I'm willing to get behind this, but I also was around when Tabula Rasa went away. If I recall a sizable sum was offered(a million?) for the source which was declined. Can't remember anything about a petition, but I wouldn't have been surprised if there was backing in that manner as well.

Just sharing my own experiences with the event. I participated on Freedom the other night and overall I'd say it was a mess. The Talos I was in (7?) was largely in a confused state on what to do. I think Lusca/Tentacle spawns were forgotten for a short while. Then I went to Pocket D 2 after the second Lusca and waited around with everyone for a while. I don't think many noticed there was even a dev that stopped by, which I'm not sure even happened. Someone said they got a code, so it's possible, but was brief.
Overall, I walked away with just a bar of XP, 4 reward merits, and the title.
All that said, I do appreciate the effort put into this, but there should be more thought put into events of this nature. After skimming through this thread, it's no wonder your team was a bit overwhelmed.
I hope you figure something out for handling the large amount of players/zones. -
Never knew they would do a sale on double XP weekend. Now I regret getting Street Justice at full price a few days ago. I'm only waiting for sales now I think.

Personally, I like where DM is at right now. It's probably one of the most versatile sets. Not just with the utility, but from the fact that not all powers are necessary to take.
Touch of Fear not worth the ST mitigation? Skip. Dark Consumption is overkill for end gain? Skip. Don't like the tad long time and DoT on Midnight Grasp? Skip. Shadow Maul going a step beyond that for time? Skip it too.
If I can perform well enough with this set while not taking a number of its powers, it does alright by me. Could some powers be stronger? Yes, but if that garners adjusting other powers then it loses some of that flexibility. I wouldn't mind Shadow Maul being buffed a bit if nothing else took a hit, or at least anything noticeable.
One idea I had rather than extending the cone or increases max targets was something similar to Blind from Illusion Control. It creates a small AoE sleep pseudopet around the target. Instead of sleep, this could be minor damage or even a chance for. I'm not sure how this well this would work with a cone.
Regardless, that would allow more targets to be hit. -
As much as I would have liked the larger super packs on sale, having the one does make it more efficient to find what you want and stop rather than buy in bulk. Cost per pack for one is now the same as the 24 pack. Only thing I would have recommended is doing a smaller sale on the 12 pack, so it was on par with the 60 PP per pack. It seems to be worth 70 PP per pack otherwise.

I recently made an Invuln/Kin tanker and I noticed, despite being solo, that some enemies I had not hit were being KBed or taking damage. I suspected that somehow my procs were being triggered from Gauntlet. I was using the GR pre-order enhancements which each have a 10% or 12% chance to do damage or KB. To further confirm this might not only be with them, I slotted an Explosive Strike: Chance for Smashing proc and got the same result.
I created and tested new tankers with the pre-order enhancements on all of melee power sets, but didn't see them doing the same.
Considering Kinetic Melee only has one AoE, this could alter the damage and crowd control it is capable of quite a bit I think. -

I've been off and on CoH for a while, so I never fully got the hang of IO builds, but I'm hoping to amend some of that with this while being able to make a solid farming build.
Some lines to draw: this is an unlimited inf build excluding purple and PvP sets. I aimed for 38% defense so I'd only need one sm purple insp to soft cap my fire defense. Decided to go with cardiac for alpha.
Wasn't sure if I should have tried to get set bonuses for recharge and get Shadowmeld perma instead.
Powers are in no particular order yet. Just looking for ways to optimize otherwise.

