Regen w/ Conceal not Fighting
Well, first off, if you want to use anything while you're fighting, you're going to be restricted to using Stealth, which adds about as much survivability as Combat Jumping for just short of 5 times the cost. Compared with Tough and Weave, you're not getting nearly as much and it's costing about the same.
Personally, I don't really see Phase Shift as being particularly valuable. It would allow you to get 30 seconds of untouchability every 120 seconds, but you're not going to be able to deal damage in that time. It might be useful to get a heal or 2 off or to get through the valleys of */Regen's performance, but I doubt it would do more than simply increasing your overall performance with Tough and Weave.
In short, it will give you a bit of additional useful survivability, but not nearly as much as Tough and Weave could.
Probably not much. My Regen scrapper dies when she gets hit too hard before I can react.
Tough and Weave buy a little time to react, even if they don't do all that much for Regen. Phase Shift would be one more thing you have to click in time, I suspect.
The base defense of Invisibility is less than Weave's. That would not be an improvement either.

Phase Shift has a 30 second duration and a 180 second recharge. I'm not entirely sure, but I believe that there is a global cooldown on all powers that render oneself Intangible that prevent you from going Intangible again for a period after it, which is why the power is listed in Mids as having a duration of 120 secs.
I've never claimed to be an expert on Phase Shift and all of the weirdness that's gone with it. I've never found it to be particularly useful and all of the chaos that has surrounded how it works for so long hasn't instilled much confidence concerning it in me.
You'd do better getting the warbug temp power that's given for patroling the zone via clicking on 5 phonebooths. Its a toggle that phases you. I don't remember how long it last though. If its like the other pvp temp powers, you should be able to keep getting it once it expires. That will allow you to get fighting pool . If you don't like the idea of going in a pvp zone, there is a temp power recipe that works phases you as well. Its a click with 5 charges. You are a scrapper, not a pvp stalker. Stealth should be as far as you ever go in that pool unless you need a *cough* mule for a lotg and get grant invis.

I would only be getting the Concealment Power Pool for Phase Shift. That's why all my questions were about Phase Shift compared to Tough and Weave.

Right. That wasn't called for and didn't come out right. Sorry. But those are the other options you can do to get the same reasults from phase shift. Just a thought so you won't take powers you don't want to get a power that be gotten another way.

Well stealth adds about the same defense as weave does, but you lose all the resistance from tough. If this is a pve build your talking about then stay fitness cause phase shift won't do you much good. If this is going to be used for pvp then phase shift would be highly recommended as it is a life saver.

This will be for just PvE, but it's still hard to decide because if I go Fighting over Concealment then I will lose out on a LotG +7.5% Recharge.

Half of Stealth's +def is suppressed when attacked or attacking. As soon as the stealth drops, the defense is only as good as Combat Jumpings and costs .33 end/sec rather than .07.
I used to have Concealment on my Scrapper back in the day as a stealther before the IO system. It's not a bad choice, but it's more for a concept build rather than several of the min/maxing builds that is usually talked about on this forum.
Don't get me wrong, I like concept builds, as long as you can play up to the AT's role and have fun playing. In PvE, Phase Shift would be useful for those "oh damn" situations and you need to run away. Well, most scrapper players don't run away indiscriminately and don't like our ability to deal damage taken away.
For PvP, Phase Shift seems to be a common power to ensure survival for half a minute when you really need it.
I would say go for Tough and Weave. Those powers will help your survivability while still able to attack. Phase Shift will just give you time to run away as it shuts off your offensive capabilities.
If its a PvE build go with fighting
Stacking Resilience with Tough works very nicely. You can slot tough with 5 reactive armors(think thats the name) to get 5% recharge then you only lose out on 2.5 recharge from your lost LoTG

Figured between MoG and Phase, I got 2 ohhhcrap button when my heals are down...
Never was able to try it out though...

I'm thinking about taking Concealment on my /Regen instead of the Fighting Pool.
I know you can't fight while your phased, but I'm wondering if adding Phase Shift to the list of click powers regen has if it will give you as much survivability as Tough and Weave would?
