Really simple question that probably has a really obvious answer, but whatever happened to the City Scoop? The latest one was in July and now it's December... was it just unpopular? Did the creators quit or something? I actually enjoyed reading it. =(

I'll only switch if it fits my story purposes. Right now I have a defender who uses a special suit to channel the energies of the netherworld onto his foes. But after using the suit for too long, the demons of the netherworld corrupt him, and force him into becoming a villain.
I don't have any preferences to either side, since they're both still the same game. -
Different AT's have a different resistance cap. Tankers cap at a higher resistance percentage than scrappers and brutes, who cap higher than blasters etc... but other than that, 75% resistance to fire damage would be the same on a Blaster as with a Tanker. The same goes for defense, though defense doesn't take HP into the equation. So, 20% defense to fire would provide the same survivability to a blaster as to a tanker, whereas with resistance, the blaster would die quicker due to their low HP.
I'll go ahead and say that it's the Blasters low HP. Resistance is not as desirable for low health ATs than for higher health ATs. -

Well, since we're talking about blasters here, I unfortunately don't have any. My main characters are a Inv/EM Tanker, a Dark/Elec Defender, and a DB/EnA Stalker. I haven't found a blaster combination that suits my tastes yet, but I'm looking for one. -

Thanks for the feedback. I will admit I kinda just threw that arc together one day. I felt like having an arc that has something to do with the 5th Columns return. I'll see what I can do to make it better.
In the meantime, was there any particular arc of yours you wanted me to review? or can I just pick one myself? Lemme know ahead of times if you want to avoid spoilers, so I can make sure not to include those.
P.S. I should probably stop making dates for writing things. I am the target of distractions, and it's almost rare for me to do things on time. =P

I think the deciding factor is which secondary set you'll be choosing. For Dual Blades to work at peak efficiency, you will want to pick all the powers for the combos. The problem with this is tight builds, but there are some very loose secondaries to go with that. My DB/EnA stalker has no problems fitting all nine attacks into the build, due to Energy Aura's utility powers, which I don't really need. Dark Armor also has some utility powers which could be skip-able (correct me on that if I'm wrong). Other sets like Super Reflexes, however, are not good, as the powerset also works best with all nine power choices.
So, it basically depends on your secondary. For a loose secondary, pick Dual Blades. For a tight secondary, choose Ninja Blade. -
I rolled up my very first Dominator today, and I decided to mess around in mids for a while. Since this is my first Dominator, I don't really know what works and what doesn't. I know that they are not Controllers, and are not to be treated as such, but I'm mainly concerned about slotting. The slots for the mids build seemed very tight, and I had trouble deciding where to put them. So, here's the build I came up with.

Another concern would probably be pricing. I know a bit about using the market, having reached eighty-million Infamy on my stalker by crafting dropped recipes and selling them. The thing is I'm not fabulously rich yet, so I need to know the price range of the sets I used. I mainly went for Recovery bonuses, because this build looks like it'll be very endurance heavy; Although recovery bonuses seemed pretty hard to find. Thoughts? Opinions? Is my build crap, or is it okay? -

I can bring my namesake Tanker along. Inv/EM. I will use my team build which focuses more on staying alive and less on damage output. Only two single target attacks, one PBAoE, and taunt. =P

Yes, I'm still alive, and I feel it necessary to begin reviewing arcs again. I have one on my list that I will write tomorrow, and hopefully I can get some more people to sign up.
Also, I've finished a re-edited version of my original arc, Becoming a Villain. I changed a lot of dialog, added extra clues and objectives, and re-did the final mission entirely. The story is the same, but the mechanics have been changed. Here's a summary of the changes:
Universal Changes:
- Set all missions to be at a fixed level range from levels 5-20.
- Contact dialog has been altered/re-done for all missions. (Some didn't change much.)
Mission one changes:
- Enemy group changed from Skulls to Trolls to be consistent with level range
- Added custom boss at the end for flavor =P
Mission two has received no changes.
Mission three changes:
-Added a clue at the beginning to help tell the story better
Mission four changes:
- Added Sam as a hostage to be rescued
- Added a collection objective that appears once Sam is rescued
- Added extra clues to tell the story better
Mission five changes:
- Mission five has been almost entirely redone and is more difficult as a result
- Map changed from Atlas Park to Warehouse map
- Enemy group changed from Longbow to a custom group comprised of Longbow, Wyvern, and PPD enemies
- Added three new boss objectives to be completed