I'm getting down to one of the last character slots on my SG's server, so I wanted to make it count. My only problem is which primary to go with, as I have a 50 in both and don't prefer one over the other much(and, yes, I'm comfortable with combos).
It's up between Katana/WP and DB/WP. /WP was chosen for concept reasons. So, will someone point out to me which is better and why? Things like survivability, damage(could be broken into ST and AoE), soloability, team-synergy, IO set potential, and anything relevant I probably missed. Sample builds would be appreciated if applicable.
Was thinking Katana would probably be better for survival with DA. DB could help me regen my health with KDs.
Damage I wasn't sure on, thought perhaps DB was stronger in AoE.
Thematically, I see both being desirable. DB flowing seamlessly with a whirlwind of attack putting enemies on edge. Yet Katana seems just as skillful, if not more so at times with its precise and purposeful movements. I think I've been seeing too many Kurosawa films lately... -
It's relevant, so I thought I'd post. My first villain main was a DB/Fiery brute. It's been a while since I've played him(sorta became an altoholic after he hit 50), so with the more recent issues, it could only get better for him.
-Temperature Protection didn't give slow resist.
-Consume didn't have the 15s recovery.
-Burn had the fear effect.
-Fiery Embrace applied a damage buff which was in favor of fire damage based attacks.
That being said, slows and psionic damage were my biggest problem. Being paired together, when they hit, they hit hard. Healing Flames then took a dive with the impaired recharge, and I had to try relying on keeping everything KDed.
I had to slot Kinetic Crash with the KB prot hole since I didn't have enough for some of the more expensive IOs and didn't have enough powers to go around for Acrobatics.
For combos, I ended up with Sweep and Attack Vitals which helped by keeping everything off their feet. For my PPP, I had Leviathan Mastery for the cones which I used in place of Taunt(maybe not the best idea).
Just tried him out again and was able to solo on +2 x8 difficulty. I won't post his build, since it's a little outdated and built with tanking more in mind, but...
Recommendations: KD is your friend, it'll give you a moment to use your Healing Flames. Temperature Protection was largely skippable, and it still can be considered as such, but with inherent Fitness it looks more and more attractive. The slow resist could be a great boon since your def won't be as high as some other sets. It's also is a good mule for a Steadfast Prot: KB Prot IO. Don't be afraid to go down if you take the rez, I'd encourage it from time to time even. Learn your positioning so you can maximize your combos. Nothing's worse than getting Attack Vitals set up, only to move and find that your precious combo chain expired. -
Going to try my hand at throwing in some formulas, filling out the variables, and completing each step-by-step to maybe shed some light on this. Granted, I haven't done much math in a few years, so feel free to correct me if there are any mistakes. Here are the formulas we'll be using(AccMods formula is included to fill out the value in the final HitChance):
HitChance = Clamp( AccMods × Clamp( BaseHitChance + ToHitMods – DefMods ) )
AccMods = the power's inherent Accuracy × (1.0 + the power's Accuracy Enhancements + all global Set Accuracy bonuses)
But first, here's a picture from Mids' since it's being brought up. Part of the problem may be found here.
This is from good ol' unslotted Brawl. You notice the "Accuracy" is at 75%. This isn't referring to the inherent accuracy, but the final HitChance which will be seen further ahead. Meanwhile, although you can't see my cursor hovering over the "Accuracy" value, there's that tooltip displaying the AccMods value.
Now the formulas if we applied Brawl, starting with AccMods.
AccMods = the power's inherent Accuracy × (1.0 + the power's Accuracy Enhancements + all global Set Accuracy bonuses)
AccMods = 1 x (1.0+0+0)
AccMods = 1 x 1.0
AccMods = 1
Now to place this and the other values into HitChance.
HitChance = Clamp(AccMods × Clamp(BaseHitChance+ToHitMods–DefMods))
HitChance = Clamp(1 x Clamp(.75+0-0))
HitChance = Clamp(1 x Clamp(.75))
HitChance = Clamp(1 x .75)
HitChance = Clamp(.75)
HitChance = .75
Here you can see how the number(1.00 or simplified to 1) in the tooltip is used and the resulting "Accuracy" number(.75, displayed as a percentage in Mids').
By checking out the combat log in-game, you can see that this is true if you disregard any conspiracies or quantum debuffs. I ran 300 Brawls against an even con, even level minion and my hit percentage was right around 74%.
OP is suggesting the formula goes like this:
AccMods = .75 x (1.0+0+0)
AccMods = .75 x 1.0
AccMods = .75
HitChance = Clamp(.75 x Clamp(.75+0-0))
HitChance = Clamp(.75 x Clamp(.75))
HitChance = Clamp(.75 x .75)

Looks like he's deciding on a different character to go with in the end. The Ill/Cold character he brought up, no less. =P

Storm also gives more positional control on "Hard" targets. Oh, and you can stack fear and confuse beyond good.

