What is a Min/Max player?
They will spend time planning out their builds and reviewing the data to try and get the maximum performance out of that character. That might entail slotting IO sets for set bonuses, getting accolade badges for buffs, going for the incarnate slot, etc. A lot of these players will then try challenges [such as soloing AVs, the Rikti Challenge and Rikti Pylon challenges (in the scrapper forum)] to see how their character performs.
These players will tend to spend quite a bit of influence in order to get the IOs required to make their character powerful.

On my DP/NRG I went with the Musculature Radial Boost (Increases Damage and Defense Debuff effects by 33%). More damage is always good and I wanted to see if the defense debuff would be helpful. Unfortunately, I just read that unless you are using the lethal ammo that the defense debuff doesn't take affect.
I may have to re-think my use of the Musculature Radial Boost, since I generally use the fire ammo. -

Definitely a 5 star arc. I was surprised it was rated 4. I would be curious as to any negative response you received. I will provide some quick feedback:

There should be a comma after the word "missed" below, not a period.
I've also seen those filthy newspapers in the stands and destroyed all I have found. But if you find anymore newspapers that I missed. Will you please destroy them? I know the newspaper trucks load up in the Atlas parking lot. With him there. It seems only logical he'd use them as the means of distribution.

Finally the only other thing I would add is that the black ex-boyfriend at the end is speaking in a stereotypical manner, which could be construed wrongly by some and could impact the enjoyment of the arc. I would suggest cleaning it up. -
According to Mid's the damage for DPs tier 1 and tier 2 do not change when substituting ammo. The overall damage is the same, but a portion of the damage is fire, cold, etc. I assume you are saying it falls behind due to lethal resistance in a bunch of mobs. Is this correct? If so, does it really fall behind that much?

Been playing my DP/NRG for awhile and he is at 50. My suggestions are below:
1. Make Swap Ammo inherent and add Aim in it's slot
2. Adjust the damage of Swap Ammo, so that the ammo is 50% of the total damage. Currently when selecting Cryo Ammo with the Pistols power Mid's shows Lethal 43.79 and Cold 18.77 for a total of 62.56. I would make the split 31.28 each.
3. Increase the damage to Executioner's Shot to make the damage / animation time equivalent. Looking at Mid's I see the following and think just looking at these 3 powers ES is behind:
Executioner's Shot - Lvl 18
End: 10.4
Recharge: 10
Damage: 132.63
Blaze - Lvl 18
End: 10.4
Recharge: 10
Damage: 188.94
Blazing Arrow - Lvl 6
End: 10.19
Recharge: 10
Damage: 161.72
4. Increase the damage of Hail of Bullets so the damage is comparable to equivalent Tier 9s (AR and RoA) when recharge, range and animation are taken into account
Special Additions that have nothing to do with DP, but would make MY DP Blaster better
5. Add an MA secondary for Blasters
6. Make some adjustments to Munitions mastery, specifically turning Body Armor into a toggle equivalent of Temp Invulnerability of the Force Mastery APP -
What is the value? Mids shows a -6.65% To Hit, which doesn't seem much...

It looks like there is going to be some server maintenance at 12 PM CST / 1 PM EST. I just saw the message in game, so it looks like the TF will not be able to start on time. Server maintenance message stated the following:
"[Admin] Attention! In 30 minutes, City of Heroes and City of Villains will go down for daily server maintenance. The downtime window is two hours long but maintenance may or may not take that entire time. We will have the game back up as soon as possible. Thanks for your patience!"
Maybe it will be a short outage... -
I am trying to get a decent defense build created, but since this is a concept character I am having major issues. For concept I have to have Fly and Munitions Mastery. This guy is supposed to be a normal guy with a suit / gear that provides some powers (for flight, stealth and SS) and guns. Great concept but having some issues with playability.
I am finding that I don't use bullet rain or empty clips very often, so I am curious about builds where I can drop those powers and boost my defense. I could also drop the stealth power since I have the stealth IO.
Any help would be appreciated.

I am thinking about starting an Elec/Elec, so was wondering the best way to slot the resistance toggles. I usually use IO sets, but don't really see huge advantages in the resistance sets, so I was thinking about 3 slotting the 3 toggles and tough with 3 Ribosomes and slotting the auto power with the 2 +3% DEF and a knock back.
Any thoughts on better slotting? -

Interstingly enough, when i made a build with a SR scrapper and added the above plus quickness 6 slotted with lvl 50 fly IOs the mph was 41.5 mph in mids.

VERY good resists, Absurd Mez Protection, very good recovery and regen, very good debuffs, and good damage (if not many attacks). Probably couldn't defeat an AV solo, but could tank several at once quite easily (2 Dull Pains!).
I think I would do a level 40 MA/SD scrapper (my main) and level 10 Rad/DP defender. Fully slotted Shield Charge with a RA (self - heal means no medicine pool yay!), AM, RI, and EF, plus a pistol attack for extra coolness. Yes, I will! -

I was planning on just replacing fitness with Stimulant, Aid Self, and OWTS and then replacing CJ with Fly. However, if I do this my defense goes down and I don't have the slots to make Aid Self worthwhile. I have looked at 3 slotting my defenses and not fully slotting Health, but no matter how I build in Mids it just doesn't look right.
Oh yeah, I also wanted to slot Active Defense with 3 slots. I recently found out the importance of DDR on a +1/X8 mission with Longbow. Can some of you build wizards take a look and provide some guidance? Money is not an object... -
