous ITFs making sure to jump into/attack every mob first just to keep the team moving. I went with the Force epic. PFF is an awesome power that can save you from all kinds of bad situations and Force of Nature gets you crazy high resistance(capped to smsh/lethal stacked with Temp Invul) to all damage except Psi. PFF gives you resistance and def to all. -

I'm right at 45% def to all and never notice the defense debuffs during the ITF. 95% DDR will do that for ya, though.

Just exceed the 45% a little and add in slotted weave should get ya that
My /SR is at 46% to all and I never have problems.
My Shield/Fire Tank is only capped to melee/ranged with 41% to AoE and I tanked the ITF like a champ. I do have 3 HO Membranes in Active Defense and enough +recharge to stack it most of the time so I pretty much stay at 95% DDR -
Yeah me and Blaze are friends in RL and he really is a nice guy who had someone trying to take advantage of that. Im glad it worked out like it did.

Blaze had to run the TF today and fight the dreaded Archvillain "The EX-Wife". Her super powers included being able to inact deminishing returns on his back account and refusing to get a job.
Thanks to a heplful NPC called "The Judge", the nasty AV was defeated and not only forced to get a job but her DR power was cut by almost 1/2 of its power and will be nerfed again next year

Spines isnt really a boss killing set, its more of a mass LT and Minion lawnmower. A mob of +2 bosses is going to take a little while to chew through on either set and being able to survive a full spawn on +2 bosses on either set will require heavy IOs or inspirations
I got both Spines/Dark and Spines/Fire, I like playing my Spines/Dark more especially since I slotted the Panacea chance for +hp/+end into Dark Regeneration -
It was hit but it was far from gutted. While farming myself for some IOs I hit my Broad/Regen Scrapper with all th e-recharge I could from my Cold/Sonic and it was still bad. I left snowstorm on him, since he has no mez to drop toggles, and naile dhim with Heatloss+Infrig+Sleet then swapped to the Scrapper and attacked the Defender. I got off a single attack chain and had to wait a while for anything to come back
DR hit minus recharge a lot less than you think
Edit: I aint saying Ice/Cold Trollers are going to be Uber by any means but with the PvP EZ mode we have these days it can work -

I am talking about -rech and have been since my first post. -Recharge not -run speed or -jump speed. -
DR hit -speed hard but I did not seem to notice any real change in -recharge. I fought a few colds in the arena recently and the biggest problem I had was -rech when I got hit with Heatloss but since Heatloss takes so long to recharge in PvP it didnt get used to much in 10 minutes. Since snowstorm can be dropped with any mez, gettgin rid of that -60% recharge is no problem. Before DR and the new Mez hit. A player could eat BFs to keep Snow Storm on you which negated almost all of hastens +70% recharge buff.
Snow Storm was the largest contributor to -recharge for a Cold outside of Heatloss.
Sleet is 30% IIRC
Infrigidate is 20-30%
So yeah popping someone with a whopping -50& recharge isnt too bad but adding Snow Storm would have doubled that. Mez killed that
But every Hold/Immobilize in Ice Control does -recharge and you get Shiver which IIRC is 50-60% -rech by itself.
You started your post with how DR hit -rech then said anyone going for slows in a build wont work but they are different things. -Recharge is still nasty, -speed is not. -
Ice/Cold wouldnt be pointless. That set offers such a high degree of -recharge, I could see it shutting down a lot of opponents that way. With every single thing you do to a target causing -recharge, powers would take forever to recharge

I thought squishies in PvP got auto-resists now. That being the case a Scrapper with all toggles off would presumably be easier to kill than a Blaster. I may be missing something though.

Melee types get 10% resist to all with higher HP
Ranged types get 30% resist with lower hp.
To be honest it takes just about the same number of attacks and time to defeat either when the toggles are all off -
ToF has a hefty -tohit, that is what the power should be slotted for. You can stack it on someone too although it would seem like more of a melee Fiteclub used power
Fearsome Stare from Dark Miasma is nice because you can use it from range to debuff since any mez will drop toggle debuffs like Darkest Night -
If its a PvE build go with fighting
Stacking Resilience with Tough works very nicely. You can slot tough with 5 reactive armors(think thats the name) to get 5% recharge then you only lose out on 2.5 recharge from your lost LoTG -
I can donate some influence to spice it up
10 mil for first
5 mil for second
2.5 mil for 3rd

Dont forget also that WoP adds +tohit too
The extra damage resistance helps even though DR hits it pretty hard -

Its 44.5% with Assault/Sets/WoP normally -

I have a Sonic/Pain with 45% damage bonus. It hits really hard and is pretty hard to take down. 25hp a second regen with a healing aura and Phase/Hibernate make it really hard to kill