Well, it really boils down to two factors.
The first one is this. Sure, a lot of people really like your arc, but there will always be someone out there who could genuinely dislike your Arc. With thousands of players in this game, there are many different opinions. Somebody out there could just not like your arc for one reason or another.
Factor two is very unlikely, but someone could have just been griefing you. Again, this is highly unreasonable, and would be pretty silly to think so, but it is a small possibility.
In my opinion, all these factors all lead up to the broken rating system. Arcs should not be rated by stars or scores, they should have just a simple "Yes/No" system, where you could either say "I liked this arc, so I give it a thumbs up" or "This arc wasn't very good, thumbs down." Instead, it's very easy to just walk up to a five-star arc, join, and then rate one-star and quit, bringing down the rating considerably. -
Now, I'm usually the last one to make suggestions based off other MMO's, but hear me out.
I was browsing around the World of Warcraft site (lolWoW, I know) and I saw something about new "tier ten armor sets." I took a peek at the picture, and this one particularly caught my eye. (no pun intended)
Doesn't that armor look amazing?
So it got me to thinking, "City of Heroes needs more helmets/masks like that!" Then I figured, we should just have more one-eyed options. One-eyed masks and helmets, similar to the vanguard eye detail.
Something along the lines of this would be nice.
You pretty much get the gist of what I'm saying, right? Glowing cyborg eyes, one-eyed masks, etc. More one-eyed options please! -
huh, I just saw a Mr. T WoW commercial earlier today. Though mostly it was just him saying you could have his hair in the game, which sounds kind of retarded if you ask me. =P
Back to City of Heroes though. If you think about it, you could take those Mac vs PC parody videos they made a while back and ship them out as commercials. I don't see anything wrong with that. -

A ceaseless war against farmers is the same thing as waging a war to rid the world of ants; if you succeed, it isn't going to be in your life time, it won't be worth it, and you will regret it soon.
IMO of course, rage at me if you wish, I got my popcorn ready.
I think the biggest problem was simply the amount of nerfs piled onto the Mission Architect.
Right now I think they can take some of them back. There are only two "nerfs" that I would agree with.
- The custom group rank issue (Prevents boss farming)
- The ally XP elimination (Prevents having statesman as an ally to help beat up hellions as a lowbie)
The rest were kind of over-doing it. Custom critters should award full XP regardless of difficulty (even standard minions are tougher than normal). Now, if your critter has no powers, then sure, take away XP, but since they are inherently tougher than normal mobs, they should award full XP. The badge nerf was just ridiculous. You got one inspiration! Here's your badge! Please... next thing you know there will be a badge for logging into the game for the first time, they can call it the n00b badge. -
So I was watching TV, and I thought to myself "Why aren't there any Ads for City of Heroes?"
It wouldn't have to be a TV Ad, maybe just something for a magazine or online ads.
I'm not saying that the population is going down or anything, I'm just wondering why we don't have any commercials. Seems like a good way to bring in some players. =D -

Yes, lots of people still use AE. I've actually noticed an increase in activity in the past week. The problem isn't that nobody is playing AE, it's the fact the since there's an AE building in every friggin' zone that all the players are spread out. This gives the illusion that all the AE buildings are empty.
Plus, what do you mainly do in the AE buildings? Play missions. People are still using AE, but you just can't see them.
I really don't like how spread out the buildings are, though. I would say have only a few for both sides. For heroes, have one in Atlas Park, Steel Canyon, and Peregrine Island. For villains, Have one in Mercy Island, Port Oakes, and Grandville. It would make the AE building a more universal place to gather, and would make it easier to get a team for AE missions. -
This is City of Heroes, not City of Gods. Pain Prevention sounds ridiculously overpowered.

Seems like Hamidon is getting ready for a Hero raid... he breaks into Atlas Park and completely obliterates everyone. He gets one merit for every hero, and if he manages to kill everyone, he gets a rare Statesman origin enhancement!