Okay, it's between an AoE-orientated scrapper(we'll go with ?/Shield as suggested in multiple posts) and a Mind/Fire dominator(mainly because of exampled feats).
Scrapper is going to bring some nice damage to the table, viable primaries being: BS, Elec, and Fiery. First two would help with the KD they have. Elec has an extra mini-nuke to alternate with Shield's. Lastly, Fiery will eke out some extra damage with DoT.
Only drawbacks I'd see would be the smashing and lethal damage, but they're by no means great hindrances.
Mind/Fire will give an extra layer of CC and at least some decent damage from Fiery Assault. I imagine Confuse and Mass Confusion will be that much more effective with the debuffs from /Rad as well. There's also some synergy with Telekinesis, which I know receives mixed views, but would help in gathering mobs into the /Rad toggles.
The drawback remaining would be being without someone or something to hold aggro while PA is down. Again, shouldn't be a huge issue with the additional forms of control.
Anything I'm missing? Feel free to break the stalemate. -
Thanks for the feedback so far. Just checking in again and I can't help, but notice that no one has really recommended any villain ATs.
I know I had said any AT, but speaking with him again, he's interested to see suggestions for villains, maybe a corruptor or dominator?
Oh, and how well might a Kinetic/Shield scrapper do? I know they aren't particularly strong with AoE, but how about ST? -
Title explains most of it. My friend is leveling an Ill/Rad controller with the intent of soloing AVs and GMs to try something new he hasn't done. He asked if I wanted to duo with him, I accepted.
So... I'm looking for a character that compliments him well, be it to up damage output, survivability, both, or any other potential boon I could bring to our little team.
Open to any AT, any power sets, and, if applicable, any amount of inf needed to pull off the recommended character successfully. State your suggestions and reasons why.

Sound advice, I tend to look over the lower sets' bonuses. Defense falls in the "anything that'll help him with tanking" category, so yes.
The reason behind Focused Acc was my friend didn't think he really would need Conserve Power and hasn't had much mileage out of Strength of Will.
I'll see if he'll reconsider changing it. -

Tried whipping up a build for my friend's WP/SS tanker, looking for second opinions.
Unlimited inf build excluding PvP sets. He's looking for a decent balance between anything that'll help him with tanking and damage. Only specific questions I have is if the Dark Watcher's Despair proc works well in Rise to the Challenge, can I crank out more regen by slotting Health and Fasting Healing differently, and the same goes for Quick Recovery and Stamina, albeit with recovery of course.

I would ditch it and replace it with taser so you have a second stun to stack with Stunning shot should you decide you want to stun a boss, then fill the 6 slots with Stupify. It's calssified as Melee, but does have a 20ft range. You'll actually gain .63% ranged def and 6.25% recharge this way while saving some end. On a previous build I had Stunning Shot and Taser, hovering in close for Taser wasn't my really my thing as I'd usually keep darting back and forth. As said before, Gaussian's has some nice set bonuses and the Build Up proc couldn't hurt and there's the debuff resists. This is just going to be a personal preference for me this time.
To Nytemynde, I'd likely have followed your suggestion, but I end up ghosting a lot and using Recall numerous times during TFs and such.
I know I could have pushed all the way for the ranged def, but I'm trying to get a balance between what I feel I need for my build and what I'd just like to have. I wouldn't mind seeing your build if you'd be willing to post it though.

Probably should have mentioned that this was going to be an unlimited inf build, barring only the PvP sets.
You've got some good points, I'll make some adjustments relatively soon and hopefully repost if I'm not too busy.
If someone can give their opinion/experience of using the Build Up proc in Gaussian's with Targeting Drone or of using the procs in Caltrops it'd be much appreciated. -
